Windows Dev Drive vs. NTFS: Which Is Better for Games?

For a normal Windows game library, NTFS is the better default. Dev Drive is a ReFS-based volume designed for developer workloads, and the available Microsoft evidence does not show that installing games on it improves loading times, frame rates, or stutter. Choose Dev Drive when you also need a dedicated place for source trees, package caches, and build output—not as a presumed gaming upgrade.

What you are actually comparing

“Dev Drive versus NTFS” sounds like a simple filesystem comparison, but a Dev Drive changes more than the on-disk format. NTFS is the standard Windows filesystem used for the system volume and, by default, most non-removable drives. A Dev Drive is a separate storage-volume feature built on Microsoft’s ReFS filesystem, with optimizations and configurable security behavior intended for development scenarios.

That distinction matters because a gaming result could come from several variables at once: ReFS, the physical SSD or hard drive, Windows file-system behavior, Microsoft Defender’s Dev Drive performance mode, trust and filter settings, cache state, or the game itself. A result from one configuration cannot automatically be attributed to ReFS or generalized to every game.

NTFS in practical terms

NTFS is the conventional choice for Windows installations and data volumes. It has the broadest history with Windows software, launchers, backup utilities, mod managers, and tools that expect ordinary Windows volume behavior. If your priority is installing games and having them work with the fewest special considerations, NTFS is the straightforward option.

Dev Drive in practical terms

Dev Drive is a ReFS volume exposed as a Windows feature for “key developer scenarios,” in Microsoft’s wording. Its purpose is to improve workflows that repeatedly create, read, modify, scan, and copy large numbers of development files. Typical examples include source repositories, dependency and package caches, intermediate build files, and generated artifacts.

It is not a generic “gaming mode,” and Microsoft does not describe it as a gaming filesystem recommendation. A Dev Drive can contain game files, but the fact that Windows permits that use does not establish that games run better there.

Does Dev Drive make games load faster?

No reliable general conclusion can be made from the available evidence. Microsoft’s published Dev Drive performance result is a development-build result, not a game-loading test. The Windows Developer Blog reported up to 30% better overall build times in 2023 compared with then-current Windows 11 22H2. “Build times” means compiling and assembling software; it does not mean a game reaches its menu or playable state 30% faster.

Microsoft’s game-development guidance explains that opening files can create meaningful overhead in some game designs and recommends efficient file-access patterns. That guidance is for developers designing a game’s I/O behavior. It does not compare a finished game installed on a ReFS Dev Drive with the same game installed on NTFS.

The available material contains no direct, controlled Dev Drive-versus-NTFS gaming benchmark from Microsoft or another suitable authority. Therefore, claims that Dev Drive universally cuts loading times, removes traversal stutter, or makes texture streaming faster are unproven. A particular title might behave differently on a particular machine, but that would be a game-and-system-specific observation rather than a filesystem rule.

Why loading performance is difficult to generalize

  • Storage hardware often dominates. Moving a game between a hard drive and a fast NVMe SSD can produce a large change; changing filesystems on the same device may produce a much smaller or unmeasured one.
  • Games use different I/O patterns. A title that reads a few large archives behaves differently from one that opens many small assets or streams data continuously.
  • Compression and decompression matter. Modern games may spend time unpacking data on the CPU, so filesystem overhead is only part of the loading path.
  • Caches change each run. A warm-cache launch can be substantially different from a cold launch after a reboot or cache-clearing procedure.
  • Security configuration changes the test. Defender scanning and Dev Drive performance mode can alter file-access overhead independently of the filesystem label.

Does ReFS improve FPS or reduce stutter?

There is no evidence here that installing a game on Dev Drive raises average FPS, improves one-percent lows, or prevents stutter. Frame rate after a level has loaded is primarily governed by the graphics processor, processor, game engine, drivers, memory, and in-game settings. Storage can matter when a game streams assets during play, but the available sources do not show that ReFS Dev Drive produces a repeatable advantage for that scenario.

Loading time and frame rate must be measured as separate outcomes. A setup could show a different launch time while producing identical in-game performance, or show no loading difference but vary because of unrelated background activity. Treating one as proof of the other is a testing error.

What the 30% build-time figure does—and does not—mean

The “up to 30%” number comes from Microsoft’s Windows Developer Blog in 2023 and compares overall software build times with then-current Windows 11 22H2. It describes a development workload under the conditions Microsoft tested. It is not a promise for every project, every Dev Drive, or any game.

Build systems repeatedly touch large file trees, temporary outputs, dependency caches, and generated files. Those access patterns are exactly the class of workload Dev Drive targets. A game library that mostly reads already-built archives during launch has a different access pattern. Applying the build figure to game loading would therefore go beyond what Microsoft measured.

How Defender settings change the comparison

Dev Drive includes a security-performance choice that NTFS volumes do not have in the same form. Microsoft Defender performance mode is designed to reduce the scanning impact for files on designated Dev Drives. Microsoft says the mode requires a Dev Drive and that real-time protection remains turned on. Microsoft also says this mode does not change standard real-time protection on NTFS volumes.

Performance mode is not the same as turning protection off

Windows can also be configured with trust and filter settings that remove antivirus filters from a Dev Drive. Microsoft cautions that a volume running without those filters is not covered by standard security scans and says users should exercise extreme caution. Removing filters solely to chase a presumed gaming gain is not a routine recommendation: it trades security coverage for an improvement that has not been demonstrated for games.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Keep real-time protection enabled unless you have a documented administrative reason not to.
  • Record whether Defender performance mode was enabled when comparing volumes.
  • Do not compare an NTFS volume with normal scanning to a Dev Drive whose filters were removed and then call the result a filesystem comparison.
  • Remember that downloaded mods, installers, scripts, and unofficial patches introduce security risk regardless of the filesystem.

