A “poor” stream-health warning means YouTube is detecting a problem with the stream arriving at its servers; it does not, by itself, show that ACT Fibernet is at fault. Start with the timestamped error in Live Control Room, check the encoder settings it identifies, then test the computer’s outbound connection—using Ethernet instead of Wi-Fi as a diagnostic if possible. Contact ACT if those connection checks point to your internet service.
1. Read the specific warning before changing settings
In YouTube Live Control Room or the Live Dashboard, find the Health Indicator and read the message beside it. Note the exact wording and timestamp. YouTube marks critical errors red and moderate errors yellow; an unresolved error can continue to appear. The overall “poor” status is less useful than the individual message, which may identify bitrate, format, keyframe timing, resolution, or insufficient incoming video. See YouTube’s live-stream error messages and its health-status message definitions.

- If the message names an encoder setting, check that setting against YouTube’s current recommendations before changing your network.
- If it reports too little incoming video, or the warning appears intermittently, investigate whether the outbound connection is unstable or the encoder is failing to send continuously.
YouTube describes an ingestion-starved stream this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” That points to inadequate or interrupted incoming video, but it does not identify whether the cause is the encoder, local network, or ISP.
2. Check the encoder and local output
Look at the encoder’s preview and, if available, a local recording. Confirm that video and audio look and sound normal, and check the encoder software version and CPU load. If the local output is healthy but the stream arriving at YouTube is not, YouTube says an outbound internet connection issue may be involved; follow its live-stream troubleshooting guidance.
#1 Best Overall

Do not lower resolution or bitrate automatically just because the indicator is poor. First match your encoder settings to the actual warning and the profile you selected. A setting mismatch can cause a warning even when the broadband connection is working normally.
3. Compare encoder settings with YouTube’s current profile
YouTube’s encoder recommendations vary by codec, resolution, and frame rate. For H.264, its current table lists these recommended video bitrates:

- Connect more devices than ever before - Wi-Fi 6 technology simultaneously communicates more data to more devices using OFDMA and MU-MIMO while reducing lag dramatically
- Powerful Dual-Core 900MHz Processor – Handles multiple data streams simultaneously for reliable performance across your devices. Ensures smooth streaming, online gaming, and video conferencing without buffering or lag.
| Resolution and frame rate | H.264 recommended bitrate |
|---|---|
| 720p at 30 fps | 8 Mbps |
| 720p at 60 fps | 8 Mbps |
| 1080p at 30 fps | 14 Mbps |
| 1080p at 60 fps | 17 Mbps |
| 1440p at 30 fps | 21 Mbps |
| 1440p at 60 fps | 34 Mbps |
These are recommended encoder settings, not proof that your line can sustain the same upload rate. YouTube’s recommendations differ for AV1 and H.265. Use the table for the codec and profile you are actually streaming with, rather than treating one bitrate as a universal target. The current YouTube encoder settings, bitrates, and resolutions page is the reference if its values or supported options change.

- Video codec: H.264, H.265, or AV1, using a codec supported by your setup and selected profile.
- Frame rate: up to 60 fps.
- Keyframes: YouTube recommends a two-second interval and says not to exceed four seconds.
- Bitrate control: constant bitrate (CBR).
- Audio: AAC or MP3; YouTube lists 128 Kbps stereo audio.
If Live Control Room names a format, keyframe, or bitrate problem, correct that setting in the encoder and verify that the selected YouTube profile matches what the encoder sends.

- NIGHTHAWK WIFI 6 ROUTER FOR YOUR WHOLE HOME: Delivers fast, reliable WiFi across every room of your apartment or small home for streaming, gaming, video calls, and smart home devices, all running at the same time without slowing each other down.
- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
- READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
- COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.
4. Test the outbound connection
- Run an upload-speed test on the computer sending the stream. Record the result and time, and note whether other people or devices are uploading or heavily using the network.
- If the streaming computer uses Wi-Fi, connect it directly to the router by Ethernet for a diagnostic test, if practical. Compare stream health on the wired connection under similar conditions.
- Use the result as evidence, not a verdict. A speed test is a snapshot and does not prove that upload capacity will remain stable throughout a live stream.
- If the wired test improves stability, investigate Wi-Fi signal quality or network congestion. If the warning continues and upload tests show connection problems, share the timestamps and test results with ACT.
ACT’s general article on buffering causes and wired connections names weak Wi-Fi and shared-network load among possible causes and suggests Ethernet for troubleshooting. That is general buffering advice, not a diagnosis of a particular live stream or evidence of a current ACT outage. A Cat6 Ethernet cable may be useful if you need one to perform the wired test; it will not fix encoder misconfiguration or an ISP-side fault.
5. When to contact ACT Fibernet
Contact ACT when repeated connection tests or a wired comparison point to an unstable outbound connection. Give support the times of the YouTube warnings, upload-test results, and whether switching from Wi-Fi to Ethernet changed the outcome. YouTube also advises contacting the ISP if connection tests identify problems.

The available information does not establish that ACT is currently at fault, that your plan is underperforming, or that you need a faster plan. Location-specific outages and the quality of an individual line are not verified here, so avoid upgrading or replacing equipment before testing.
Or let it run in the cloud
If your goal is to keep an uploaded video looping as a 24/7 YouTube stream, rather than troubleshoot a live camera or encoder feed, StreamNeo is a separate cloud option: upload a recording or build a playlist, add your YouTube stream key, and go live. Your computer and home connection do not have to stay on. It streams the uploaded video as made, up to 4K 60fps at one flat price per slot, and can automatically recover if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month. It is for uploaded-video streaming to YouTube, not a fix for an encoder or broadband problem in an ongoing camera-based stream. Start the free day with StreamNeo.
