Short answer: a workplace hazard assessment is the broad, continuing process of finding and prioritizing hazards across a workplace, while a job hazard analysis (JHA) or job safety analysis (JSA) examines one job or task step by step. OSHA uses “JHA” and “JSA” as overlapping terms, so the practical distinction is scope rather than a universal difference in terminology. A task-level JHA/JSA supplies detailed information that can feed the employer’s wider risk-assessment and control program.

What the two terms mean

Safety programs use several related labels: hazard identification, hazard assessment, risk assessment, job hazard analysis, and job safety analysis. They are not interchangeable in every document, but OSHA’s materials show substantial overlap between JHA and JSA. OSHA describes a JHA as a technique that focuses on job tasks to identify hazards before they occur, including the relationship between the worker, task, tools, and work environment.

The most useful distinction for planning work is the unit being examined:

Comparison point Broad workplace hazard assessment JHA/JSA
Scope Workplace, department, process, location, or group of hazards One job, operation, or task
Unit of analysis Hazards, exposures, people at risk, and work conditions Individual steps in the selected job
Typical timing Ongoing; updated after inspections, incidents, changes, and new information Before a job is performed, during planning, and whenever a step or condition changes
Primary output Prioritized corrective-action plan for the workplace Step-specific hazards, precautions, and controls
Worker participation Workers, supervisors, maintenance staff, and other people exposed to the hazard contribute information People who perform or supervise the job describe how the work is actually done
Regulatory record Depends on the applicable standard and program Usually a planning or operating record; it is not automatically a federally prescribed form

In practice, an organization may begin with a broad assessment that identifies machine guarding, chemical exposure, and vehicle movement as priorities. It can then complete separate JHAs for changing a die, transferring a solvent, or backing a vehicle into a loading bay. Those analyses make the controls specific enough to use at the point of work.

How broad workplace risk assessment works

OSHA’s hazard-identification approach treats assessment as a continuing management activity rather than a one-time inspection. Employers collect information, look for hazards, evaluate who could be harmed, and prioritize corrective action. A sound process uses several information sources instead of relying only on a checklist.

Collect information about hazards

  • Walkthrough inspections and observations of routine work.
  • Worker reports, safety suggestions, and discussions with supervisors.
  • Incident, injury, illness, property-damage, and near-miss investigations.
  • Manufacturer instructions, safety data sheets, equipment manuals, and maintenance records.
  • Industrial-hygiene measurements or other exposure information when a health hazard is suspected.
  • Results of JHAs or JSAs already completed for individual tasks.
  • Information about emergency, unusual, temporary, or nonroutine work.

Include hazards affecting contractors, visitors, temporary workers, and employees who may be exposed only occasionally. A hazard that is absent during a normal shift may appear during startup, shutdown, cleaning, jam clearing, maintenance, severe weather, or an emergency.

Evaluate risk in context

For each hazard, consider the potential severity of harm, the likelihood or frequency of exposure, and how many people may be exposed. The evaluation should also account for how long the exposure lasts, whether workers are close to the source, existing safeguards, and whether conditions can change rapidly. These factors help an employer decide which actions require immediate attention.

OSHA does not prescribe one universal numerical risk-score matrix for all workplaces. A company may use a matrix if it is understandable, consistently applied, and tied to action, but a score is not a substitute for identifying the hazard or selecting an effective control. Document the reasoning behind priorities, especially when an interim measure is being used while a permanent fix is designed.

Prioritize corrective action

Address hazards that can cause severe injury or illness, affect many workers, or have a credible chance of occurring before lower-consequence housekeeping issues. Use interim controls when necessary to protect people while engineering changes, procurement, or redesign are underway. Set an owner and due date for each action, then verify that the control was installed and works as intended.

What a JHA or JSA adds

A JHA/JSA turns a job description into a sequence of observable steps. For every step, the team asks what could go wrong, who could be exposed, what triggers the hazard, what the possible outcome is, and how the work can be performed more safely. The analysis should describe the real job, including tools, materials, access, posture, energy sources, weather, housekeeping, and interactions with other workers.

JHA and JSA are commonly treated as synonyms. Some employers use “JHA” for the analysis and “JSA” for the resulting form or briefing; others reverse those labels. OSHA’s use of both terms means the label alone does not establish a different legal method. Judge the document by its scope and quality: does it break the job into steps, identify hazards at each step, and specify workable controls?

