Startup apps open for a user when that user signs in. Windows services are managed by the Service Control Manager (SCM) and can start during system boot, on demand, or in response to configured triggers. A startup app is therefore the usual choice for a user-facing program you want ready after sign-in; a service is designed for background functionality that may need to remain available without anyone logged on.
The distinction matters when you diagnose slow starts, decide what should run continuously, or troubleshoot a program that launches at an unexpected time. Windows 11 provides separate controls for each mechanism. The same startup-app instructions apply to Windows 10, but Windows 10 reached end of support on October 14, 2025, so the current setup guidance below is written for Windows 11.

Windows services and startup apps at a glance
| Aspect | Startup app | Windows service |
|---|---|---|
| Launch context | Starts automatically when a user signs in. | Started by the SCM during boot, on demand, or by a configured trigger. |
| Typical purpose | Open an application for the signed-in user. | Provide background functionality, including long-running work that must remain available. |
| Main management route | Settings > Apps > Startup, Task Manager > Startup apps, or a Startup-folder shortcut. | Services management tools and service start configuration handled through the SCM. |
| Timing | Part of the user’s sign-in experience. | Automatic, demand, disabled, delayed automatic, or trigger-based behavior. |
| Performance information | Task Manager assigns an app-specific startup-impact category from observed CPU and disk activity. | No universal service-cost number is supplied; the design choice is between always-on, trigger-start, and scheduled work. |
A program running in the background is not automatically a service. Scheduled tasks, background tasks, drivers, and ordinary user applications are separate Windows mechanisms and should be investigated on their own terms.

A startup app is an application configured to launch as part of a user’s sign-in experience. It normally runs in that user’s session, so it can open a window, place an icon in the notification area, or prepare a user-specific workspace. Microsoft documents registered startup apps for Windows 11 and Windows 10 in its Startup applications guide.

Registered apps in Settings
Windows 11 exposes applications that have registered themselves as startup tasks at Settings > Apps > Startup. Each entry has an on/off toggle. Turning an entry off prevents that registered app from launching automatically for the account; it does not uninstall the program or stop you opening it manually later.
Registered apps in Task Manager
Open Task Manager and select Startup apps. You can enable or disable listed entries and see a startup-impact label. Task Manager may show None for a disabled item and Not measured when an enabled item has no available measurement. The impact label describes observed startup activity, not a guaranteed number of seconds saved by disabling the app.
Apps that are missing from the list
Not every program appears in Settings or Task Manager. Microsoft’s documented fallback is to place a shortcut in one of these File Explorer locations:
shell:startupopens the Startup folder for the current user.shell:common startupopens the Startup folder for all users of the computer.
To use either location, press Windows key + R, enter the command, press Enter, and place a shortcut to the application in the folder that matches the intended scope. The current-user folder affects one account; the common folder affects every account that signs in. A shortcut in either folder is processed as part of that user’s startup experience.
Registry-based startup entries
Some applications configure startup through Windows Run registry locations rather than the visible startup list. Registry changes can affect sign-in for an account or for all users and should be made only after you identify the exact entry and understand what it launches. Microsoft includes the relevant Run locations in the same startup-application documentation. Export a key or create another recovery path before editing, and do not remove an entry merely because its name is unfamiliar.

What is a Windows service?
A Windows service is a background component registered with the Service Control Manager. The SCM maintains the installed-service database and controls service state, starting services or driver services during system startup or when another component requests them. Microsoft describes this architecture in its Service Control Manager reference.
Unlike a startup app, a service does not depend on a person signing in. It can begin before the sign-in screen, continue while no user is logged on, and run under a configured service account rather than the interactive user’s desktop. That makes services suitable for infrastructure such as background agents, system communication components, and other functionality that must remain available independently of a particular user session.

The sc.exe config reference defines the common start types below. The words “automatic” and “delayed automatic” describe SCM start behavior; they are not promises that a component will be ready at an exact clock time.
| Start type | What it means | When it is appropriate |
|---|---|---|
auto |
The SCM starts the service each time the computer restarts, even if nobody logs on. | A service whose functionality is required during normal system operation. |
demand |
The service starts only when an administrator, application, or other request starts it. | Functionality needed only when a component asks for it. |
disabled |
The service cannot start until its configuration is changed. | Controlled troubleshooting or an intentionally unused component, after its role and dependencies are understood. |
delayed-auto |
The SCM starts it after other auto-start services and a short delay. | Services that should start automatically but do not need to compete with the earliest boot work. |
Microsoft’s sc.exe config documentation describes these values and their effect. If you change a service start type, the configuration normally takes effect on the next system start when the type requires boot-time processing.
Why delayed automatic is not a timer
Delayed automatic startup is often misunderstood as “start exactly one minute after boot.” It is not. The SCM waits until other auto-start services have been started and then applies a short delay, but Microsoft explicitly states that there is no specific time guarantee for when a delayed-auto service will start. The exact order also depends on dependencies and the work happening during that boot.

If software needs to respond to an event rather than run at every boot, a trigger-start service can be a better design. Microsoft’s automatic-start guidance explains boot-time service behavior and dependencies, while its service overview recommends trigger-start services where suitable.

How their lifecycles differ
Sign-in versus system boot
The decisive question is whether the work belongs to a user session. A startup app waits for that user to sign in. A service can start while Windows is still booting, before any account has signed in, and can remain active after a user signs out. A machine shared by several accounts may therefore run one service instance for the system while each account has its own startup-app behavior.
Interactive interface versus background operation
Startup apps are normally chosen because the user wants an application open or prepared. Services are intended for background work and are not a substitute for launching a graphical interface. A service may expose functionality to applications, listen for system events, or maintain a long-running process without presenting a window.
Who controls the launch
Settings and Task Manager provide per-app startup controls. The Startup folders provide a shortcut-based fallback. Services are recorded and started by the SCM, which also considers dependencies and service state. Consequently, disabling an app in Task Manager is not the same operation as disabling a service, and changing one does not change the other.
Which mechanism should software use?
Choose a startup app for a user-facing program
Use a startup app when the user explicitly wants an application available after sign-in: for example, a communication client, a work dashboard, or a utility that presents controls on the desktop. The user can turn that behavior on or off in Settings or Task Manager without changing the machine’s service infrastructure.

