Starting October 21, 2026, some online gambling advertisers may be eligible to run YouTube Masthead ads—but only if they meet Google’s certification, country, legal, and age-targeting requirements. Google announced the change on October 7, 2026; it is not blanket approval for gambling advertising.

What changes on October 21, 2026?

Google’s October 7, 2026 policy notice expands YouTube Masthead eligibility beyond the existing allowance for sports-betting assets. It permits Masthead ads from online gambling advertisers certified under Google’s Gambling and games policy, subject to that policy and applicable legal, jurisdictional, and age restrictions.

The notice excludes advertisers of online-gambling-promoting content who are not subject to mandatory state or national gambling registration requirements. That exclusion is specific; it should not be read as ruling out every affiliate or gambling-promoting advertiser.

What is a YouTube Masthead ad?

A Masthead ad appears at the top of the YouTube homepage. Google describes it as its most prominent advertising placement, which refers to position—not a promise of reach, results, or campaign performance. The general Masthead requirements currently list exceptions for compliant sports-betting assets and Daily Fantasy Sports assets targeting Canada and the United States. The October 2026 notice adds the stated eligibility for certified online gambling advertisers.

What advertisers need to check before applying

Eligibility depends on the gambling category, the advertiser and destination, and the countries targeted. Google’s Gambling and games policy requires covered ads to target approved countries, display responsible-gambling information on the landing page, and never target minors.

Category, country, and licensing

Google’s policy uses local legal definitions of gambling and describes it as staking something of value on an outcome involving chance, with the opportunity to win something of value. Online gambling and gambling-promoting content may be advertised only in listed countries when the applicable certification criteria are met. Advertisers must maintain relevant local licenses or authorizations; where required, applications call for a valid local license for each targeted region.

Affiliate and aggregator destinations have additional conditions. When the affiliate is not itself required to hold a license, it must link only to entities licensed and authorized in the targeted region. Check the current country entry for the specific product, destination, and target geography rather than assuming approval in one country carries over to another: Google requires applications for each country targeted.

Certification, audience, and creative

Google certification is required for the gambling-related categories covered by its policy. Confirm that the certification matches the relevant category and country, and that the certified destination is the one used in the campaign. Apply the required age restrictions and responsible-gambling disclosures, then check that the specific Masthead asset meets the placement’s additional requirements.

How to assess a campaign’s eligibility

  1. Classify the offering. Determine whether the campaign advertises an operator or promotes gambling through an affiliate or aggregator, and identify the applicable gambling category.
  2. List every target country. For each one, check Google’s current country-specific criteria and identify the licenses, authorizations, or registration obligations that apply.
  3. Verify Google certification. Confirm that the advertiser and destination meet the category’s requirements in each country targeted; do not treat certification for one country as worldwide approval.
  4. Review the destination and audience settings. Make sure the landing page displays responsible-gambling information, that the campaign does not target minors, and that affiliate links lead only to locally licensed and authorized entities where required.
  5. Check the Masthead asset separately. Policy eligibility does not by itself establish that a particular asset will be approved or delivered. Review the current Masthead format requirements and Google’s live gambling policy before planning a campaign.

How the policy has evolved

In June 2021, Axios reported that YouTube would stop accepting Masthead ads featuring gambling-related content, including sports betting and casino games. Google’s current general Masthead requirements list exceptions for sports betting and specified Daily Fantasy Sports targeting; the October 2026 notice adds eligibility for certified online gambling advertisers under stated conditions. These are changes across different policy periods and categories, not evidence that every gambling format or geography has been treated alike.

Eligibility is not the same as approval of an individual ad, campaign delivery, or commercial success. The policy update establishes no audience, cost, conversion, or revenue outcome. Because the change takes effect October 21 and country rules can vary, advertisers should verify Google’s current requirements before committing campaign budgets.
