YouTube Advertising Options for Brands: Masthead, In-Stream, and Shorts Ads

There is no universally best YouTube ad format. Choose Masthead for a planned, high-visibility Home-feed takeover; in-stream when the message belongs before, during, or after long-form video; and Shorts when the idea works in a vertical, swipeable feed. Your objective, buying route, creative asset, audience-control needs, and measurement plan should determine the choice.

What each YouTube format actually does

The three options reach viewers in different contexts, so comparing them only by price or headline reach is misleading. Masthead is a reserved Home-feed placement. In-stream runs around other videos and can be skippable or non-skippable. Shorts ads appear between videos in the vertical Shorts feed. Campaign settings can also combine placements, particularly in auction campaigns, so the format named in a brief is not always the only place an asset will serve.

Masthead: prominent Home-feed awareness

A Masthead is a video-based ad displayed in the YouTube Home feed across supported devices. It is designed for brands that need prominent awareness and a planned burst of reach rather than an ordinary auction placement.

Google offers two Masthead reservation models:

  • CPM: you reserve a fixed volume of impressions and pay for delivered impressions. CPM Masthead access can be arranged through a Google representative or through YouTube Programmatic Guaranteed or Google Ads Reservation routes described by Google.
  • CPH: you pay a fixed charge for booked hours and receive 100% share of eligible impressions during those hours. CPH is available only through a Google representative, and the charge does not change with the exact number of impressions delivered.

Rates are fixed CPM prices or booked-hour charges that vary by market, targeting, date, product, and setup. There is no responsible universal Masthead CPM to publish without an actual quote. A campaign targets one country, and any targeting surcharge must be confirmed during campaign construction.

In-stream: ads attached to long-form viewing

In-stream ads play before, during, or after another video. The viewer experience depends on the subtype:

  • Skippable in-stream: the viewer can skip after five seconds. Google lists no maximum length, while recommending a video under three minutes; reservation guidance likewise says videos under three minutes typically perform better.
  • Non-skippable in-stream: the viewer must watch the booked short exposure. Reservation guidance lists 15-, 30-, or 60-second variants depending on subtype; Google’s format comparison describes a 15–60-second range for the relevant campaign subtypes.
  • Bumper: a separate six-second non-skippable format suited to one brief awareness message or reinforcement.

Skippable in-stream can contribute to TrueView views and remarketing. Non-skippable and bumper ads do not increment TrueView views in the same way. Video content must be hosted on YouTube. Depending on campaign type and settings, delivery may also include Google video partner sites and apps, so distinguish YouTube-only placements from optional partner inventory in the media plan.

Shorts: vertical ads between swipes

Shorts ads appear between videos in the vertical Shorts feed and are skippable. Google’s reservation description lists six- to 60-second Shorts ads through YouTube Select Shorts and representative buying guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Asset eligibility and feed behavior are not identical. Google’s current asset guidance permits uploaded videos up to three minutes, but only the first 60 seconds play in the Shorts feed and the recommendation is to stay under 60 seconds. Treat the three-minute limit as an upload allowance, not as a recommendation for a Shorts message.

Google recommends vertical, sound-on, “social first” creative that delivers the brand message on a mobile device. Horizontal and square assets can be supported, but vertical assets are prioritized for brand campaigns. Assets are uploaded to YouTube and may be public or unlisted.

Match the format to the campaign objective

Start with the outcome, not the creative you happen to have. Google’s framework separates reach, video views, target frequency, and sequential storytelling objectives.

For broad, high-visibility awareness

Use Masthead when the launch needs a conspicuous Home-feed presence and the timing, country, and impression plan are known in advance. It is appropriate for a planned event or major awareness burst where reservation certainty matters more than auction flexibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For efficient reach and controlled frequency

Efficient-reach campaigns can use a mix of bumper, skippable in-stream, in-feed, and Shorts formats. Target-frequency campaigns use selected in-stream and bumper types. Select the combination your campaign builder makes eligible, then set a frequency objective rather than assuming every impression opportunity will be interchangeable.

