A 360p picture does not automatically mean YouTube received your live stream at 360p. First find out whether the problem appears in Live Control Room, affects viewers on separate networks, or is limited to one viewer. Then check the encoder’s actual output and stream health before changing settings. YouTube transcodes live streams into multiple playback formats, and a viewer’s connection or device can affect which quality they see.
First identify where the 360p limit appears
Do not change encoder settings until you know who is affected and where the resolution is being reported. YouTube distinguishes a problem reported by one viewer from reports by viewers using different internet connections.

- One viewer sees only 360p: Test the stream on another device and a different network. If other viewers can select higher quality, investigate the affected viewer’s player, browser, device, connection, and quality setting before changing the encoder.
- Several viewers on separate networks see only 360p: Check the encoder output and Live Control Room stream health. A shared problem across independent connections makes the stream or its ingest settings a more likely place to investigate.
- The creator sees a warning in Live Control Room: Read the exact message and inspect the relevant encoder setting. YouTube lists issues including video size or resolution, bitrate, video codec, and keyframe frequency.
- The encoder preview looks correct but the audience reports poor quality: Check stream health and outbound connection stability, then test playback from another device and network.
YouTube’s live-stream troubleshooting guidance supports this scope-first approach. A report from one viewer is not enough to conclude that the encoder is sending the wrong resolution.

An encoder can be configured with a 1080p canvas or source while outputting a different resolution or frame rate. Check the actual streaming output, not just the project canvas, camera setting, or intended resolution. In Live Control Room, review the stream preview, stream health, and any error messages. Record the exact warning along with the encoder’s output settings.

Check these settings together:
- Resolution and frame rate: Confirm the output is the intended 1920 × 1080 and the intended frame rate, such as 30 or 60 fps.
- Video codec: Use the relevant row in YouTube’s current encoder guidance for your ingest codec. The bitrate recommendations below are specifically for H.264.
- Bitrate: Compare the configured video bitrate with YouTube’s recommendation for the actual resolution and frame rate.
- Keyframe frequency: Check the encoder setting and any corresponding Live Control Room warning. YouTube identifies keyframe frequency as a possible configuration issue; consult its current requirements rather than assuming a value.
- Stream key and ingest connection: Confirm the encoder is sending to the intended YouTube stream using the correct stream key. If Live Control Room reports an ingest or connection problem, address that message rather than relying on the encoder’s local preview.
YouTube’s encoder settings guidance explains that live streams are automatically transcoded into multiple output formats for viewers using different devices and networks. Therefore, seeing 360p in a player does not by itself establish that YouTube received only a 360p signal.
Match H.264 bitrate to 1080p frame rate
YouTube’s encoder guidance, accessed in October 2026, lists these H.264 live-ingest figures:
Rank #2
- 【1080P HD High Quality】Capture resolution up to 1080p for video source and it is ideal for all HDMI devices such as PS4, PS3, Xbox One, Xbox 360, Wii U, DVDs, DSLR, Camera, Security Camera and set top box. Note: Video input supports 4K30/60Hz and 1080p120/144Hz. Does not support 4K120Hz/144Hz. Output supports up to 2K30Hz.
- 【Plug and Play】No driver or external power supply required, true PnP. Once plugged in, the device is identified automatically as a webcam. Detect input and adjust output automatically. Won't occupy CPU, optional audio capture. No freeze with correct setting.
- 【Compatible with Multiple Systems】suitable for Windows and Mac OS. High speed USB 3.0 technology and superior low latency technology makes it easier for you to transmit live streaming to Twitch, Youtube, Facebook, Twitter, OBS, Potplayer and VLC.
- 【HDMI LOOP-OUT】Based on the high-speed USB 3.0 technology, it can capture one single channel HD HDMI video signal. There is no delay when you are playing game live.
- 【Support Mic-in for Commentary】Rybozen capture card has microphone input and you can use it to add external commentary when playing a game. Please note: it only accepts 3.5mm TRS standard microphone headset.
| H.264 output | Minimum bitrate | Recommended bitrate |
|---|---|---|
| 1080p at 30 fps | 5 Mbps | 14 Mbps |
| 1080p at 60 fps | 6 Mbps | 17 Mbps |
These are YouTube recommendations, not measurements of your connection and not proof that bitrate alone caused the 360p symptom. Use the row matching the output actually being sent; another codec or frame rate may have different guidance. The encoder’s outbound connection must also sustain the chosen bitrate reliably. YouTube’s encoder settings page is the place to recheck current recommendations because supported settings can change.

