When a Windows 11 AI feature is missing, start by separating two causes: the PC may not meet that feature’s hardware requirements, or the feature may be disabled by a privacy control, security prerequisite, app version, language, or region. A Copilot+ PC is a hardware class—not a switch that can be enabled in Settings—and Microsoft defines it around an NPU capable of more than 40 trillion operations per second (TOPS). Check the exact feature and your Windows build before considering a replacement computer.
First identify the feature and Windows version
“Windows AI” is not one product with one requirement. Recall, Click to Do, Windows Studio Effects, and Paint’s AI tools have different hardware, account, storage, security, and availability rules. A feature can also roll out differently by device model, language, or region.

- Write down the exact feature name and what is missing. “Recall is not listed,” “Click to Do will not open,” and “Studio Effects has no background option” point to different checks.
- Open Settings > System > About and record the Windows edition, version, and build. Then run Settings > Windows Update > Check for updates.
- Note your PC’s exact model, processor, RAM, storage capacity, and available free space. Use the manufacturer’s specification page or the documentation supplied with the computer to confirm whether it has an NPU and its TOPS rating.
- Record the language and region configured in Windows. Microsoft says some AI experiences vary by language and region, so a missing feature is not automatically a hardware failure.
Understand what Copilot+ PC eligibility means
Microsoft describes Copilot+ PCs as Windows 11 devices with an NPU exceeding 40 TOPS. The NPU is a dedicated processor for local AI workloads. It is part of the hardware design; installing an update or changing a privacy setting cannot add the required NPU to an older computer.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
That threshold applies only where Microsoft lists Copilot+ hardware for the named feature. Do not assume that every Windows AI control requires a Copilot+ PC. Windows Studio Effects, for example, has a smaller set of effects that Microsoft says can work on devices below 40 TOPS when an NPU is present.

If the specification for your exact model does not show an NPU or the required TOPS level, do not spend time looking for a hidden toggle. If the hardware qualifies, continue with the feature’s controls and software prerequisites below.
Why Recall may be missing or unable to save snapshots
Check the complete Recall hardware and storage checklist
Recall has more conditions than processor eligibility. Microsoft lists a Secured-core Copilot+ PC, a 40 TOPS NPU, 16 GB of RAM, and 256 GB of storage capacity. You must also have at least 50 GB of free space when enabling it. Saving pauses automatically if free space falls below 25 GB, so a drive that once qualified can later stop recording as it fills.
- Encryption: Device Encryption or BitLocker must be available and enabled.
- Sign-in protection: Windows Hello Enhanced Sign-in Security must be supported, with a biometric sign-in option such as facial recognition or a fingerprint.
- Operating system: Install current Windows updates; AI components can be serviced independently of major Windows feature updates.
Turn snapshot saving on deliberately
Snapshot saving is opt-in. Microsoft’s Recall documentation states, “Windows will ask for your permission before saving snapshots.” To enable it, open Settings > Privacy & security > Recall & snapshots, or approve the prompt the first time you open Recall. Windows Hello authentication is required for access.
Use Recall’s privacy controls instead of disabling the whole feature
From the Recall settings page you can pause saving, turn it off, delete snapshots, and filter particular apps or websites. Add an installed app to the filter list when its content should never be captured. Microsoft says sensitive-information filtering is enabled by default and runs on the device; information identified as potentially sensitive is not saved as a snapshot.

Microsoft says snapshots and their contextual information are encrypted and stored locally. No internet or cloud connection is required to save or analyze them, and Microsoft says Recall does not share snapshots or related data with Microsoft or third parties. That does not mean that Windows sends no telemetry at all: Microsoft notes that some diagnostic data may be provided depending on your privacy settings.
Why Click to Do will not open
Confirm the device and processor requirements
Click to Do’s documented baseline is a Copilot+ PC or an eligible Cloud PC with a 40 TOPS NPU, 16 GB of RAM, eight logical processors, and 256 GB of storage. Features can differ by language and region. If your model has no qualifying NPU, the control cannot be enabled through Settings.
Check its dedicated switch
Open Settings > Privacy & security > Click to Do and make sure the feature is on. A policy or previous privacy choice can disable it even when the hardware qualifies.