For qualified video views or consideration

Video Views campaigns may serve skippable in-stream, in-feed, and Shorts. Skippable in-stream is useful when viewers who choose to continue watching are meaningful to the measurement plan; it can also support remarketing based on eligible views. Google describes the Video Views objective as: “Get views and engagement from people likely to consider your brand.”

For a short, unavoidable message

Choose a bumper when the entire proposition fits into six seconds and the goal is reinforcement. Choose a non-skippable in-stream variant when the message needs more time but can still be delivered in a short, fixed exposure. Do not place a long explanation into a format designed for a brief interruption.

For sequential storytelling

Ad-sequence campaigns can combine supported video formats so that different exposures tell a planned story. Define the order, audience progression, and success event before producing the assets; otherwise the sequence becomes a set of unrelated impressions.

Creative requirements and production decisions

Masthead asset checklist

  • Use a public or unlisted YouTube video URL.
  • Prepare 16:9 video at 1,920 × 1,080 or higher for the recommended presentation.
  • Supply headline and call-to-action assets where the campaign setup supports them.
  • Preview the treatment across devices; asset support differs between desktop, mobile, and TV.
  • Have channel art finalized in advance where the Masthead treatment uses it.
  • Do not plan on 360-degree video or app-install campaigns; these are unsupported for Masthead.
  • Premieres have limited support, so confirm eligibility before building the launch around one.

A product-feed version of the mobile CPM Masthead is a separate feature. It requires Merchant Center and an approved product feed; Google says a new feed may take up to three days for approval. That approval time is a launch dependency, not a reason to assume every Masthead includes product cards.

In-stream production checklist

  • Put the brand and the central proposition early, especially in skippable executions where the viewer can leave after five seconds.
  • For a skippable ad, make the opening five seconds useful even if no further viewing occurs.
  • Use a six-second bumper only for a single, quickly understood message.
  • For non-skippable versions, confirm whether the booked subtype permits 15, 30, or 60 seconds.
  • Check whether the campaign can serve on Google video partners and decide whether that inventory belongs in the plan.

Shorts production checklist

  • Lead with a vertical composition, readable on a phone held upright.
  • Design for sound-on viewing, but keep the visual story understandable if sound is unavailable.
  • Use concise, social-first pacing and keep the recommended feed segment under 60 seconds.
  • Upload the asset to YouTube as public or unlisted, according to the campaign’s needs.
  • Do not assume a horizontal or square master will receive the same priority as a vertical asset.

If an existing commercial is horizontal, adaptation or new vertical creative may be more effective than simply cropping it. Video-ad creative production is an optional service category for this work; it is not a requirement for buying inventory.

Buying routes: reservation versus auction

When reservation is the right mechanism

Reservation is designed for fixed-rate impressions, prominent placements, and planned awareness. Depending on the product, Google describes CPM, CPH, or CPF buying. CPH is specific to Masthead in the cited reservation guidance; CPF is used for sponsorships.

Reservation inventory may be accessed through Google Ads Reservation or Display & Video 360 Instant Deals, while some products require a Google representative. The access path is product-specific, so do not promise self-service booking for every format.

What reservation pricing does and does not guarantee

A CPM reservation charges for delivered impressions under the agreed terms. A CPH Masthead is a fixed charge for the booked hours, regardless of the exact impression count. Neither statement supplies a market-wide rate: country, targeting, date, and inventory terms still determine the quote.

What auction campaigns change

Auction campaigns provide campaign-builder options and delivery optimization rather than a guaranteed Home-feed share or a fixed booked-hour block. The available formats depend on the selected objective, budget, targeting, and current eligibility. Confirm the final inventory mix in the interface instead of inferring it from a campaign name.

How to set up a reservation campaign

Google’s setup guidance uses the following path; interface labels and eligibility can change, so verify them while building:

  1. Select a YouTube objective based on reach, views, or engagements.
  2. Choose the Video campaign type.
  3. Set the buying method to Reservation.
  4. Choose an eligible reservation subtype, such as Premier Reach, Masthead CPM, or Standard Reach.
  5. Select the available format and enter the country, dates, targeting, creative, and billing details required by that subtype.
  6. Preview the creative on supported devices and confirm any companion-video, channel, website, or call-to-action assets.
  7. Review campaign-level restrictions before launch. The relevant reservation setup context can limit editing and may allow only one format per campaign.

