Computer webcam and encoder streams do not have the 50-subscriber minimum that applies to mobile streaming in YouTube’s cited guidance. School-managed accounts and streams featuring children need additional checks before the event.
Check these requirements before scheduling a stream
- Verify the channel. YouTube requires a verified channel for live streaming. Verification uses a code sent by text or voice call, and YouTube says a phone number can be linked to no more than two channels per year. See YouTube’s account verification instructions.
- Check the channel’s live-stream standing. There must be no live-stream restriction in the preceding 90 days. Restrictions can follow policy or copyright issues. Do not switch to another channel to evade a restriction: YouTube treats that as circumvention. See YouTube’s live-stream restriction guidance.
- Assign an eligible adult to start the stream. Since the policy change effective July 22, 2025, the person starting a livestream must be at least 16. An under-16 student may participate from an adult-owned account only when the adult is visibly present. YouTube also says a delegated adult who starts the stream in Live Control Room must be visibly present and engage in the broadcast. Details are in YouTube’s live-stream policy guidance.
- Enable live streaming in advance. YouTube says activation of a channel’s first livestream can take up to 24 hours after the feature is enabled. Do not leave activation until event day. The steps and requirements are in YouTube’s live-streaming getting-started page.
- Confirm the account is permitted to use YouTube. If the channel uses a Google Workspace for Education account, check with the school administrator whether the account is marked under 18 and whether YouTube access is enabled. A school-managed account marked under 18 may not be able to create a channel, upload videos, or livestream. See YouTube’s guidance on school-account changes.
YouTube states that a verified channel with no live-stream restrictions in the past 90 days is required to livestream; the same rule appears in its live-streaming tips.

Does the method change the subscriber requirement?
Yes. In YouTube’s cited instructions, the 50-subscriber minimum applies to livestreaming from the YouTube mobile app, not to the general eligibility guidance for computer webcam or encoder streams.

| Encoder on a computer | The general live-stream requirements apply. The cited general guidance does not state a subscriber minimum for computer encoder streaming. Check YouTube Studio’s current feature eligibility before the event. Live-stream policy. |
| YouTube mobile app | At least 50 subscribers, a verified channel, no live restriction in the previous 90 days, live streaming enabled, and a supported device. The help page lists Android 8.0+ or iOS 8+ among its requirements. Mobile live-stream instructions. |
If the school has fewer than 1,000 subscribers
YouTube may limit the audience size of mobile streams from channels below 1,000 subscribers and may set the stream archive to private by default. YouTube notes that limits can take time to clear after a channel reaches 1,000 subscribers. These are mobile-stream conditions in the cited guidance, not a reason to assume computer streaming has the same subscriber threshold. See YouTube’s mobile-stream page.

School accounts, teachers, and students under 16
A school-issued Google account is not necessarily equivalent to a personal Google account for YouTube access. Google’s general age guidance says 13 is the minimum age to manage an account in countries without a different listed rule, but it cautions that this may not apply to Workspace for Education. YouTube separately says administrator settings for school accounts marked under 18 can restrict YouTube features, including channel creation and livestreaming. Check the actual account type and school administrator settings rather than relying on the general age threshold. See Google’s account age requirements and YouTube’s school-account guidance.
When students under 16 appear on camera
For a stream featuring under-16s, YouTube’s stated adult-owned-account arrangement requires an adult to be visibly present. YouTube warns that streams featuring under-16s without a visibly present adult may have chat disabled or be removed, and the channel may lose live access. Keep the adult involved in the broadcast, and avoid showing students’ personal details or identifying location information. See YouTube’s child safety policy and live-stream restriction guidance.

Choose the correct audience setting for each stream
Set the audience in Live Control Room. A school’s status as an educational institution does not by itself determine whether a particular stream is Made for Kids; classify the actual content and intended audience. YouTube lists live chat, comments, notifications, Super Chat and Super Stickers, and personalized advertising among the features restricted on streams designated Made for Kids. These audience settings affect interaction and monetization, not the basic eligibility requirements for enabling a livestream. See YouTube’s audience-setting guidance.

- Live streaming is not available yet: enable the feature and allow up to 24 hours for first-time activation.
- The channel is unverified: complete phone verification, then recheck live-stream access in YouTube Studio.
- A live restriction is active or falls within the prior 90 days: review the notice and resolve the underlying policy or copyright issue; do not try to bypass it with another channel.
- The person trying to start is under 16: have an eligible adult aged 16 or older start the broadcast. Where under-16 students participate, ensure the adult is visibly present and engaged.
- The mobile channel has fewer than 50 subscribers: the cited mobile instructions require at least 50; consider a computer webcam or encoder method, which has no subscriber minimum stated in the cited guidance.
- The school account is managed or marked under 18: ask the Workspace administrator to check the account’s YouTube access and settings.
- The stream is Made for Kids and engagement options are missing: this can be an expected consequence of that audience designation; check YouTube’s feature restrictions rather than treating it as a failure to enable streaming.
A cloud option for prerecorded, always-on programming
For a school that wants uploaded recordings or a playlist to run as a 24/7 YouTube stream, StreamNeo is a cloud service: upload a recording or build a playlist, add the YouTube stream key once, and go live. This is for uploaded video, not a camera broadcast, and it does not waive YouTube’s channel, age, account, or content rules for a school stream.