When to perform a JHA/JSA

Start with jobs that have a history or credible potential for serious harm. Include work that is unusual, infrequent, newly introduced, or changing. A practical priority list includes:

  • Tasks involving stored energy, moving machinery, falls, vehicles, confined spaces, electricity, fire, or hazardous chemicals.
  • Jobs associated with serious incidents, near misses, repeated first-aid cases, or recurring equipment damage.
  • Work performed by inexperienced employees, contractors, or people who do not normally work in the area.
  • Maintenance, troubleshooting, cleaning, setup, changeover, and jam-clearing tasks that are not visible in the normal production cycle.
  • Operations affected by new equipment, materials, staffing, layout, software, production rate, or weather.

Do not wait for an incident to analyze a high-risk job. A JHA is most valuable before exposure occurs, when the team can change the method, equipment, or sequence rather than merely add a warning.

How to conduct a JHA/JSA: a step-by-step method

  1. Select and define the job. Give the job a precise name, location, equipment identifier, and normal purpose. State whether the analysis covers the entire operation or one portion, such as “replace pump coupling” rather than “maintenance.”
  2. Assemble the right people. Include workers who perform the job, the immediate supervisor, and technical or safety personnel when their knowledge is needed. Workers can identify shortcuts, awkward access, intermittent alarms, and other conditions that a desk review may miss.
  3. Observe the job as performed. Watch a competent person complete the work under normal conditions. If observation is unsafe, use a detailed walkthrough, photographs, drawings, manuals, and interviews. Record tools, materials, energy sources, access points, and nearby operations.
  4. Break the job into logical steps. Each step should be specific enough to identify a hazard but not so small that the form becomes unusable. “Remove guard” and “disconnect electrical supply” are useful steps; “do maintenance” is not. Preserve the actual order, including preparation and restoration.
  5. Identify hazards at each step. Ask what can go wrong, what exposes the worker, what starts the hazardous condition, and what happens if control fails. Consider struck-by, caught-in, falls, electrical, pressure, chemical, thermal, biological, ergonomic, noise, and environmental hazards, as applicable.
  6. Describe the potential outcome and exposed people. Note possible injury or illness, the workers who may be affected, and whether bystanders or other crews can enter the exposure zone. Include simultaneous operations and line-of-fire conditions.
  7. Assess severity and likelihood. Use the organization’s established method, if one exists, to rank urgency. Explain assumptions and identify uncertainty. Do not let a low frequency rating obscure a credible fatal or life-altering outcome.
  8. Select controls using the hierarchy of controls. Prefer elimination and substitution, followed by engineering controls, administrative or work-practice controls, and personal protective equipment (PPE) as the last line of defense. Combine controls when one measure cannot adequately protect workers.
  9. Assign responsibility and timing. Identify who will install, approve, communicate, inspect, and maintain each control. Record interim precautions and the target date for permanent action.
  10. Brief the people doing the work. Turn the findings into a pre-job discussion or field briefing. Confirm that workers understand energy isolation, boundaries, required tools, emergency actions, and stop-work conditions.
  11. Verify and revise. Observe the controlled job, ask workers whether the method works, and correct gaps. Review the JHA/JSA after an incident, near miss, equipment or material change, changed sequence, staffing change, or unexpected condition.

Breaking a task into useful steps

A good step describes an action and its context. For example, a pump-maintenance analysis might contain “isolate and lock out the pump,” “drain and verify zero pressure,” “remove the coupling guard,” “replace the coupling,” and “restore the equipment and test.” Each step invites different questions. Isolation raises control-of-hazardous-energy issues; draining raises pressure and chemical exposure; guard removal raises pinch and rotating-part hazards; testing raises the risk of unexpected startup.

Avoid two common extremes. A broad step hides hazards and produces generic controls. An over-detailed list burdens users with paperwork and encourages them to skip the form. If two actions have the same hazards and controls, they may be combined; if the hazard or control changes, separate the steps.

  1. Elimination: remove the hazardous task, energy, material, or exposure entirely.
  2. Substitution: replace it with a less hazardous chemical, process, speed, or material.
  3. Engineering controls: isolate people from the hazard with guards, interlocks, enclosures, ventilation, barriers, or redesigned tools.
  4. Administrative controls and work practices: change scheduling, access, procedures, training, inspection, staffing, or job rotation. These depend on people following the system and therefore need supervision and verification.
  5. PPE: protect the worker with suitable equipment selected for the specific hazard, fitted correctly, maintained, and used with training.

A JHA that lists “wear gloves” without addressing a sharp edge, stored energy, chemical compatibility, or machine design is incomplete. PPE can be necessary, but it should not be the only response when a more reliable control is feasible.

