X-energy’s Xe-100: How Its Helium-Cooled Reactor Works and Where It Stands

X-energy’s Xe-100 is a proposed high-temperature gas-cooled reactor that uses helium as its coolant and proprietary TRISO-X pebble fuel. The company says it is designed to produce electricity and industrial process heat. Its first proposed U.S. project, at Dow’s Seadrift site in Texas, is under Nuclear Regulatory Commission (NRC) review—not approved for construction or operation.

What is the Xe-100 reactor?

The Xe-100 is X-energy’s high-temperature gas-cooled reactor (HTGR), a type of nuclear reactor that uses helium to carry heat from the reactor. X-energy describes it as a Generation IV advanced nuclear design. The company’s stated aim is to supply both electricity and high-temperature heat for industrial uses.

Helium is the coolant, not the fuel. The Xe-100 is designed to generate heat through nuclear fission in TRISO-X fuel, while helium carries that heat for the plant’s intended electricity and process-heat applications. X-energy says helium cooling enables higher-temperature heat delivery, but the reviewed materials do not establish commercial operating results for the design.

How much power is an Xe-100 plant designed to produce?

X-energy describes a single Xe-100 unit as 80 megawatts electric (MWe), and its standard four-reactor configuration as 320 MWe. In a September 2026 announcement, the company separately described each unit as designed to provide 200 megawatts thermal (MWth) for industrial uses. Electric and thermal output measure different things: MWe is electrical generating capacity, while MWth is heat output. These are company design figures, not results from a commercial operating plant.

X-energy’s May 2026 investor presentation says the plant is designed to load-follow, with a ramp from full power to 40% in minutes, and forecasts more than 95% availability for a four-reactor plant. Those are company expectations; they have not been demonstrated in commercial Xe-100 operation.

What is TRISO-X pebble fuel?

The Xe-100 is designed to use X-energy’s proprietary TRISO-X pebble fuel. In the company’s May 2026 technical presentation, each coated fuel particle is shown with a fuel kernel surrounded by layers of porous carbon buffer, inner pyrolytic carbon, silicon carbide, and outer pyrolytic carbon. X-energy describes the coated particle as providing containment. The same presentation gives approximately 220,000 pebbles per reactor core. These are company-published design details.

Fuel availability is also part of the deployment plan. On August 6, 2026, X-energy announced a definitive agreement for Centrus to provide uranium enrichment services for low-enriched uranium (LEU) and high-assay low-enriched uranium (HALEU). X-energy describes HALEU as enriched to approximately 15.5% uranium-235 and as the primary feedstock for TRISO-X coated-particle fuel. The company has also said initial HALEU for the first Dow project was secured through the U.S. Department of Energy’s HALEU Availability Program. These arrangements do not establish the timing or scale of future market-wide HALEU supply.

Where is X-energy’s first proposed U.S. reactor project?

Dow Seadrift, Texas

Dow subsidiary Long Mott Energy is developing the proposed Seadrift project at Dow’s UCC Seadrift Operations manufacturing site on the Texas Gulf Coast. The planned facility is intended to provide electricity and industrial steam as existing energy and steam assets approach end of life. Dow and X-energy announced on March 31, 2025, that they had submitted a construction permit application to the NRC.

X-energy’s April 2026 filing said the NRC had set an 18-month schedule for safety and technical review of that application. The company’s May 2026 investor presentation reported that the NRC completed an environmental assessment that month and issued a Finding of No Significant Impact. That environmental finding is not a construction permit. The construction permit application remained under review in the cited company materials.

Construction would depend on the permit being issued and on the developer’s investment decision. In its 2025 announcement, the project partners said construction could begin after receipt of a permit and Dow’s confirmation that the project could meet its financial-return targets.

United Kingdom

On September 15, 2026, X-energy and Centrica announced that UK regulators were to begin a design review for the Xe-100. The companies said the work could draw on U.S. licensing progress, including the potential transfer of NRC-reviewed design documentation and safety analyses. This is a design-review milestone, not UK approval to build or operate a reactor.

Other projects and the company’s pipeline

X-energy identifies projects with Dow, Amazon and Energy Northwest, and Centrica as underway or in development. In an August 2026 release, the company reported a commercial pipeline exceeding 11 gigawatts across the United States and United Kingdom. That is a company-reported development pipeline, not a measure of operating or committed capacity.

Is the Xe-100 approved?

There is no single approval covering the reactor design, fuel facility, and project sites. Their statuses are distinct:

  • Dow Seadrift reactor project: Its construction permit application was submitted to the NRC and was under review in the cited 2026 company materials. The environmental assessment’s Finding of No Significant Impact is not a construction permit or an operating authorization.
  • TRISO-X fuel facility: X-energy reported that TRISO-X received a 40-year Special Nuclear Material License from the NRC in February 2026. That license concerns the fuel business; it does not approve construction or operation of the Seadrift reactor.
  • UK design review: X-energy and Centrica announced that UK regulators were to begin a design review in September 2026. That is not a UK construction or operating approval.

What is the status of X-energy’s fuel factory?

X-energy’s TX-1 fuel fabrication facility is under construction in Oak Ridge, Tennessee. The company’s second-quarter 2026 reporting described vertical construction as nearing completion; later company materials reported completion of vertical construction and interior build-out. X-energy has targeted commercial operation in the first half of 2028. That date is a company target, not a completed milestone.

What the published figures do—and do not—show

The stated capacities, fuel specifications, load-following capability, and availability forecast describe X-energy’s design and plans. They should not be read as measured results from a commercial Xe-100 fleet. The cited materials also do not provide an independent, like-for-like comparison of the reactor’s cost or safety against other reactor designs. For a meaningful comparison, distinguish electric capacity from thermal output, compare projects at the same licensing stage and in the same jurisdiction, and separate modeled expectations from operating data.
