Your Team’s AI Spend Is a Black Box—Here’s How to See Where It Goes

If you cannot connect AI invoices to the teams, products and work that generated them, you cannot tell whether the spend is controlled—or paying off. A useful cost view must cover more than model API bills: it should include cloud capacity, software seats, experiments and internal work, then connect those costs to owners and measurable outcomes.

Why AI spend is hard to see

AI costs are scattered across model and API providers, cloud infrastructure, software subscriptions, experimentation and departmental purchases. An invoice may show what a provider charged without revealing which workflow used it, who approved it or whether it improved a business result.

That visibility problem is reflected in surveys, though the figures are not universal rates. In McKinsey’s 2026 Enterprise AI FinOps survey, 62% of 75 qualified enterprise respondents across five major industries had moved beyond experimentation into active deployment, and 93% said they had exceeded AI budgets. A majority expected AI spending to rise by at least 25% over the following 12 months. McKinsey’s exhibit also put mature AI FinOps practices at 20–25% of surveyed companies. McKinsey’s findings describe its participants, not every organization.

In Harness’s 2026 survey of 700 engineering leaders and practitioners across five countries, 52% reported no clear owner for AI costs, 72% had experienced an unexpected AI cost spike or bill in the prior year, and respondents estimated that 26% of AI spend was wasted. Harness is a vendor reporting its own survey, so treat those results as respondents’ reports rather than an independently established industry-wide rate. Harness’s release includes the survey description.

What belongs in a useful AI cost view

Start by defining the boundary. A dashboard covering instrumented APIs is not proof that the company’s full AI-related spend is visible. Keep fixed or seat-based charges separate from metered usage, and include experiments as well as production workloads.

  • Models and APIs: token or request consumption, model licenses, training and fine-tuning.
  • Infrastructure: cloud services, GPU capacity, containers and orchestration, vector databases, and data pipelines.
  • Software: AI-enabled subscriptions and per-seat charges.
  • People and experiments: labor charged to departmental budgets, prototypes and evaluations, where those costs can be identified.

AWS recommends planning and tracking training and inference costs across the AI lifecycle, including tagging resources and machine-learning workloads. Its guidance is a useful starting point for cloud and workload costs, but resource tags alone do not capture purchases or labor outside those systems. See AWS’s AI governance cost guidance.

Build visibility from inventory to value

  1. Inventory every known source. Reconcile cloud bills, model-provider invoices, AI software subscriptions, contracts, corporate-card and expense purchases, and known experiments. For each category, record its source and what the data does—and does not—cover.
  2. Give costs an owner and shared labels. Where possible, map each charge to a business unit, product, workflow or use case, accountable owner and cost center. Use a consistent allocation taxonomy across finance, engineering and procurement; document exceptions when a provider cannot supply the necessary detail.
  3. Report meaningful units, not just totals. Alongside monthly spend, calculate cost per task, case, code review or customer interaction when usage records support the calculation. A unit cost is only useful when its denominator is defined consistently and the relevant work is actually captured.
  4. Set the outcome baseline before deployment. Choose a measurable target—such as cycle time, avoided cost, conversion or incident-resolution time—and record the starting point. Compare realized outcomes with total cost over time. Usage volume or adoption alone does not demonstrate return on investment.
  5. Monitor and set controls. Track cost and usage patterns, define thresholds and alerts, and set policies for approved models, budgets and exceptions. Microsoft’s Azure guidance recommends monitoring tokens per minute and requests per minute and setting alerts at multiple thresholds; see Microsoft Learn’s AI management guidance.
  6. Investigate drivers before changing models. Look for retries, oversized prompts or conversation histories, long agent chains, duplicate tools and poor workload-to-model fit. Evaluate proposed changes against quality, latency and task performance as well as cost.
  7. Review spend as a portfolio. Set a regular review with finance, engineering and business owners to explain surprises and redirect investment when needed. Showback or chargeback can clarify where costs land, but it does not settle whether the funded business result is worthwhile.

Connect the bill to business value

Seeing a charge is not the same as knowing its value. IBM Think reported in 2026 that 79% of surveyed executives expected AI to contribute significantly to revenue by 2030, while 24% had a clear view of where that revenue would come from. It also reported that 37% of AI initiatives delivered the business value senior leaders expected by the end of 2025. These are IBM Institute for Business Value findings as summarized by IBM Think, not guarantees about a particular company’s results. IBM’s cost-management guidance recommends connecting AI investment with business value and portfolio oversight.

For each funded use case, make the intended result explicit before scaling: what changes, for whom, by how much and by when? Then review both cost and outcome. A deployment that consumes more tokens may still be justified if it improves a valuable result; a low-cost system can still be a poor investment if it does not. The comparison needs a credible baseline and an agreed measure, not just a provider invoice.

Choose visibility tools by coverage, not label

Organizations can begin with provider-native billing and monitoring, use a technology financial-management or FinOps platform, or evaluate AI-specific cost-control and gateway products. These approaches are not interchangeable: a platform that sees one provider’s API traffic may not cover cloud GPU use, software seats, training or employee purchases.

Compare What to check
Coverage Does it include APIs, cloud and GPU use, software seats, training, experiments and spend outside approved procurement?
Attribution Can costs be assigned beyond a provider account—to a team, owner, product, workflow and cost center?
Value linkage Can cost be considered alongside quality, latency, adoption and measured business outcomes?
Controls Are budget alerts, thresholds, approved-model rules, access policies and exception handling supported?
Operational fit Can it work with existing billing and finance systems, and how much effort will tags, mappings and data completeness require?

AWS and Microsoft publish native cost-management practices; IBM describes portfolio and technology-cost management; Openlayer describes project-, team- and provider-level visibility with cost alongside quality and latency. These vendor pages explain stated capabilities, not independent proof of comparative performance or savings. See Openlayer’s finance page when evaluating that product category.

Make ownership part of the operating model

A shared dashboard cannot resolve ambiguity by itself. Finance can define allocation and reporting rules; engineering can maintain usage instrumentation and investigate technical drivers; procurement can surface contracts and off-platform purchases; business owners can define and assess the outcomes being funded. Assign responsibility for each task and agree on a review cadence so unexplained charges have somewhere to go.

That organizational issue is also how Harness framed its survey findings. Patrick Brogan, Harness’s director of FinOps Advisory, said: “Ownership is really the crux of it. This is fundamentally an organizational challenge.” The quote is from a vendor executive speaking in the company’s release, not an independent finding.
