Use the Xbox app if Game Pass, Xbox console integration, cloud gaming, or a single view of installed games matters most. Use Steam if you specifically want Steam’s PC-to-device streaming or Remote Play Together for supported local multiplayer games. Neither launcher wins every category, and the available official documentation does not support a complete comparison of store size, family features, prices, performance, or overall compatibility.
The practical choice depends on where your games come from and how you intend to play them. The Xbox app is an Xbox ecosystem hub that also surfaces installed games from supported PC storefronts. Steam is the relevant choice for Steam-library streaming and Steam’s Remote Play Together feature.

What the Xbox app and Steam are best at
Xbox app: Game Pass and Xbox ecosystem features
Microsoft’s Xbox PC app combines several Xbox services in one Windows application. Its documented functions include browsing and downloading Game Pass titles, cloud gaming, chat, a PC game store tab, remote play from an Xbox console, and a library view that can include installed games from supported PC storefronts.
Recommended Free Tools
That makes the app useful even when every game you own was not purchased through Xbox. It can act as a launch hub for installed titles, but the listing does not transfer ownership, merge accounts, or replace the storefront that issued a game’s license.

Steam: Steam-library streaming and shared local multiplayer
Steam’s clearest documented advantages for this comparison are its Remote Play features. Steam Remote Play streams a game from a PC running Steam to supported devices. Remote Play Together lets the owner of a supported local multiplayer game host friends online; Steam documents support for up to four players, with more possible when connections are fast enough.
Those features are different from cloud gaming. A Steam Remote Play session uses your own computer as the host, so the host PC must be running Steam and the game. Remote Play Together is intended for games that support local multiplayer, not for every multiplayer title in a Steam library.

You want Game Pass instead of buying every game separately
The Xbox app is the natural starting point for PC players who want to browse and download games included with Game Pass. A subscription can change how you evaluate a game: you can install an included title without purchasing it individually, subject to the plan and the title’s availability.
Game Pass access is not the same as permanent ownership. If a title leaves the service or your subscription ends, continued access depends on another entitlement. Check the current listing and plan terms for any game you intend to keep playing.
You want one view of games installed through different PC storefronts
Xbox Wire says installed games from supported PC storefronts can appear in the Xbox app’s My Library and Most Recent views. The app also lets you toggle storefront listings in settings. This is useful when you have games installed from more than one source and want one place to see what is on the PC.

The important limitation is that aggregation is a display and launch convenience, not a license merger. The Xbox app does not turn a Steam license into an Xbox license, move a purchase between accounts, or guarantee that every storefront or every game will be detected. “Supported storefronts” is narrower than “all PC stores,” and the documented behavior concerns installed games.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteYou own an Xbox console and want eligible cross-device purchases
Xbox Play Anywhere is designed for participating games that include both Xbox console and Windows PC entitlements. Microsoft describes the program as allowing one purchase to provide access to the Xbox and PC versions of an eligible title. Microsoft’s current developer page says the Xbox Store has more than 1,000 Play Anywhere-enabled titles; that is Microsoft’s program figure, not an independent count.
Play Anywhere is title-specific. A game being sold on Xbox, appearing in the Xbox app, or being playable on Windows does not automatically make it a Play Anywhere game. Look for the Play Anywhere designation on the individual game’s listing before buying.
Microsoft’s digital-goods rules also state that a participating game can be played on one device or console at a time. The entitlement is therefore cross-device access, not simultaneous use of one purchase on multiple devices.
You want Xbox console remote play or Xbox cloud gaming
The Xbox PC app includes remote play from an Xbox console. That is distinct from cloud gaming: console remote play uses your own console as the source, while cloud gaming runs the game on Microsoft’s service.
Xbox Wire’s July 28, 2025 update said Game Pass Ultimate members in countries where Xbox Cloud Gaming was supported could stream more than 250 selected games they owned through the Xbox PC app. The number is dated to that update and should not be treated as a live October 2026 catalog count. Streaming still depends on the Game Pass tier, the game’s eligibility, and your country or region.

Choose Steam when these priorities matter
You want to stream your own Steam library from a host PC
Steam Remote Play is the stronger fit when the game is already in your Steam library and you want to play it on another supported device without installing the game there. The host computer must be running Steam and the game; the feature streams that session to the receiving device.
This approach makes your gaming PC part of the requirement. If it is switched off, not running Steam, or unable to run the game, there is no host session to stream. Remote Play should therefore be evaluated as PC-to-device streaming, not as a replacement for a cloud-gaming subscription.
You want online access to supported local multiplayer games
Remote Play Together is aimed at games whose local multiplayer mode normally expects players to be in the same room. The game owner hosts the session and invites friends online. Steam documents up to four players, with more possible when network connections are fast enough.
Support is game-specific. A game must support the feature and an appropriate local multiplayer mode. Remote Play Together does not automatically add online multiplayer to every cooperative or competitive game in the Steam catalog.
Your decision is driven by Steam-specific streaming, not a general store ranking
The official material available for this comparison does not establish that Steam has a larger store, better family tools, lower prices, stronger refunds, or superior general compatibility. Choose Steam on the concrete features documented here—Remote Play and Remote Play Together—rather than on an unsupported assumption that one storefront is universally better.
How the Xbox app’s cross-store library works
- Install and sign in on a supported Windows version. Xbox lists Windows 10 or Windows 11 version 22H2 or higher for the PC app.
- Install games through their original storefronts. The aggregation feature concerns installed games from supported PC storefronts; it does not create new licenses.
- Open My Library or Most Recent. Detected installed games can appear in these views.
- Adjust storefront visibility in settings. Xbox Wire describes a setting that lets users toggle storefront listings.
- Launch with the correct account expectation. The underlying store or account may still be required to validate ownership and start the game.
If a game does not appear, possible explanations include that its storefront is not supported, the title is not detected as installed, or the installation is not in a location the app recognizes. The documented feature does not promise universal detection.