Compatibility questions before moving a game library

NTFS has the safer compatibility profile because it is Windows’ normal filesystem. Dev Drive is supported by Windows as a ReFS-based volume, but the sources do not establish that every launcher, anti-cheat component, mod tool, backup application, or game supports every Dev Drive configuration.

Before moving a library, check the specific launcher and game documentation for supported volumes and installation restrictions. Keep enough free space on an NTFS volume to move a title back if an update, mod manager, or verification step fails. Do not assume that a game’s ability to read files from one Dev Drive means every related tool will behave identically.

WSL and Linux permission metadata

If the same files are accessed through Windows Subsystem for Linux, there is an important limitation. Microsoft says ReFS does not support WSL’s metadata mount option. Workflows that depend on Linux permission metadata should use NTFS or the WSL virtual disk instead of placing those files on ReFS Dev Drive.

ReFS block cloning

Microsoft documents ReFS block cloning on Dev Drive beginning with Windows 11 24H2 and Windows Server 2025. Block cloning can make qualifying copy operations faster by reusing data blocks rather than rewriting all data. That is useful for suitable development or file-management workflows, but it is not evidence that a game will load faster or deliver higher FPS.

Should you move a Steam or other launcher library to Dev Drive?

For gaming alone, there is no evidence-based reason to move a working library from NTFS to Dev Drive. The move introduces a compatibility check and a new security configuration without a demonstrated gaming return.

A move can be reasonable when the volume already serves a mixed purpose: for example, a developer may keep a project tree, package cache, build outputs, and a small test-game installation on the same dedicated Dev Drive. In that case, the development workload is the reason for the volume; the game is simply another workload. Keep a separate NTFS library when gaming is the main purpose or when you want the least complicated setup.

How to run a fair personal test

If you want an answer for one game on one PC, test it as an experiment rather than relying on a filesystem label. The physical device, Windows build, game build, cache state, and Defender configuration must be controlled.

  1. Use the same physical storage device. Create or use an NTFS volume and a Dev Drive on the same SSD when possible. Testing different drives measures drive differences as well as filesystem differences.
  2. Record software versions. Write down the Windows edition and build, game version, graphics-driver version, launcher version, and whether the game uses any texture or shader cache.
  3. Keep files identical. Use the same game build, settings, mods, and language files. Do not compare a freshly installed copy with a heavily patched one.
  4. Document security state. Record whether Defender real-time protection is on, whether Dev Drive performance mode is enabled, and whether any trust or filter setting differs between volumes.
  5. Separate cold and warm runs. Define a cold run, such as launching after a reboot, and a warm run, such as launching again without clearing caches. Do not mix the two categories.
  6. Repeat each condition. Run enough repetitions to see variability rather than reporting the fastest attempt. Keep the same route through menus and the same save or level.
  7. Measure loading separately. Record the time from the same launch event to the same ready state. Report median and range if possible, not just a single best value.
  8. Measure gameplay separately. Use the same scene, resolution, graphics settings, and test duration for frame-rate measurements. Report average FPS and lows independently from load times.
  9. Check for failures. Verify files, launch the game after updates, test saves and mods, and confirm that the launcher still recognizes the installation.
  10. Repeat after a major change. A Windows update, game patch, Defender policy change, or driver update can invalidate an earlier comparison.

Do not present a small difference from one machine as a universal Dev Drive benefit. A useful report names the hardware and software, distinguishes cold from warm cache, states the Defender configuration, and gives the number of repeated runs.

Common mistakes and what to do instead

“Microsoft says 30%, so my games should load 30% faster.”

The 30% result concerns development build times. Use it only when evaluating a development workload, not as a gaming forecast.

“ReFS automatically means higher FPS.”

FPS was not measured in the cited Dev Drive evidence. Benchmark frame rate directly if that is the question.

“I disabled antivirus filters and the game felt faster.”

That change also removed standard scanning coverage from the volume. Restore a protected configuration unless you have a managed, documented security plan, and do not treat the observation as proof that ReFS is faster.

“Every tool that works on Windows will work on Dev Drive.”

Dev Drive is intended for specific developer scenarios, not universal compatibility. Check the requirements of your launcher, anti-cheat software, backup tool, mod manager, and WSL workflow before migrating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Block cloning proves game installs and loads are faster.”

Block cloning, documented for Windows 11 24H2 and Windows Server 2025, concerns qualifying copy operations. It does not measure game startup or rendering performance.

A practical setup strategy

If you develop software and play games on the same PC, separate the purposes instead of forcing one volume to do everything.

  • Keep Windows and general-purpose applications on the normal NTFS system volume.
  • Create a Dev Drive for source repositories, package caches, intermediate files, and build output when your Windows edition and hardware support it.
  • Keep a game library on NTFS unless a specific, tested workflow gives you a reason to place a title on the Dev Drive.
  • Back up saves and project files independently of the filesystem choice.
  • After creating a Dev Drive, verify that your development tools, launcher, and security policy work before moving irreplaceable data.

This arrangement lets Dev Drive serve the workload Microsoft designed it for while preserving NTFS’s conventional role for general Windows storage and games.

Final decision

Choose NTFS for an ordinary Windows game library. Choose Dev Drive when you have a genuine development workload that benefits from a dedicated ReFS volume and you understand its Defender and compatibility settings. Current evidence does not establish faster game loading, higher FPS, or less stutter on Dev Drive, so moving games should be treated as an experiment or convenience—not a guaranteed performance upgrade.
