For a 720p, 60 fps YouTube Live stream, YouTube recommends 8 Mbps for H.264 or 6 Mbps for AV1/H.265 (HEVC). The listed minimums are 3 Mbps and 2 Mbps, respectively. Use the row for the codec your encoder actually sends; these are incoming encoder-to-YouTube video rates, not a promise that viewers will receive video at that same bitrate.
“Playlist streaming” can mean either rebroadcasting a collection of videos as a live stream or using an HLS Media Playlist manifest for ingestion. The YouTube guidance gives no separate bitrate for a viewer-facing video playlist. The figures below apply to the incoming 720p60 video stream.

These are YouTube’s current English live-encoder settings, accessed October 3, 2026. They refer to video ingestion. YouTube transcodes an incoming live stream into multiple output formats, so the encoder bitrate is not necessarily the bitrate delivered to each viewer. Check the encoder’s output codec rather than choosing a bitrate from resolution alone. If it sends H.264, use the H.264 row; if it sends AV1 or H.265/HEVC, use that row. The recommended rates differ, so “6 Mbps for 720p60” is not a universal recommendation: it applies to AV1/HEVC in YouTube’s table, while H.264 is listed at 8 Mbps.

YouTube supports H.264, H.265/HEVC, and AV1 for live video ingestion. If you are unsure which codec your software or hardware encoder is using, check its stream or output settings before entering a bitrate.
Encoder settings that matter
- Protocol: RTMP or RTMPS.
- Rate control: Constant bitrate (CBR).
- Keyframe interval: 2 seconds recommended; do not exceed 4 seconds.
- Frame rate: YouTube’s guidance supports frame rates up to 60 fps.
These settings come from YouTube Help’s live encoder guidance. Set the resolution to 720p and frame rate to 60 fps in your encoder, then use the bitrate that matches its codec.

Make sure your connection can sustain the stream
Choose a rate your upload connection can reliably maintain. YouTube recommends running an upload speed test, testing the stream before the event with audio and motion similar to what you plan to broadcast, and monitoring stream health and messages while live. Its cited guidance does not specify a universal upload-headroom percentage, so there is no single percentage to add to the video bitrate for every connection. - Measure upload speed on the connection you will use for the stream.
- Configure 720p60, the correct codec-specific video rate, CBR, and a 2-second keyframe interval.
- Run a test with comparable audio and movement; check for dropped frames, buffering, or stream-health warnings.
- If the stream is unstable, reduce the bitrate or choose a more reliable connection, then test again.
- During the live event, keep an eye on YouTube’s stream health and respond to its messages.
What “playlist streaming” means here
A collection of videos rebroadcast as a live stream
If you mean playing a collection of prerecorded YouTube videos through an encoder as one live broadcast, the incoming encoder settings still depend on the codec and 720p60 output—not on the fact that the source material is arranged as a playlist. The official guidance cited here does not establish a special playlist bitrate or an official playlist-specific rebroadcast workflow.

An HLS Media Playlist
In YouTube’s HLS live-ingestion documentation, a Media Playlist is a technical manifest used with media-segment filenames in the HLS workflow. It is not the same thing as a viewer-facing collection of YouTube videos. Follow the format requirements for that workflow in Google’s HLS ingestion reference; the documentation does not establish a different 720p60 bitrate simply because the workflow uses a playlist manifest.
