They are different layers, not three competing products. Windows Terminal is the graphical host, PowerShell is a shell for Windows commands and scripts, and WSL provides a GNU/Linux environment on Windows. For most developers, the practical setup is to run PowerShell and one or more WSL distributions side by side inside Windows Terminal, choosing the shell that matches each task.
What each tool actually is
The comparison becomes straightforward once you separate the terminal host from the shell and the operating environment. A terminal host displays command-line sessions. A shell interprets what you type and launches commands. WSL supplies a Linux environment in which Linux shells, utilities and applications can run.

| Tool | Layer | What it provides | Best fit |
|---|---|---|---|
| Windows Terminal | Terminal host and interface | Tabs, panes, profiles and a customizable window for command-line applications | Organizing several command-line workflows in one application |
| PowerShell | Shell and scripting environment | Windows command and automation capabilities; it can also manage WSL settings | Windows administration, Windows-native scripts and mixed Windows tasks |
| WSL | GNU/Linux environment on Windows | Linux command-line tools and applications, with documented interoperability with Windows | Projects whose tooling or scripts require Linux behavior or utilities |
Microsoft’s Windows Terminal FAQ describes Terminal as a host that lets you run multiple command-line applications or shells side by side in tabs or panes. PowerShell is one of the shells it can host; it is not a replacement for Terminal itself. WSL is also not a terminal window. It is the Linux environment that appears in a terminal host when you start a WSL distribution.

How the three pieces fit together
Windows Terminal is the interface
Terminal gives each session a profile and a place to display input and output. A profile can start PowerShell, Command Prompt, a WSL distribution or another command-line application. You can open separate tabs for unrelated tasks and split a tab into panes when you need to watch or control more than one session at once.

Changing the Terminal window’s appearance, tab layout or pane arrangement does not change the shell’s command language. A PowerShell session remains PowerShell whether it is displayed in Terminal or another host. Likewise, a WSL session remains a Linux environment regardless of which terminal window displays it.
PowerShell is a Windows-oriented shell
PowerShell reads commands and scripts, manages Windows resources and provides the command-line context Microsoft uses in WSL setup instructions. It can be launched directly or as a profile inside Windows Terminal. When a task is primarily about Windows commands, PowerShell scripts or managing Windows and WSL configuration, PowerShell is the relevant choice.
WSL supplies Linux user space
WSL adds a GNU/Linux environment directly to Windows. Inside a WSL distribution, you use Linux commands and Linux applications in their native command-line context. This is the appropriate layer when a project expects Linux tooling, shell behavior or a GNU/Linux environment rather than merely a Windows window with a different color scheme.
Which one should you choose?
Choose PowerShell for Windows-first work
- Use PowerShell when your scripts target Windows commands or Windows administration.
- Use it to manage WSL distributions and related settings from a Windows shell, as shown in Microsoft’s setup guidance.
- Keep it in Windows Terminal if you want tabs, panes and a consistent interface, but remember that Terminal is only hosting the session.
A Windows-first developer can therefore use PowerShell without adopting WSL. Terminal is optional as a host, while PowerShell is the shell doing the work.
Choose WSL when Linux tooling is a requirement
- Use WSL when the project needs a GNU/Linux environment rather than Windows command semantics.
- Use it when documented Linux command-line tools or applications are part of the workflow.
- Start the distribution from a Terminal profile so Linux sessions can coexist with Windows sessions.
WSL is the meaningful choice when the distinction between Windows and Linux behavior affects your scripts, commands or development tools. Merely opening a different terminal host does not provide those Linux capabilities.

Choose Windows Terminal as the common interface
- Use Terminal when you want PowerShell, WSL and other command-line applications available in one window.
- Use tabs to separate projects or environments and panes to keep related sessions visible together.
- Use profiles to start the shell or WSL distribution you need without changing your underlying environment.
If your question is really about where to type commands, Terminal is the interface answer. If it is about which commands and environment a project needs, choose between PowerShell and WSL.
A practical decision matrix
| Your primary need | Use | Why | Typical arrangement |
|---|---|---|---|
| Windows commands and scripts | PowerShell | It is the shell designed for Windows command-line and automation work. | PowerShell directly or in a Windows Terminal tab |
| Linux commands, tools or applications on Windows | WSL | It provides a GNU/Linux environment rather than emulating Linux commands in a Windows shell. | A WSL distribution in a Windows Terminal tab |
| Several shells visible at once | Windows Terminal | Tabs and panes organize multiple command-line sessions. | PowerShell and one or more WSL profiles in the same window |
| Windows and Linux commands in one workflow | PowerShell plus WSL, hosted by Terminal | Documented interoperability lets each environment invoke commands from the other. | Split panes or adjacent tabs for the two environments |
| Lowest possible execution overhead | Not established by the available evidence | No benchmark comparing these three layers is provided, so there is no defensible universal performance winner. | Choose based on workflow requirements and measure your own workload if speed is decisive |
Setting up a combined developer workflow
1. Install or enable the WSL distribution you need
Follow Microsoft’s current WSL setup process for your Windows edition and the distribution you intend to use. The exact installation and distribution-management details can change with Windows and WSL releases. Microsoft documents that WSL distributions are managed from PowerShell or Windows Command Prompt, so a Windows shell is part of the setup path even if your daily work will occur in Linux.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems2. Confirm the distribution appears as a Terminal profile
Windows Terminal can automatically create a profile for an installed WSL distribution. Open Terminal’s profile menu and look for both your Windows shell and the installed Linux distribution. If the Linux profile is present, selecting it starts a WSL session; selecting PowerShell starts a Windows shell. The profile determines what launches, while Terminal supplies the window, tabs and panes.
3. Arrange Windows and Linux sessions
Open a PowerShell tab for Windows administration or scripts and a WSL tab for Linux commands. Use panes when the sessions are related and need simultaneous visibility. For example, one pane can remain in PowerShell while another runs the WSL distribution; neither pane changes the other pane’s shell.
4. Use the wt command when launching layouts programmatically
Microsoft documents wt command-line arguments for launching Windows Terminal profiles, tabs and panes. This is useful when a repeatable layout matters: a command can open Terminal and arrange the sessions required for a project instead of asking you to create them manually each time.

