Your Old Phone Number May Still Unlock Accounts: Audit It Before It’s Recycled

Before you give up a phone number, remove it from every account that uses it for sign-in, recovery, or security alerts. Cancelling mobile service does not update those accounts, and a carrier may eventually assign the number to someone else. If an account still sends codes to it, that new holder could receive them.

Why an old number can become an account risk

Changing or cancelling phone service and changing your details inside online accounts are separate tasks. The Federal Trade Commission advises people who are not keeping a number to update accounts and services that use it to identify them. FTC guidance on getting rid of a phone number covers the consumer steps.

A released number may later be reassigned. Google Fi, for example, says a number changed through its service is deactivated and made available for reassignment; that does not establish a universal waiting period or predict when any particular number will be reused. Google Fi’s number-change guidance describes its own process.

The exposure depends on what each service still associates with the number. A future holder could receive a texted sign-in or recovery code if a service continues sending one there. That possibility is not proof that an account has been accessed. The FTC separately warns that an attacker who takes control of an active number through a SIM swap can receive texted verification codes. It says, “If you do use MFA, keep in mind that text message verification may not stop a SIM card swap.” FTC guidance on SIM-swap scams distinguishes that active-number attack from the risk of leaving a relinquished number on an account.

Audit accounts before releasing the number

  1. Build an account list while you still control the number. Start with email, financial and mobile-carrier accounts, social networks, shopping services, cloud storage, government or health portals, and any service that sends sign-in codes or account alerts. This is a practical starting list, not a complete inventory for every person.
  2. Inspect every place each account stores a number. Check recovery details, two-step verification, security alerts, trusted devices, profile or contact details, and payment or identity-check settings. Remove the old number or replace it with one you control, then confirm the change has completed.
  3. Set up another recovery route before removing the old one. Where supported, add and verify a recovery email, authenticator app, security key, recovery contact, or offline recovery code. Keep recovery codes private and stored securely; NIST describes saved codes as intended for secure offline retention. NIST SP 800-63B-4 recovery guidance describes several account-recovery approaches.
  4. Secure the carrier account separately. Add a carrier PIN or password to help prevent unauthorized account changes. If someone unexpectedly takes control of your active number, contact your provider immediately. The FTC advises regaining control of the number and then changing passwords for affected accounts.
  5. Recheck after the switch. Confirm important alerts go to current contact details and remove the old number from any service where it remains. Test recovery settings carefully, without triggering unnecessary lockouts.

Check beyond the recovery-phone field

One setting may not reveal every use of a number. Google says a deleted recovery phone may still be used for other Google services, and changes to a recovery number can take up to seven days to take effect. Its guidance recommends a mobile number that receives texts, belongs only to you, is used regularly, and stays with you. See Google Account recovery options for Google’s instructions; other providers may use different settings and timelines.

For a Google account, open Google Account > Security & sign-in and review the recovery-phone setting. Also check other phone-number fields and sign-in methods in the account. Do not assume deleting the recovery number removes it everywhere or that a change applies instantly.

Choose recovery methods that do not depend on the old number

Where an account supports them, an authenticator app or security key can provide an alternative to text-message codes. A FIDO2/WebAuthn security key is an optional physical method to consider, but compatibility varies by service and it does not remove a stale number from account settings. Keep a separate recovery route for situations such as losing your primary phone. NIST also describes recovery codes, recovery contacts, issued codes, and repeated identity proofing; no single method is available or best for every account.

  • Can the new holder of the old number receive it? A text sent to the number may reach its new holder after reassignment.
  • Does the service support the method for both sign-in and recovery? A method may work for one but not the other.
  • Can you retain an independent backup route? A second method can matter if the main device is lost.
  • Will it work if your primary phone is unavailable? Plan for loss as well as number changes.

Number recycling is not the same as a SIM swap

With number recycling, you voluntarily give up a number and a carrier may later assign it to another subscriber. The account risk is that a service still associates the number with you. In a SIM-swap or port-out attack, someone fraudulently moves control of your active number to a SIM or provider they control. Updating old account details addresses the first situation; a carrier PIN and a rapid response to unexpected service loss help address the second.

A Princeton-led paper cites an FCC estimate, as reported in 2022, that around 35 million U.S. phone numbers were disconnected each year. It also reports FCC data showing more than 860 million numbers were in use by active U.S. subscribers at the end of 2018; that is historical context, not a current count. The paper discusses a 45-day minimum aging period in its publication context, but this is not a guaranteed wait before any particular number is reassigned. Rules and carrier practices vary by jurisdiction and provider. The study’s 1,565-site sample was described by its authors as a convenience sample, not a measure of all websites or accounts.
