Microsoft has announced monthly cloud-play limits starting in November 2026 and says the change will help it sustain the service and invest in reliability. Windows Central separately reports that unnamed Microsoft sources say the company has no plans to slow development; the same outlet reports an unverified claim that cloud gaming effectively loses money beyond 15 hours of use a month. Microsoft has not publicly confirmed that loss threshold.
What Microsoft has announced for November
Microsoft’s September 3 announcement sets monthly included cloud-play allowances for Game Pass subscribers. The limits apply to cloud gaming, not to the amount of time a subscriber can play games installed locally.
| Game Pass tier | Included cloud hours per month, starting November 2026 |
|---|---|
| Ultimate | 15 hours |
| Premium | 10 hours |
| Essential | 5 hours |
Microsoft says eligible subscribers can currently stream without these monthly limits. It expects the change to affect 4% of Game Pass subscribers; that is the company’s estimate, not an independently measured usage figure. After included hours are used, subscribers will be able to buy additional cloud playtime through the Xbox Store. Starting in November, people without Game Pass will also be able to purchase cloud hours to stream eligible games they own on supported devices. Microsoft says availability and features may vary by market. Microsoft’s announcement does not yet give prices for extra hours, detail eligible games, or specify the markets where the standalone option will be available.
What is confirmed—and what is only reported
Microsoft’s public explanation
Microsoft says the cost of providing cloud gaming rises as more people use it and play longer. It says monthly limits will let it continue offering the service while investing in reliability and performance, while acknowledging that the change means a higher cost for some players. The company also says it will keep adding cloud support for more games throughout the year. These are Microsoft’s stated reasons and plans, not an independently audited account of the service’s finances.

The reported 15-hour loss threshold
On September 5, Windows Central executive editor Jez Corden wrote that unnamed Microsoft figures had told him Xbox Cloud Gaming is “effectively losing money when used beyond 15 hours per month,” given compute demands for AI. The article does not publish financial statements, a calculation, a time period, or a methodology that would let readers verify the claim. It is an anonymously sourced report, not a public Microsoft financial disclosure. It does not establish a per-user loss amount or prove that AI workloads cause a particular cost to cloud gaming. Windows Central’s report should therefore be read as a reported explanation, not as confirmation from Microsoft.
The report that Xbox will not slow development
In an October 2 update to a separate story, Corden said sources told him there were “absolutely no plans to decelerate on Xbox Cloud Gaming.” That is a report based on unnamed sources, not an official Xbox roadmap or a formal Microsoft commitment. The statement can coexist with tighter usage limits: a company may continue investing in a service while changing how much usage is included in a subscription.

- What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
The public evidence establishes new usage rules and Microsoft’s stated cost rationale. The specific loss threshold and claim of no deceleration come from journalism citing unnamed sources. No published financial figure in these reports establishes Xbox Cloud Gaming’s total losses, cost per hour, subscriber margin, or share of computing resources used for AI.
Why the Samsung TV change does not mean cloud gaming is ending
Microsoft’s reported email to affected users says the Xbox app will no longer be supported on 2020 Samsung Smart TVs starting November 3, 2026, because updates to the technology powering Xbox Cloud Gaming are no longer compatible with those TVs’ operating-system version. The email points users to newer Samsung Smart TVs (2021 and later), PCs, smartphones, tablets, and Xbox consoles for streaming. This is a support cutoff for a specified TV generation, not an announcement that Xbox Cloud Gaming is closing.

Windows Central attributes the compatibility issue to missing updates for 2020 Tizen-based Samsung TVs and the cloud client’s need for newer Chromium APIs. Its more specific technical explanation, including references to Chromium 69 and Web Worker APIs, is community analysis reported by the outlet rather than Microsoft’s confirmed explanation. The available reporting does not establish whether the app will disappear from affected TVs after support ends or simply stop receiving support. Windows Central’s updated account also says rumors that upcoming cloud-gaming controllers had been cancelled were false, but does not establish a released product.
What the evidence says about Xbox’s investment
The signals support two interpretations, and neither is conclusive on its own:

- Tighter economics: Included monthly hours will be capped, additional playtime will cost extra, and an older generation of Samsung TVs will lose app support. Windows Central interprets these changes as signs of a business-model problem, while its reported loss threshold offers one possible explanation. That threshold remains unverified.
- Continued service with changed limits: Microsoft says the limits will help sustain availability and fund reliability and performance, plans to sell extra cloud hours and standalone access, and says it will keep expanding game support. Windows Central separately reports that Xbox does not plan to decelerate.
These points do not prove that the service is thriving, nor that it is being abandoned. The TV change has a narrower scope than the cloud service as a whole, and continued development does not establish profitability. The clearest practical change for subscribers is the amount of cloud play included in each tier; the commercial details needed to judge the cost of more play remain unpublished.

Microsoft promised more information in November about extra-hour pricing, how to purchase additional time, which owned games will be eligible, market availability, and how players can check their remaining hours. Until those details are released, subscribers cannot calculate the cost of their typical cloud-play time or know whether the standalone option will be offered in their market.