There is an important PowerShell syntax detail. PowerShell treats semicolons as statement delimiters. If a wt command includes semicolons to separate Terminal commands or layout instructions, those delimiters may need escaping when the command is passed from PowerShell. A command that works when entered in another shell can therefore be parsed differently when entered in PowerShell. Check the Terminal command-line syntax and PowerShell’s escaping rules when a multi-action wt invocation appears to stop early or execute only its first part.
Using Windows and Linux together
Starting Linux commands from Windows
Microsoft’s interoperability guidance demonstrates invoking Linux commands with wsl.exe from Windows shells. This lets a PowerShell workflow call into the WSL environment for a specific command without requiring you to manually switch the visible session first. The command is still executed in the Linux environment, so its syntax and available tools follow that environment.
Starting Windows programs from WSL
The same guidance demonstrates launching Windows executables from a WSL shell, including an example using powershell.exe. This allows a Linux-oriented workflow to call a Windows program when a Windows capability is needed. The executable remains a Windows program; invoking it from WSL does not convert it into a Linux command.
What interoperability does not guarantee
These examples establish supported cross-environment calls, not identical behavior for every program. Arguments, paths, environment variables, permissions and output handling can differ between Windows and Linux. Treat each boundary crossing as an explicit handoff: know which environment is executing the command and verify that the called program supports the inputs you are passing.
Interoperability also does not make PowerShell and a Linux shell interchangeable. A PowerShell script still uses PowerShell syntax, and a Linux command still depends on the tools and conventions available inside the WSL distribution. Use the environment whose command language and utilities match the task, then cross the boundary only when necessary.

Workflow patterns that work well
Windows-native project
Open a PowerShell profile in Terminal and keep the work in that session. Add a second tab only when you need another Windows context or a separate command-line application. WSL adds complexity without solving a requirement if the project’s scripts and tools are Windows-native.
Linux-oriented project on a Windows machine
Open the WSL profile as the primary tab. Keep PowerShell available in another tab for Windows settings, distribution management or a Windows executable that the Linux workflow must call. Terminal provides the shared interface, but WSL remains the execution environment for the Linux portion.
Mixed Windows and Linux project
Use a split Terminal layout: PowerShell in one pane and WSL in another. Run each command where its native environment is expected, and use wsl.exe or a Windows executable such as powershell.exe only for deliberate handoffs. This arrangement makes it visually clear which shell produced an error or output.
Several distributions or command-line applications
Use separate Terminal profiles and tabs so each session starts in the intended environment. Panes are useful for monitoring related sessions, while tabs reduce clutter when the sessions are unrelated. The host can organize them all without changing the capabilities of any individual shell.
Common points of confusion and fixes
“I installed Terminal, so where is Linux?”
Terminal does not itself provide a GNU/Linux environment. Install and configure a WSL distribution first. Once Windows recognizes the distribution, Terminal can create a corresponding profile automatically. If no WSL profile appears, verify the distribution installation and refresh or reopen Terminal before treating it as a Terminal problem.
Best Value
“PowerShell and WSL show different commands”
That is expected: they are different shells and environments. A command available in Linux is not automatically a PowerShell command, and a PowerShell cmdlet is not automatically available in a WSL shell. Start the command in the profile whose environment supplies it.
“My cross-environment command fails”
First identify the executable that is actually being launched. A Windows shell can call Linux commands through wsl.exe; a WSL shell can call Windows executables such as powershell.exe. Then check argument syntax, path conventions and whether the target program supports invocation from the other environment. The documented examples demonstrate the mechanism, not universal compatibility.
“A multi-pane wt command works in one shell but not PowerShell”
Inspect semicolons in the command. PowerShell uses semicolons to separate statements, so delimiters intended for the wt command may need escaping. Test the command in smaller pieces, confirm the profile names, and then restore the pane or tab separators with the correct PowerShell escaping.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →“Which option is fastest?”
The available official material does not provide a comparative benchmark. Terminal is a host, PowerShell is a shell and WSL is an environment, so a single speed ranking would also conflate different jobs. If performance is important, compare the exact workload in the environment it requires and record your own results rather than relying on a universal claim.
How to decide in five questions
- Does the work require GNU/Linux tools or behavior? If yes, use WSL.
- Is the work primarily Windows administration or PowerShell scripting? If yes, use PowerShell.
- Do you need both environments during the same task? Use both and keep them in separate Terminal tabs or panes.
- Do you need a better way to organize sessions rather than a different command language? Add Windows Terminal as the host.
- Are you choosing solely on speed? No source here establishes a winner; test the workload that matters to you.
Bottom line for developers
Do not choose Windows Terminal instead of PowerShell or WSL as if they were equivalent products. Choose PowerShell for Windows command-line work, WSL for a GNU/Linux environment, and Windows Terminal when you want those sessions organized in one interface. Microsoft’s guidance specifically recommends using Windows Terminal with WSL when working with multiple command lines, and the documented interoperability commands make a combined Windows-and-Linux workflow practical. For most developers on Windows, the strongest default is therefore Terminal as the host, with PowerShell and WSL available as task-specific shells and environments.
