A single FPS number tells you how quickly a game rendered frames on average; it does not tell you whether frame delivery was consistent, whether frames reached the display, or how long your inputs took to appear. To understand why a game can feel stuttery or sluggish despite a high FPS reading, look at three separate things: average frame rate, frame-time consistency, and latency.
Why a high average FPS can still feel uneven
Average FPS is an aggregate rate over the measurement interval. NVIDIA FrameView defines Avg FPS using rendered-FPS scheduling metrics. Because it averages performance over time, it can conceal occasional long frames: many quick frames can offset a few frames that take much longer to render.

Frame time—the time between frames—shows variation that an average can hide. For example, a run with mostly short frame times but occasional long gaps can have a respectable average while showing visible hitches. There is no universal FPS or frame-time threshold that guarantees every player will perceive a game as smooth; the pattern and context matter.

What 1% low FPS means—and what it does not
In NVIDIA FrameView’s definition, 1% Low FPS averages the slowest 1% of frames. FrameView says that the closer this value is to Avg FPS, the more consistent the experience will be. A gap between the average and 1% low is a useful sign that performance varies, but it does not identify the cause or prove that a particular component is the bottleneck.

Do not assume every benchmark tool calculates or labels “1% low” identically. FrameView’s 1% Low is not the same as the 1% FPS percentile boundary, which its guide defines as the point separating the slowest 1% of frames from the fastest 99%. When comparing results, use the same tool and definition, along with the same scene and capture conditions.
Frame time, presented FPS and displayed FPS measure different stages
Frame-time and activity metrics help show where work is happening, but their names matter. PresentMon defines CPU Frame Time as the total time between frames on the CPU. Its separate CPU Busy, CPU Wait, GPU Time, GPU Busy and GPU Wait measures describe different parts of CPU and GPU activity; they should not be treated as interchangeable labels for a single bottleneck.

- QHD Resolution (2560 x 1440) has 1.7 times the pixel density of Full HD for incredibly detailed pinsharp images
- HDR10 provides brighter highlights and nuanced shadow for added depth - making every scene feel more vivid and realistic
- The 180Hz refresh rate minimizes lag for gameplay with ultra-smooth action. Plus, the 1ms response time helps capture your moves in real-time, allowing you to react fast for gaming precision
- AMD FreeSync reduces choppiness, screen lag and image tearing, ensuring that your fast-paced, complex in-game action is stable with minimal stutter
- Ergonomic stand allows for tilt, pivot and height adjustments to maximize gaming comfort
PresentMon also distinguishes the application’s rate of calls to Present()—presented FPS—from the rate of frame changes measurable at the display—displayed FPS. The distinction matters because frames called for presentation are not necessarily equivalent to changes a viewer can see. PresentMon also exposes dropped-frame information, which can add context to a discrepancy.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →FPS is not input or display latency
FPS describes frame rate, not how quickly an action such as a mouse click appears on screen. NVIDIA’s supported PC Latency Stats measure is built from average input-to-frame-start (I2FS), frame-start-to-present (FS2P) and present-to-displayed (P2D) latency. That is a useful set of pipeline timings, but it is not a complete click-to-photon measurement: NVIDIA says P2D excludes display scanout, and the PC latency calculation excludes USB software latency. FrameView also says its PC latency figure does not include mouse or monitor display latency.

Availability and interpretation have limits. NVIDIA says PC latency is supported only in compatible titles and can be unavailable in unsupported games or menus. Its documented input-to-frame-start heuristic is not correct below 10 FPS; that caveat applies to this NVIDIA heuristic, not to all FPS or latency measurements.
How to diagnose stutter or sluggish response
Start with a repeatable capture rather than judging one overlay number. PresentMon’s Capture Application can record CPU and GPU timing and busy/wait measures, displayed and presented rates, and dropped frames. NVIDIA FrameView documents Avg FPS, 1% Low, dropped frames, CPU/GPU activity and PC latency when supported. Its overlay is not shown in DX9/DX10 games, although capture data is logged.

- Reproduce the symptom. Use the same game scene or route and note when the hitch or delayed response occurs.
- Capture the relevant interval. Use PresentMon or FrameView to collect frame-time and rate data; include latency only if the title and tool support it.
- Read distinct measures separately. Check average FPS for throughput, a tool-defined low-percentile measure or frame-time trace for consistency, and latency in milliseconds for responsiveness. Examine presented versus displayed FPS and dropped frames when the tools provide them.
- Profile deeper only if the capture warrants it. Microsoft PIX timing captures combine CPU and GPU data and can show CPU-core work distribution, CPU submission-to-GPU-execution latency, file I/O, allocations and GPU timings. Additional data collection can increase runtime and analysis overhead, so treat profiling as a diagnostic aid rather than an invisible observer.
How to compare graphics settings or systems fairly
For a practical comparison, hold the game, repeatable scene or route, output resolution, graphics settings and capture duration constant. Record average FPS alongside a low-percentile measure or frame-time trace, and include latency when the title supports it. These controls make results easier to interpret; they are a practical comparison method, not a universal benchmark standard.
Also account for presentation context: refresh rate, sync mode, dropped frames and whether the number refers to presented or displayed frames. NVIDIA notes that VSync can constrain displayed frame rates to monitor refresh and that disabling it can introduce tearing. Its latency guidance discusses VRR and configuration-dependent trade-offs, so a configuration change may affect more than the FPS number alone.

| Question | Measure to inspect | What it can tell you |
|---|---|---|
| How much rendering throughput did the run deliver? | Average FPS | Average rate over the captured interval; it does not show how evenly frames arrived. |
| Were frame deliveries consistent? | Frame-time trace or tool-defined 1% low | Shows timing variation or the slowest-frame group, depending on the metric. |
| How quickly did input move through the measured pipeline? | Compatible title’s PC latency measure | Reports specified pipeline components, not total end-to-end display latency. |
| Did rendered or presented work translate into visible updates? | Displayed versus presented FPS, dropped frames, refresh and sync context | Helps distinguish application presentation activity from measurable display changes. |