YouTube adjusts playback quality based on viewing conditions, including internet speed, player or screen size, original quality, and browser format support. A viewer can also open the player’s Settings → Quality menu and manually select a resolution when it is available. The availability of a higher option is useful evidence: if other viewers can select 1080p while one cannot, investigate that viewer’s playback conditions rather than lowering or rebuilding the stream.

When using an adapter, if the device is recognized as USB 2.0, try using the other side with the USB-C port. Simply flip the capture card and reconnect it to be recognized as USB 3.0
Ask the affected viewer to try a supported browser or device, check the player’s Quality menu, and test on another network. YouTube’s playback-quality guidance describes why the selected quality can vary. Its system requirements and supported devices page lists 5 Mbps sustained speed for 1080p playback; that is a viewer playback recommendation, not the encoder’s live-ingest bitrate target.
Test the outbound connection if the encoder appears healthy
If the encoder preview and stream health look healthy but audience playback remains poor, test the connection sending the stream to YouTube. A local preview cannot prove that the outbound network path is stable. YouTube recommends checking outbound internet strength and contacting the internet service provider if testing points to a connection problem.
Rank #4

If Wi-Fi stability is in doubt, compare with a wired Ethernet test. A cable can help test whether the wireless link is involved, but it will not correct a wrong output resolution, codec, frame rate, bitrate, or keyframe setting. YouTube’s troubleshooting guidance covers connection testing; its device guidance distinguishes playback requirements from encoder settings.
Run a controlled test before the next live event
- Start a test stream before the event, following YouTube’s guidance for testing a live stream.
- Check the Live Control Room preview and stream health while the encoder is sending.
- Confirm actual output resolution, frame rate, codec, bitrate, and keyframe setting in the encoder.
- Ask at least one other person to check playback on a different device and network, including which qualities appear in Settings → Quality.
- Save the exact Live Control Room warning, if any, plus the encoder settings and the affected viewer’s conditions. Use that evidence to choose the next change instead of changing several settings at once.
YouTube’s live-streaming tips recommend testing beforehand and monitoring audio and video quality during the event. A controlled test helps distinguish an ingest issue from a playback issue without assuming that new equipment is needed.

Common causes and what to do
| What you observe | Likely area to check | Next step |
|---|---|---|
| Only one viewer is limited to 360p | That viewer’s connection, device, browser, screen, or player setting | Test another device and network; check Settings → Quality and supported-device guidance. |
| Viewers on separate networks report the same limit | Encoder output or stream ingest | Check actual resolution and frame rate, stream health, and the relevant codec/bitrate settings. |
| Live Control Room reports a video-size or resolution warning | Encoder output dimensions | Correct the output resolution, not merely the canvas or source resolution. |
| Live Control Room reports bitrate trouble or the stream fluctuates | Configured bitrate or outbound connection capacity/stability | Use YouTube’s row for the actual codec and output mode; test outbound connectivity. |
| Encoder looks healthy but several viewers still report poor playback | Outbound network path or playback conditions | Test the sending connection and audience playback on separate networks; contact the ISP if connection testing supports that diagnosis. |
| Higher quality is available to some viewers but not others | Adaptive playback and viewer-specific conditions | Compare devices, browsers, connections, and selected player quality before modifying the stream. |