Choose a service for always-available background functionality
A service is appropriate when the capability must be available regardless of who is logged on. It is also the normal model for long-running background work that should recover or remain available independently of a desktop window. Service design must account for permissions, dependencies, failure handling, and the account under which the service runs.
Prefer trigger-start when an event is the real requirement
If the work is needed only after a defined system event, Microsoft recommends considering a trigger-start service instead of an unconditional auto-start service. This avoids starting a daemon on every boot when it has nothing to do. The exact trigger and supported service behavior depend on the software’s design.
Use Task Scheduler for delay-tolerant periodic work
For periodic jobs that can tolerate scheduling delays, Microsoft points to Task Scheduler’s automatic-maintenance model rather than a permanently running service. A scheduled task is a third lifecycle choice: it is neither a sign-in startup app nor a continuously available service.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does either one slow Windows down?
Startup activity can affect boot speed and overall responsiveness, but there is no universal number of seconds that every disabled item will save. Task Manager’s startup-impact category is based on the CPU and disk activity Windows observed for that application. Microsoft’s published thresholds are:
| Task Manager label | Published classification threshold |
|---|---|
| Low impact | Under 300 milliseconds of CPU time and under 292 KB of disk use. |
| Medium impact | Under 1 second of CPU time but over 300 milliseconds, or under 3 MB of disk use but over 292 KB. |
| High impact | Over 1 second of CPU time or over 3 MB of disk use. |
These are Task Manager classification thresholds documented by Microsoft in the startup-app guide. They are not a benchmark of total boot time and do not prove that disabling a particular app will improve performance by the same amount on every PC. A “Not measured” entry means Windows has no measurement to display, not that the app has no cost.
Best Value
Services do not receive an equivalent universal “startup impact” score in the cited documentation. An auto-start service may perform important work, wait on dependencies, or do very little at boot. Treat its role and startup behavior as the deciding evidence rather than assuming every service is a performance problem.
How to troubleshoot an unexpected launch or slow startup
1. Identify the launch context
First ask when the component appears. If it launches only after a particular account signs in and opens a window or tray icon, inspect Startup apps, Startup folders, and Run entries. If it starts before sign-in, remains active without a desktop session, or is listed as a service, investigate the SCM-managed configuration instead.
2. Check registered startup apps
- Open Settings > Apps > Startup and note the application’s toggle.
- Open Task Manager > Startup apps and check whether the same entry is enabled and whether an impact category is shown.
- If it is absent, press Windows key + R, inspect
shell:startupand, when appropriate, shell:common startupfor shortcuts. - Check documented Run registry locations only if the earlier locations do not explain the launch, and make a backup before editing.
3. Check service configuration without guessing
Use the Services management interface or another administrator-approved service-control tool to identify the service’s display name, startup type, dependencies, and current state. Do not change an unfamiliar service simply because it starts automatically. A service may support networking, security, storage, device access, or software you rely on, and disabling it can remove functionality or prevent another component from working.
4. Use a clean boot to isolate third-party conflicts
Microsoft’s clean-boot procedure is a diagnostic method, not a general optimization routine. It temporarily narrows the set of components that start:
- Open System Configuration (
msconfig). - On the Services tab, select the option to hide Microsoft services, then temporarily disable the remaining non-Microsoft services.
- Open Task Manager from the startup section and disable the relevant startup apps.
- Restart and test the symptom in the reduced environment.
- After the test, restore the normal configuration so required services and startup apps run again.
The procedure can temporarily remove functionality, so record what you changed and reverse it after diagnosis. Microsoft’s full instructions are in How to perform a clean boot in Windows.
Common mistakes to avoid
- Confusing “background” with “service.” A scheduled task, driver, background task, or user app may run without being a service.
- Assuming automatic means immediate. Auto-start services participate in boot ordering and dependencies; delayed-auto services have no fixed start-time guarantee.
- Disabling by name alone. Product names and abbreviated service names can be unclear. Identify the function and dependencies first.
- Using a service for a desktop window. If the goal is to open an interface for a signed-in user, configure the application as a startup app instead.
- Treating impact labels as promises. Task Manager’s categories describe measured CPU and disk activity, not a guaranteed boot-time saving.
- Leaving clean-boot settings in place. Diagnostic changes can prevent legitimate non-Microsoft functionality from loading until you restore the normal configuration.
Practical decision checklist
- Does the component need a user to be signed in? If yes, start with Startup apps or a Startup-folder shortcut.
- Must it be available before sign-in or for every account? Consider a service.
- Does it need to run only after a system event? A trigger-start service may fit better than auto-start.
- Is the work periodic and tolerant of delay? Evaluate Task Scheduler rather than an always-running service.
- Are you changing a setting to troubleshoot? Record the original value and restore it when testing ends.
- Are you trying to improve boot performance? Use Task Manager’s measured impact as a clue, not as a guaranteed savings calculation.
The bottom line
A startup app belongs to the user’s sign-in experience; a Windows service belongs to the system’s background lifecycle. Manage startup apps in Settings, Task Manager, or the appropriate Startup folder, and treat service start types as SCM configuration that can operate before sign-in, on demand, or in response to triggers. Once you identify which lifecycle a component actually uses, you can troubleshoot it without applying the wrong control or disabling a dependency that Windows needs.