Worker involvement and nonroutine work

Workers should participate in identifying hazards, selecting practical controls, and reviewing whether controls work. Their involvement is especially important when the written procedure differs from the way the job is actually performed. Encourage workers to stop and reassess when conditions do not match the analysis.

Nonroutine work deserves explicit treatment. Include startup and shutdown, emergency response, breakdowns, temporary repairs, contractor interfaces, and tasks performed under unusual weather or production pressure. If the job changes, pause, communicate the change, and revise the analysis before continuing whenever feasible.

How the two methods fit together

Broad assessment and JHA/JSA are complementary layers:

Layer Question answered Example output
Workplace assessment What hazards exist across this site, department, or process, and which need priority? Engineering project to reduce forklift-pedestrian interaction; chemical-exposure monitoring plan
JHA/JSA How can this specific job be performed safely, step by step? Pre-job procedure for changing a filter, including isolation, draining, access, and PPE
Follow-up review Did the controls work, and what changed? Revised procedure after a near miss or equipment modification

A broad assessment may reveal that maintenance tasks around a particular machine are a recurring exposure. Individual JHAs can then identify the exact points where guarding, isolation, access, or communication fails. Conversely, several JHAs may reveal a system-wide problem—such as inadequate contractor coordination—that belongs in the broader assessment and corrective-action plan.

PPE hazard assessment: a specific OSHA requirement

Do not confuse a general JHA/JSA with the specific U.S. general-industry PPE assessment requirement. Under 29 CFR 1910.132(d)(1), an employer must assess the workplace to determine whether hazards are present, or likely to be present, that require PPE. Under paragraph (d)(2), the employer must provide written certification identifying the workplace evaluated, the person certifying that the evaluation was performed, and the date or dates of the assessment.

This rule addresses the PPE decision and its documentation. It does not mean every JHA/JSA must use a particular OSHA form or automatically requires the same certification. Other OSHA standards, state-plan rules, and sector-specific requirements may impose additional records or methods. Confirm the rules that apply to the industry, state, and hazard.

What to record on a useful form

OSHA provides JHA worksheets and guidance, but a form is only useful if it supports decisions and field use. A practical record can include:

  • Job title, location, equipment, department, and analysis date.
  • People who participated, including workers and supervisor.
  • Required qualifications, permits, tools, materials, and energy-isolation points.
  • Each job step in order.
  • Hazards, exposure route, trigger, potential outcome, and affected people for each step.
  • Existing controls and additional controls selected through the hierarchy.
  • Interim measures, responsible owner, due date, and verification method.
  • Emergency response, stop-work criteria, and communication requirements.
  • Revision history and the event or change that triggered review.

Keep the form readable at the point of work. A long attachment can hold technical details, while the field version highlights critical controls, boundaries, and decision points.

Common mistakes and how to correct them

Treating terminology as a compliance shortcut

Calling a document a “JSA” instead of a “risk assessment” does not change its legal status or quality. Define the scope and meet the standards that apply to the hazard.

Writing controls after the fact

If workers are asked to sign a form after the job, the document is not functioning as preventive planning. Involve the crew before exposure and stop when conditions differ.

Using PPE as the only control

Revisit elimination, substitution, engineering, and work-practice options. If PPE remains necessary, confirm that it matches the hazard and that workers can use it without creating a new risk.

Ignoring nonroutine steps

Many incidents occur during clearing jams, troubleshooting, setup, cleaning, or restoration. Include these phases and define how the job changes when an abnormal condition appears.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to verify controls

A guard that is installed but bypassed, or a ventilation system that is not operating, is not an effective control. Assign inspection and maintenance responsibilities and check performance in the field.

When specialist help is appropriate

Some health hazards require knowledge beyond a routine supervisor-led JHA, including complex chemical exposures, airborne contaminants, noise, heat, biological agents, and ergonomics. Employers can seek qualified occupational-safety or industrial-hygiene assistance. OSHA’s On-site Consultation Program is an option for eligible small businesses seeking help; it is separate from enforcement and should not be represented as an endorsement of a commercial provider.

A practical decision rule

Use a broad workplace assessment when you need to understand the hazard profile of a site, department, process, or workforce and prioritize resources. Use a JHA/JSA when you need to plan or improve one job in detail. Use both when a task-level finding could reveal a wider system problem. Regardless of the label, the essentials are worker participation, step-specific hazard identification, controls selected in the hierarchy, follow-up, and review whenever conditions change.
