Windows on ARM explained: app emulation, drivers, and compatibility limits

Windows on Arm is compatible in layers, not with a single yes-or-no switch. Native Arm64 applications run directly. On Windows 11, x86 and x64 user-mode applications can run through emulation, while Windows 10 on Arm emulates x86 only. Drivers, print drivers, shell extensions, and other code that integrates with Windows still need the correct Arm64 build. An app can therefore open normally while a printer, scanner, plug-in, or hardware-accelerated feature it depends on does not work.

What “Windows on Arm” actually means

An Arm-based Windows PC uses an Arm64 processor rather than the x86-64 processors traditionally found in Windows desktops and laptops. The operating system itself, its kernel, and hardware drivers run as Arm64 code. Applications may be native Arm64, or they may have been compiled for x86 or x64 and run through Microsoft’s user-mode emulation layer.

That distinction matters because an application is more than its main executable. It may install a kernel driver, a user-mode print driver, a shell extension loaded into File Explorer, a plug-in injected into another process, or a service that expects x86 or x64 system components. Emulation can translate the application’s instructions, but it does not turn incompatible drivers or in-process components into Arm64 binaries.

Component What happens on Arm64 Windows Compatibility requirement
Native Arm64 application Runs directly on the processor Arm64 build from the publisher
x86 application Runs under emulation on Windows 10 and Windows 11 Must remain user-mode code; dependent components still need compatible builds
x64 application Runs under emulation on Windows 11; not supported by Windows 10’s Arm emulation layer Windows 11 and a supported Arm device
Kernel-mode driver Cannot be emulated Native Arm64 driver
User-mode print driver Cannot be emulated Native Arm64 print driver
Shell extension, input method, or assistive-technology DLL loaded into a Windows process Must match the architecture of the host process Arm64 or an architecture-compatible build supplied by the vendor

Microsoft’s Windows on Arm FAQ and troubleshooting guidance describe this boundary explicitly: emulation is for user-mode application code, not drivers. Treat “the app runs” as the beginning of a compatibility check, not its conclusion.

How app emulation works

Instruction translation and caching

Windows translates blocks of x86 instructions into Arm64 instructions while an emulated application runs. Translated blocks are cached so code that executes again can avoid repeating all of the translation work. This allows a conventional Windows application to launch without a separately compiled Arm version, but translation and compatibility layers add overhead that native Arm64 code does not have.

There is no universal performance penalty. Workload, processor, graphics path, memory pressure, and the application’s own architecture all affect the result. Microsoft describes native Arm applications as the best route to performance and battery life, while its public documentation does not provide one percentage that applies to every emulated program.

Windows version determines which apps can be emulated

Windows edition x86 applications x64 applications Important qualification
Windows 10 on Arm Supported through emulation Not supported through the Windows 10 Arm emulation layer Drivers and other architecture-specific components still require native Arm64 builds
Windows 11 on Arm before 24H2 Supported through emulation Supported through emulation Actual behavior also depends on the application and its dependencies
Windows 11 on Arm, version 24H2 Supported through emulation Supported through emulation Includes Microsoft’s Prism emulator on supported Arm devices

Do not apply the Windows 11 24H2 behavior to every Arm computer. Confirm the installed Windows version and whether the device is a supported Arm model before assuming x64 compatibility.

What Prism changes

Prism is the emulator included with supported Windows 11 Arm devices running version 24H2. Microsoft says it adds performance and CPU-use optimizations and is tuned for Qualcomm Snapdragon processors. Some Prism performance features require Snapdragon X-series hardware. Prism improves the emulation layer; it does not make an x86 or x64 driver installable, nor does it guarantee that every application feature will work.

Can I run x64 apps on Windows on Arm?

On Windows 11 on Arm, yes, x64 user-mode applications are supported through emulation, including on version 24H2 with Prism. On Windows 10 on Arm, Microsoft supports x86 application emulation only. In either case, an x64 application that relies on an x64 driver, shell extension, plug-in, or hardware component can still lose features or fail to install.

Check the publisher’s system requirements for the exact Windows release, not just the processor label. A program that launches may still have problems with licensing services, add-ins, device discovery, low-level capture, anti-cheat modules, or other components outside its main executable.

Are drivers supported by emulation?

No. Microsoft states that kernel-mode drivers and user-mode print drivers for Arm64 Windows must be native Arm64 binaries. An x86 or x64 installer cannot be executed to install an Arm64 driver. Microsoft Learn summarizes the rule directly: “Note that emulation only supports user mode code and doesn’t support drivers.”

Why an application can open while its feature does not

Suppose an x86 scanner utility starts under emulation. Its scan function may still depend on a kernel driver or a vendor service. If that component has no Arm64 build, the utility can display its interface but fail when it tries to detect the scanner. The same pattern appears with audio interfaces, VPN clients, backup filters, gaming anti-cheat systems, virtualization tools, and other products that integrate below ordinary user-mode application code.

Code loaded into Windows processes

Microsoft also calls out DLLs that load into Windows processes. Shell extensions, input method editors, and assistive-technology components are examples. They must match the architecture of the process that loads them; an x86 extension cannot simply be emulated inside an Arm64 Windows process. Dynamic-code generation can be another blocker, depending on how the application produces and executes code.

Graphics and API considerations

Microsoft’s troubleshooting guidance says x86 applications using DirectX 9, DirectX 10, DirectX 11, or DirectX 12 work on Arm in the described Windows-on-Arm environment. OpenGL applications can require more investigation. If a program offers a DirectX rendering mode, Microsoft recommends trying that mode when OpenGL causes launch or rendering problems. This is an application-specific workaround, not a guarantee that every OpenGL feature will behave identically.

