Two separate tests: rights and originality
YouTube’s channel monetization policies apply to live streams as well as uploaded videos and Shorts. The policy page says it renamed “repetitious content” to “inauthentic content” on July 15, 2025, to clarify that repetitive or mass-produced material is included; YouTube says the update did not change the reused-content policy. YouTube puts the distinction plainly: “This policy applies even if you have permission from the original creator.” Permission does not by itself demonstrate significant original commentary, substantive modification, or educational or entertainment value. YouTube says reviewers may consider a channel’s main theme; its most-viewed and newest videos; videos accounting for the largest share of watch time; metadata such as titles, thumbnails, and descriptions; and the About section. These are examples, not a complete checklist, and reviewers may look elsewhere on the channel. Because this is a channel-level review, changing one stream or its description cannot substitute for making the channel’s overall authorship and contribution clear. YouTube’s policy page

For a 24/7 stream, the title, description, About text, on-screen presentation, and actual programming should accurately explain what you created or added. If the footage is stock, do not call it original footage; describe your real role, such as research, narration, sequencing, analysis, or educational framing.
Make a stock-footage stream meaningfully yours
YouTube does not publish a guaranteed approval formula, a minimum percentage of original footage, a required number of edits, or a minimum narration duration. The following are risk-reduction practices inferred from its policy examples and review factors, not guarantees of YPP acceptance.

Start with a distinct concept
Give the continuous stream a coherent purpose or narrative rather than assembling unrelated clips into a generic perpetual loop. Make footage choices and transitions support that stated concept. If you cycle through segments, give each segment a reason to belong and make its substance meaningfully distinct.

Consider substantial original narration, analysis, educational framing, authored storytelling, or other creative work that viewers can recognize as yours. A logo, title card, or background music alone is not identified by YouTube as sufficient originality. Check the channel as a whole before applying
- Review the most-viewed and watch-time-heavy material as well as the newest stream.
- Check that titles, descriptions, thumbnails, and About text accurately identify the creator’s contribution.
- Look for repetitive, interchangeable segments or template output with little narration or other meaningful variation.
- Keep records of your production decisions and source assets, while treating rights evidence and originality evidence as different things.
Clear stock, music, and other rights before streaming
For every visual and audio element, verify the actual asset’s applicable license and keep a practical record. YouTube’s monetization help says Watch Page ads can cover long-form and live-stream videos; creators need to accept the Watch Page Monetization Module to earn ad and YouTube Premium revenue on those videos. Turning on ads confirms that the creator has the necessary rights to the visual and audio elements. Rights clearance remains separate from reused-content originality review. YouTube monetization help
YouTube also says creators are responsible for clearing all audio and visual rights and that third-party material must be fully cleared. Its rights guidance is partly directed at Content ID partners, so partner-specific claims-management instructions should not be assumed to apply to ordinary creators. YouTube rights guidance

Keep a rights record for each asset
- Asset identifier and provider, plus the account receipt or license record.
- License tier and the version or date you accepted it.
- Whether the terms cover monetized YouTube live use, the relevant media, and intended scale.
- Any territory, duration, audience, or distribution limit and attribution requirement.
- Separate permissions for music, performers, or other contributors where needed.
These records can help answer a rights question or respond to a claim; they do not prove that the stream meets YouTube’s reused-content expectations.

Adobe is an example, not a rule for every stock library
Adobe Stock’s license information describes a perpetual worldwide license for use across media including broadcasts, websites, and social media, while distinguishing license tiers and restrictions. Adobe’s Additional Terms state that a Standard-Licensed Work may not be incorporated into a live, recorded, or digital production expected to exceed 500,000 viewers. The terms state an exception to that audience-size restriction for Works displayed only on websites, social media sites, or mobile applications. Because a continuous stream may grow in audience, verify the exact asset license and how Adobe defines the relevant use before relying on the exception. Monetization is not guaranteed by a license or an ad setting
YPP acceptance and ad eligibility are not assured by a stock license. Watch Page monetization has its own setup and advertiser-friendly requirements, and YouTube says additional review may occur. An ad-suitability review can in some cases take up to 24 hours, according to YouTube Help’s March 10, 2025 policy information; that timing is not a reused-content appeal timeline or an approval promise.