For auction campaigns, select the objective first and let the campaign builder show the current eligible formats. A Video Views objective may offer skippable in-stream, in-feed, and Shorts; efficient reach may offer bumper, skippable in-stream, in-feed, and Shorts; non-skippable reach combines bumper with 15-second non-skippable in-stream; and target frequency uses selected in-stream and bumper types.

Measurement: compare like with like

Do not compare a Masthead booked-hour charge with an auction CPM and call the cheaper number the winner. First define the metric that represents success, then verify that the buying model and device report it.

  • Reach and frequency: useful for planned awareness and controlled exposure, but check the campaign’s supported reporting scope.
  • Impressions: Masthead CPM billing applies to delivered impressions; CPH is billed by booked hours instead.
  • Co-viewed impressions: Masthead reporting can include co-viewed impressions where supported.
  • Video progress: Masthead reports can include video-play percentages; view definitions differ by format.
  • Clicks: reporting may include clicks to the video, channel, website when enabled, and companion videos.
  • Views and remarketing: skippable in-stream can contribute to TrueView views and remarketing, while bumper and non-skippable formats do not increment TrueView views in the same way.
  • Brand lift and third-party measurement: certified vendors may measure specified impressions, clicks, viewability, reach, and brand lift. Audience-composition measurement and JavaScript pixels are not allowed under the cited Masthead guidance.

TV reporting is narrower than reporting on other devices. Also note that Google updated the naming from “Views” to “TrueView views” in October 2025; use the current reporting label in the campaign interface rather than copying an older dashboard term.

Common planning mistakes and fixes

Using one universal CPM

Problem: a rate from another country, date, targeting package, or buying route is treated as a promise. Fix: request the current quote for the one-country campaign and record whether it is CPM, CPH, auction, or another reservation term.

Assuming every video campaign is YouTube-only

Problem: partner-site delivery is counted as if it were a YouTube placement. Fix: inspect campaign settings and report YouTube and Google video partner inventory separately when the distinction matters.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Producing one master asset for every placement

Problem: a horizontal commercial is forced into a vertical feed, or a six-second bumper carries a full product explanation. Fix: create a format-specific cut, especially a vertical, sound-on Shorts version and an opening that works before the five-second skip point.

Assuming Shorts placement can be pinned in a multi-format campaign

Problem: the advertiser expects one uploaded asset to serve only in Shorts. Fix: check whether the chosen campaign optimizes across in-stream, in-feed, and Shorts. Individual asset format anchoring is described for Demand Gen, while other multi-format campaigns may choose delivery automatically.

Leaving launch dependencies until the final day

Problem: channel art, device previews, or a Merchant Center product feed is incomplete. Fix: preview every device treatment early and allow up to three days for approval of a new product feed before a mobile CPM Masthead launch.

A practical selection framework

  1. Write the objective in one sentence: planned awareness, efficient reach, completed exposure, video views, a frequency target, or a sequence.
  2. Choose the viewer context: Home-feed prominence, long-form interruption, or vertical swiping.
  3. Decide how much control the viewer has: skippable after five seconds, skippable in Shorts, or a short non-skippable exposure.
  4. Audit the assets: aspect ratio, duration, sound design, YouTube hosting, channel art, and any feed requirements.
  5. Select buying access: auction, CPM reservation, CPH Masthead, or another eligible reservation product.
  6. Define the measurement contract: reach, frequency, impressions, view progression, clicks, remarketing audiences, or brand lift.
  7. Confirm actual eligibility: review the current campaign builder or representative proposal for country, device, format, partner inventory, and editing restrictions.

The result may be one format or a deliberate combination. A Masthead can provide the planned launch presence, in-stream can carry a longer explanation or frequency plan, and Shorts can adapt the idea for mobile discovery. The combination is justified only when each placement has a distinct job and a compatible measurement plan.
