No. Xbox has not confirmed a rule making every first-party game exclusive to Xbox consoles, with Call of Duty as the sole exception. The confirmed policy is selective: some projects will be permanent Xbox console exclusives, while games already announced for other platforms will keep those releases.
That distinction matters because Xbox leadership is still evaluating its broader strategy. Call of Duty has separate Microsoft commitments guaranteeing its continued PlayStation release, but that contract does not automatically determine the platform plans for every other Xbox-owned series.

What Xbox confirmed in June 2026
At its June 2026 showcase, Xbox said two upcoming projects will be Xbox console exclusives and specifically stressed that they are not timed exclusives. The same announcement said games previously announced for multiple platforms would remain on those platforms. In other words, Xbox announced a selective return to permanent console exclusivity, not a universal reversal of its multiplatform strategy.

Listing those projects did not classify every one of them as an Xbox console exclusive. The announcement also did not establish a blanket rule for PC availability; “console exclusive” and “available only on Xbox hardware” are not interchangeable descriptions.

The two confirmed non-timed exclusives
| Game | Confirmed status | Console platform named | What the announcement establishes |
|---|---|---|---|
| Gears of War: E-Day | Xbox console exclusive | Xbox Series X|S | Described as permanent rather than timed; previously announced multiplatform plans do not apply to this title. |
| Clockwork Revolution | Xbox console exclusive | Xbox Series X|S | Described as permanent rather than timed; the announcement did not present a universal policy for other first-party games. |
Xbox Wire’s wording was explicit: “These are not timed exclusives.” That removes the common possibility that either game could simply be launching on Xbox first before moving to another console. It does not, however, answer every PC-distribution question; the confirmed language concerns console exclusivity.
Previously announced multiplatform games keep their plans
Xbox’s June statement protects release plans that had already been announced for multiple platforms. A game that was publicly committed to another console is not silently converted into an Xbox-only release by this policy reset. The platform list for each individual game remains the controlling information until Xbox publishes a change.

Live-service games are being treated differently
Current reporting on Xbox’s strategy says large live-service titles are expected to remain multiplatform. That is a reported framework, not a published rule covering every game, but it explains why a single “all first-party games” policy would be misleading: a persistent, cross-platform community can be central to a live-service business model, while a single-player project can be used to differentiate a console.
Why the broader policy is still unsettled
The 2024 four-game decision was not a permanent universal rule
On the Official Xbox Podcast in 2024, Phil Spencer described the decision to send four games to other consoles as “just four games, not a change to our kind of fundamental exclusive strategy.” He also said he believed that, over the next five or ten years, games exclusive to one piece of hardware would become a smaller part of the industry. Those comments explain the earlier expansion to other platforms, but they do not specify the final policy for every future release.

Xbox’s CEO says decisions are still being made
Windows Central reported Xbox CEO Asha Sharma saying the company would take a “data-driven” and “strategic-driven” approach, then weigh its principles before making calls. She added, “I want to make the right decision, not the fastest decision.” Her comments indicate that Xbox has not published a final universal framework and that individual titles may continue to receive different platform decisions.
More exclusives are planned, according to reporting
Xbox chief strategy officer Matthew Ball was reported as saying that the two confirmed exclusives are not the only titles planned. That report still distinguished permanent exclusives from the wider portfolio and said the approach does not mean every Xbox single-player game will be console exclusive. Because this is reported executive commentary rather than a complete Xbox policy document, it should be read as an indication of direction, not a complete release list.

Why Call of Duty is a separate case
Call of Duty has explicit Microsoft commitments that predate the 2026 exclusivity reset. In statements published during Microsoft’s acquisition process in 2022, Phil Spencer said Microsoft was committed to making the same version available on PlayStation on the same day it launched elsewhere. Microsoft also said its signed agreement guaranteed PlayStation availability with feature and content parity for at least several more years beyond the then-current Sony contract.

- Feature and content parity: Microsoft described the guarantee as including equivalent features and content, not merely a stripped-down edition.
- Contractual duration: the public language promises several years beyond the contract that existed at the time; it does not state an unlimited perpetual term.
That combination of a signed obligation, a massive established player base and a large cross-platform community makes Call of Duty a contractual and commercial exception. It is not evidence that every other first-party franchise must remain multiplatform, and it does not make Call of Duty the only possible exception to Xbox’s future decisions.

How to read the platform status of any future Xbox game
- Check the original announcement. If Xbox previously named another console, the June 2026 statement says that announced plan continues.
- Look for permanence language. “Xbox console exclusive” and “not a timed exclusive” indicate a different commitment from “launching first on Xbox.”
- Separate console and PC availability. A console-exclusive label does not, by itself, answer whether a Windows PC version exists.
- Identify the business model. Reporting indicates large live-service games are more likely to need broad platforms than self-contained single-player releases.
- Check for a platform contract. Call of Duty has published Microsoft commitments that other franchises may not have.
- Verify subscription timing separately. Platform exclusivity does not by itself establish whether a game arrives day one in a subscription service; Xbox must state that for each title.
What the shift means for Xbox players
Players buying an Xbox Series X|S for first-party software can expect a clearer set of permanent console differentiators than during the period when Xbox moved several releases to other consoles. They should not assume, however, that every announced first-party project will follow the same path. The reliable signals are the platform list attached to each game and explicit wording about permanence.
The June showcase also introduced the Xbox Series X25 Limited Edition console and said the Xbox Wireless Controller X25 Special Edition would be sold separately. Those hardware announcements provide context for Xbox’s effort to make its console ecosystem distinctive, but they do not change the software policy or establish exclusivity for unclassified games.
The bottom line
Xbox has confirmed a selective, permanent-console-exclusivity reset, beginning with two named games, while honoring previously announced multiplatform releases. Call of Duty remains on PlayStation under Microsoft’s published same-day and parity commitments, and Xbox’s leadership has not announced a rule that makes every other first-party game exclusive.