Graphics compatibility also depends on the Arm64 display driver supplied for the device. A game or creative application may launch through emulation while a particular capture, overlay, plug-in, or acceleration path remains unavailable.

Will my printer work on an Arm PC?

Possibly, but verify the printer model and the installation method separately. Microsoft Support warns that some printer-vendor software installers do not work when the software lacks Arm support. Windows may still be able to add the printer using its built-in settings path.

Printer and peripheral checklist

  • Look for an Arm64 driver or an explicit statement that the device supports Windows on Arm.
  • Check whether the vendor’s installer is Arm-compatible; an x86 or x64 installer cannot install an Arm64 driver by emulation.
  • Try Settings > Bluetooth & devices > Printers & scanners > Add device when the vendor package fails.
  • Test scanning, duplex printing, status monitoring, firmware updates, and other features you actually use; basic printing alone is not proof that the full utility works.
  • Apply the same checks to docks, audio interfaces, cameras, smart-card readers, storage adapters, and specialist USB equipment.

Peripheral support can change as vendors release new packages. Check the manufacturer’s current support page for your exact model and Windows version before replacing a working computer.

A practical compatibility check before you buy or upgrade

  1. Record the exact environment. Note the PC’s processor family, Windows edition, Windows version, and whether it is Windows 10 or Windows 11 24H2. Emulation capabilities differ by version and device.
  2. List essential applications. Include accounting, engineering, creative, communications, security, gaming, and line-of-business software. For each, identify whether the publisher offers Arm64, x64, or x86 builds.
  3. Map dependencies. Ask whether the application installs a driver, background service, shell extension, plug-in, licensing component, anti-cheat module, or code that runs inside another Windows process.
  4. Check peripherals by model. Confirm Arm64 driver and installer support for every printer, scanner, dock, audio device, camera, and specialist accessory that is essential to your work.
  5. Test real workflows. Open files, print and scan, connect devices, use plug-ins, export projects, sign in to protected services, and exercise hardware acceleration. A successful launch is only one test.
  6. Ask the vendor about unresolved blockers. Request the supported Windows-on-Arm configuration and the expected fix if a driver or plug-in is still x86 or x64 only.

Troubleshooting an app that runs badly or loses features

1. Find a native build first

Check the publisher for an Arm64 release or a newer installer that detects Arm Windows. Native code avoids emulation and is generally Microsoft’s preferred path for performance and battery life.

2. Isolate the dependency

Reproduce the failure with optional plug-ins, shell extensions, hardware devices, and background services disabled where the vendor permits it. If the basic application works but a device or extension does not, the missing Arm64 component is a more likely cause than the main executable.

3. Review Prism’s per-app controls

Windows provides app-specific Prism emulation settings. Microsoft’s guidance describes stricter presets and individual controls affecting multi-core behavior, translation caching, hybrid execution, self-modifying-code handling, and exposed CPU features. A setting that increases compatibility in one application can reduce performance or create instability in another.

Change one setting at a time, record the original value, and retest the exact failing workflow. Microsoft warns that changing these options can cause crashes or prevent an application from launching, so treat them as troubleshooting tools rather than guaranteed fixes. Restore the defaults if behavior worsens.

4. Update Windows and vendor packages

Install current Windows updates and the latest Arm64 device drivers from the hardware vendor. Do not assume that a newer x86 installer will solve a driver problem; the package itself must provide an Arm64 driver where one is required.

Why update my app to Arm when x64 and x86 are both supported via emulation on Windows 11?

Emulation widens the catalog of applications that can run, but a native Arm64 build removes translation overhead and can improve performance, responsiveness, and battery life. It also gives the publisher a supported place to address Arm-specific graphics, power-management, security, and device behavior instead of relying on compatibility layers.

Full Arm64 port

A full port recompiles the application and its components for Arm64, then validates installers, plug-ins, drivers, services, graphics paths, and third-party libraries on Arm hardware. This is the clearest route when the product must deliver predictable performance or deep hardware integration.

Incremental migration with Arm64EC

For Windows 11, Microsoft’s Arm64EC technology allows Arm64EC code and x64 code to interoperate in the same process. Arm64EC portions run natively, while remaining x64 portions continue to use Windows emulation. Teams can therefore move performance-sensitive or frequently changed modules first instead of converting a large application in one release. Every dependency still needs an architecture plan, and kernel-mode drivers remain required to be native Arm64.

Choosing an Arm PC for a specific workflow

Decision axis What to verify Why it matters
Windows release Windows 10, Windows 11, or Windows 11 24H2 Determines whether x64 emulation is available and whether Prism is included
Application architecture Native Arm64, x64, or x86 Native code avoids emulation; x64 and x86 depend on the Windows version and workload
Dependencies Drivers, services, shell extensions, plug-ins, and injected DLLs These components may need native Arm64 builds even when the main app launches
Peripherals Exact model, Arm64 driver, and installer path Vendor packages can fail independently of the application
Performance target Battery-sensitive mobile work versus sustained heavy workloads Microsoft describes native Arm64 as the best performance and battery path; no single benchmark applies to all emulated apps
Developer strategy Full Arm64 port or Arm64EC migration Arm64EC enables staged conversion on Windows 11 while x64 modules remain emulated

Windows on Arm is a strong fit when your essential software is native Arm64 or well-tested under emulation and your devices have Arm64 drivers. It is a riskier choice when your workflow depends on proprietary drivers, old shell extensions, specialist peripherals, or installers that vendors no longer maintain.

Keeping the answer current

Compatibility is version- and vendor-dependent. Microsoft’s emulation documentation was updated on November 7, 2025, and its Prism settings guidance on May 12, 2025; Windows releases and peripheral support can change after those dates. Before a purchase or migration, recheck the exact Windows build, device model, application release, and driver package rather than relying on a general statement that an app “runs on Arm.”
