These environments can interpret the same project differently. Run a CI matrix on both operating systems if your project supports both, and make the filesystem, shell, and runner assumptions explicit.
Why do my tests pass on Windows but fail on Linux?
The operating system is only part of the answer: the filesystem, shell, project location, test framework, and CI configuration also matter. A useful first check is whether the failure reproduces locally on the same OS and filesystem used by the failing runner.
- Check whether every file import and fixture path uses the exact capitalization recorded in version control.
- Check how the test constructs paths and where the project files are stored, especially under WSL.
- Check which shell executes the CI step and how that shell reports errors and native program exit codes.
- Check the runner label and installed tools rather than assuming a previous job’s environment carries over.
How does filename case affect tests?
Standard Windows filesystem behavior is case-insensitive, while Linux filesystems are case-sensitive, according to Microsoft’s case-sensitivity documentation, updated April 26, 2022. That can make a capitalization mistake appear harmless on one system and fail on another: code requesting Config.json may not find a tracked file named config.json on Linux.
This is a default-behavior comparison, not an absolute rule about every Windows directory. Windows supports a per-directory case-sensitive setting, and the Linux filesystem used by WSL is case-sensitive by default. PowerShell also has its own case rules: it is generally case-insensitive where possible, but operations on non-Windows filesystems and environment variables can be case-sensitive, as described in Microsoft’s PowerShell documentation.

Make filename checks reproducible
- Use the exact filename casing in imports, test fixtures, configuration references, and generated-file checks.
- Avoid files whose names differ only by capitalization; they can be difficult to represent consistently across filesystems.
- Include fixtures with deliberate capitalization in tests that exercise file lookup.
How do paths and project location differ?
Windows paths commonly use drive letters and backslashes; Linux paths use a single root and forward slashes. A path that is valid on one system is not necessarily valid on the other. Prefer the path-joining and normalization functions supplied by your language or test framework instead of assembling paths with hard-coded separators or drive assumptions.
WSL adds a boundary between filesystems. Windows drives are mounted under /mnt/ by default, and Windows and Linux tools can access one another’s files. Microsoft documents path conversion with wslpath and recommends keeping project files on the same operating system as the tools that use them for better performance. Choose a filesystem that matches the tools
- For Linux tools running in WSL, keep a heavily accessed project in the Linux filesystem when practical.
- For Windows tools, keep it on the Windows filesystem.
- If tools must cross the boundary, translate paths explicitly where needed and expect file-heavy work to be slower.
Why can the CI shell change the result?
A workflow step’s shell determines how commands, scripts, and errors are interpreted. GitHub Actions documents pwsh as the default on Windows and bash—with a sh fallback—as the default on Linux and macOS when no shell is specified. The documented shell choices and invocation forms are in GitHub’s workflow syntax reference.
That difference matters when a step relies on shell-specific syntax, a particular script extension, or implicit error handling. A command that works in PowerShell is not automatically a valid Bash command, and the reverse is also true. Select the intended shell explicitly for shell-dependent steps, then exercise that exact shell in CI.

Check how failures propagate
GitHub’s runner design record describes error-handling behavior for its shells: Bash uses fail-fast and pipe-failure handling by default, PowerShell configures error preference and native exit-code propagation, and cmd scripts need to handle errors themselves. These are GitHub runner implementation details, not universal rules for every CI provider or custom runner. The design record is ADR 0277, accepted July 9, 2019.
For any shell, verify that a failing test command makes the workflow step fail. Be especially careful with pipelines, wrapper scripts, and commands that continue after an earlier command returns a nonzero exit status.

Why do runner images matter?
A hosted CI job starts with an image, not with the accumulated state of a prior job. GitHub says each hosted job runs in a fresh instance of the selected runner image. Select the intended image label and install or configure required tools as part of the workflow; check the current label and image contents rather than relying on tools that happened to be present in an earlier run. GitHub documents runner labels and hosted-runner behavior in its workflow syntax reference.
For a project that supports Windows and Linux, a CI matrix helps reveal platform-specific failures before release. Keep dependencies and runtime setup in the workflow so each operating system’s job has a reproducible environment.

Does WSL replace testing on Windows and Linux?
No. WSL is useful for running Windows and Linux tools together, converting paths, and accessing files across the two environments. But it does not make filesystem behavior identical: the Linux filesystem in WSL is case-sensitive by default, Windows directories can have different case-sensitivity settings, and crossing the filesystem boundary can affect file-heavy work. Use WSL for interoperability and development convenience, but run tests on the actual target operating systems when both are supported.
A practical cross-platform test checklist
- Run both platforms. Add Windows and Linux jobs to the CI matrix for software that claims support on both.
- Audit filenames. Match exact capitalization in imports, fixtures, and configuration, and avoid names that differ only by case.
- Use portable path APIs. Build paths with the language or framework’s native functions; do not assume a drive letter, root, or separator.
- Choose the shell deliberately. Specify the shell for shell-dependent scripts and verify its invocation and exit-code behavior.
- Build the runner environment in each job. Select the intended runner image and install dependencies instead of depending on prior job state.
- Place WSL projects thoughtfully. Keep file-intensive work on the filesystem native to the tools doing it when practical.
These checks address the documented differences above. Other portability concerns can depend heavily on the language, framework, filesystem, runner, and configuration; investigate them against the specific environment rather than assuming the same behavior everywhere.