Xbox Play Anywhere: what it does and does not mean
What one purchase covers
For a participating title, one digital purchase can provide the Xbox console and Windows PC versions. This is the cross-entitlement that makes Play Anywhere valuable to people who move between an Xbox and a PC.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Why the game listing matters
Only participating games qualify. Before buying, verify the Play Anywhere badge or designation on that specific game’s Xbox listing. Do not infer eligibility from the publisher, series, release date, or the fact that a game runs on Windows.
Whether Steam purchases qualify
Play Anywhere is an Xbox cross-entitlement program for eligible Xbox and Windows PC versions. The cited Microsoft material does not say that buying a game on Steam grants Play Anywhere rights. A Steam purchase should therefore not be treated as a Play Anywhere purchase; check the individual title’s store designation and entitlement terms.
Streaming options: Steam Remote Play versus Xbox cloud gaming
| Feature | Steam Remote Play | Xbox cloud gaming through the PC app |
|---|---|---|
| Where the game runs | Your PC running Steam | Microsoft’s cloud service for eligible titles |
| What you need | A host PC with Steam and the game running | Game Pass Ultimate, an eligible title, a supported country, and a compatible connection and device |
| Library scope | Steam games that support Remote Play | Selected games available for cloud streaming; Xbox Wire reported more than 250 selected owned games for Ultimate members on July 28, 2025 |
| Social use | Remote Play Together supports up to four players, or more with fast connections, for supported local multiplayer games | The cited material describes cloud access, not an equivalent Remote Play Together player limit |
| Availability stability | Depends on your host PC, network, supported device, and game | Depends on subscription tier, title eligibility, geography, and a catalog that can change |
Cloud streaming and Remote Play solve different problems. If your goal is to avoid leaving a PC running, Xbox cloud gaming may be more relevant when your title and region qualify. If you want to use the hardware you already own to stream a Steam game, Remote Play is the relevant feature.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Windows requirements and compatibility checks
Xbox app baseline
Xbox lists these requirements for the PC app:
- Windows 10 or Windows 11, version 22H2 or higher
- 150 MB of available storage for the app
- A 720p display
Those figures describe the application, not every game it can launch. Xbox notes that individual game requirements vary and that higher-end systems improve performance. A PC that can install the app may still be unsuitable for a demanding game.
Steam and receiving devices
The material used for this comparison does not provide a current general Steam system-requirements table or a complete list of Remote Play-compatible devices. Confirm the game’s own requirements and the receiving device’s support before relying on Remote Play. The host PC remains responsible for running the game.

Geography and account region
Xbox cloud gaming is available only in supported countries and regions, and the set of eligible titles can change. Do not assume that a feature described by Xbox Wire is available in every market. Check the current Xbox service listing for your country before choosing cloud streaming as your primary way to play.
A practical decision process
- List the games you actually plan to play. Mark which are included in Game Pass, which you already own on Steam, and which you want to play on both Xbox and PC.
- Decide whether access or ownership is the priority. Game Pass emphasizes subscription access; Play Anywhere applies to qualifying purchases; Steam Remote Play uses games in your Steam library.
- Check the feature on the individual title. Verify Game Pass availability, Play Anywhere status, Remote Play support, or cloud eligibility instead of assuming the whole catalog behaves the same way.
- Match the streaming method to your hardware. Choose Steam Remote Play when your own PC can host the game. Choose Xbox cloud gaming only when your plan, country, and title support it.
- Check Windows before installing. The Xbox app requires Windows 10 or 11 version 22H2 or higher, 150 MB of storage, and a 720p display; then check the game’s separate requirements.
- Keep storefront accounts straight. Seeing a game in the Xbox app’s aggregated library does not move its purchase or account. Use the account that owns the game when the title starts.
Common mistakes and how to avoid them
Assuming the Xbox app replaces every other launcher
The Xbox app can provide a consolidated view of installed games, but it does not replace the underlying storefront’s license, account, or services. Treat it as an optional hub unless the game is obtained through Xbox or Game Pass.
Assuming every Xbox PC game is Play Anywhere
Play Anywhere is limited to participating titles. Verify the designation before buying if access on both Xbox console and Windows PC is important.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Confusing Remote Play with cloud gaming
Steam Remote Play requires your own host PC. Xbox cloud gaming uses Microsoft’s service and is restricted by plan, title, and geography. They are not interchangeable descriptions of the same technology.
Treating the 2025 cloud number as current
The “more than 250” figure came from Xbox Wire’s July 28, 2025 update. It describes the selection reported at that time, not a guaranteed current catalog count in October 2026.
Assuming a controller is mandatory for all PC cloud gaming
Xbox’s materials mention an Xbox wireless controller sold separately for Xbox Cloud Gaming on Meta Quest. That does not establish that a controller is required for every PC cloud-gaming session. Check the input support for the specific device and game.
Which launcher should you use?
Pick the Xbox app if your priority is Game Pass, Xbox console-to-PC features, Xbox console remote play, cloud gaming where supported, or a consolidated view of installed games from supported PC storefronts.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Pick Steam if your priority is streaming your Steam library from a host PC to another device or using Remote Play Together for supported local multiplayer games.
If you use both ecosystems, there is no need to force an exclusive choice. The Xbox app can serve as a discovery and library hub while Steam remains the account and host for Steam Remote Play. Keep each game’s ownership, entitlement, and feature support tied to the storefront that provides it.
