Paul Cully’s argument is that World Rugby has until the 2027 Rugby World Cup in Australia to address what he sees as inconsistent officiating and foul-play discipline. His immediate example is the Wallabies’ Perth Test against South Africa: Cully says Australia received four yellow cards and that Hunter Paisami was given a four-game suspension after a high tackle on Sacha Feinberg-Mngomezulu. Those claims frame an opinion column, not an official ruling on the tackle or its sanction.
What happened in the Perth Test—and what is confirmed
Rugby Australia reported that Paisami was cited by SANZAAR after the match, having received a yellow card for a high shot. That confirms a citation followed the on-field sanction; it does not, by itself, establish the disciplinary panel’s reasoning, the final length of any ban, or whether an appeal changed the outcome.

Cully’s column reports a four-game suspension. The underlying hearing decision and any appeal outcome are not established by the official material available here, so the reported term should be attributed to him rather than presented as independently verified. The column also reports four Wallabies yellow cards in the Test.

World Rugby’s 2026 Law 9.13 wording says: “A player must not tackle an opponent early, late or dangerously.” The law update describes dangerous tackling as including a tackle that leads to head contact or contact above the relevant sanction line in open-field play. World Rugby Council approved the wording on 17 June 2026, and it was due to appear in law materials from 1 July 2026.

The written law supplies the framework, not a verdict on this particular tackle. Applying it to an incident requires officials to assess what happened on the field and choose an appropriate match sanction. A citation then leads to a separate disciplinary process. Those decisions should not be collapsed into one: a yellow card does not itself explain a later suspension, and the law wording alone cannot establish whether the officials applied it consistently.
Why Cully calls the situation a farce
Cully’s criticism is broader than the Paisami citation. He argues that disputed calls and perceived inconsistency in foul-play discipline risk eroding confidence in the game before its next men’s World Cup. He also objects to what he calls simulation, writing: “Simulation hasn’t crept into rugby, it’s been invited through the front door.” That is his characterization, not a finding established in the Paisami incident. The available sources do not establish that Feinberg-Mngomezulu simulated contact.

The column says more than one million people have purchased tickets. That figure is attributable to Cully’s column; it is not independently confirmed here by a tournament or ticketing authority. His point is that trust matters to a major event, but the statistic should not be mistaken for an official attendance or ticketing report.

If the governing body is to answer concerns about consistency, clearer explanations matter as much as the rule text. For disputed high-tackle cases, readers need to be able to distinguish:

- the law threshold officials applied and the evidence they considered;
- the match sanction, including whether an on-field or bunker review was involved;
- the separate disciplinary decision after a citation, including any published reasoning; and
- whether an appeal was lodged and whether it changed the outcome.
Those details would let supporters compare like with like instead of treating every high tackle as identical. The material available here does not provide the Paisami hearing reasons or a set of comparable case decisions, so it cannot demonstrate that the Perth decisions were inconsistent. It does show why a clear record of the decisions matters: without it, criticism of the process is difficult to test and confidence is harder to restore.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.The year before the 2027 World Cup
Cully’s deadline is rhetorical: World Rugby has roughly a year before the 2027 tournament in Australia to confront the problem he identifies. The practical test is whether the governing body can make the rules, match-day decisions and post-match discipline intelligible enough for players and supporters to see how each stage connects. The law sets a standard; consistent application and transparent explanations are what make that standard credible.