Understand what leaves the PC
Click to Do begins analyzing the screen only when you actively open it, and that analysis is performed locally. An action you choose can have a different data path: web search or visual search sends the selected content to the online provider used for that action. Local screen analysis therefore does not mean every optional action is offline.

Why Windows Studio Effects are unavailable
Verify the NPU and updates
Studio Effects requires an NPU and current Windows updates. If the Studio Effects controls are absent, first confirm that your model actually includes an NPU rather than assuming the camera is defective.
Look in all three supported locations
- Open Quick Settings from the taskbar and select the camera or Studio Effects control.
- Go to Settings > Bluetooth & devices > Cameras and choose the connected camera.
- Open the Windows Camera app and check its effects controls.
Microsoft lists compatible third-party cameras as supported. A camera can therefore work for ordinary video while its AI effects remain unavailable because the NPU, Windows build, or particular effect does not qualify.
Account for performance tiers
Higher-performance hardware may be needed for the full effects set. Microsoft identifies background effects, standard eye contact, automatic framing, and voice focus among the effects that may be available on devices below 40 TOPS, provided an NPU exists. Missing one advanced effect is not proof that all Studio Effects are unsupported.
Why Paint’s AI tools are missing or failing
Update Paint separately from Windows
Microsoft requires the latest Paint app from the Microsoft Store for its Copilot+ features. Open the Microsoft Store, select Library, and install any pending Paint update, then restart Paint. Windows Update and Store app updates are separate checks.

Check account and network prerequisites
The documented Paint image features also depend on signing in with a Microsoft account and having internet access to the cloud safety services Microsoft describes. A qualifying PC can therefore show the app without allowing a particular tool when you are signed out or offline.
Watch for processor-specific limitations
Some Paint features are not universal across Copilot+ processors. Microsoft documents Generative Fill as limited to Snapdragon-powered Copilot+ PCs on its current feature page. Treat a missing tool on another Copilot+ processor as a documented limitation until Microsoft changes that requirement, not as evidence that your installation is broken.

Copilot+ AI components can be serviced independently from core Windows feature updates.
- Update the relevant app: For Paint, use the Microsoft Store Library. For camera effects, update the camera or conferencing app if it supplies its own camera pipeline.
- Confirm the feature switch: Check Recall & snapshots or Click to Do under Settings > Privacy & security. Check Studio Effects through Quick Settings, Cameras settings, and Camera.
- Check storage and security: For Recall, verify 50 GB free space before enabling, encryption, Windows Hello Enhanced Sign-in Security, and a biometric credential. Free space below 25 GB will pause saving.
- Check account and connectivity: Paint’s documented safety-service workflow needs Microsoft-account sign-in and internet access. Do not infer the same requirement for Recall snapshot analysis, which Microsoft says can run without internet.
- Check language and region: Click to Do and other experiences can vary by language or region. A regional rollout issue requires waiting for availability or using a supported configuration, not replacing the PC.
- Test after a clean restart: Close the feature and its host app, restart Windows, and test again. This distinguishes a pending update or service restart from a persistent eligibility problem.
Decide whether the problem is hardware or configuration
| What you observe | Most useful next check | Likely interpretation |
|---|---|---|
| No NPU or TOPS information for the model | Verify the exact manufacturer specification | The feature may require hardware your PC does not have |
| Qualifying NPU, but the feature is absent from Settings | Install Windows updates and check language, region, and feature rollout | Software availability or configuration is more likely than a failed component |
| Recall appears but will not save | Check opt-in status, 50 GB free space, encryption, and Windows Hello biometrics | A prerequisite or privacy control is blocking saving |
| Studio Effects has some controls but not others | Check the effect’s performance tier and camera compatibility | Individual effects can have higher hardware requirements |
| Paint tool is present but errors online | Update Paint, sign in, and restore internet access | App, account, or safety-service dependency |
When buying another PC is justified
Hardware replacement should be the last step, after the exact feature requirement and your model’s specification have been confirmed. If the feature genuinely requires Copilot+ hardware and your current computer lacks the NPU or TOPS level, look for a Copilot+ PC laptop whose published specifications match the requirement rather than relying on a marketing label alone.
Compare candidate computers on these points:
- The exact NPU/TOPS requirement for the feature you intend to use.
- RAM and storage capacity, plus free space—especially the 16 GB RAM, 256 GB capacity, and 50 GB free-space conditions for Recall.
- Support for Device Encryption or BitLocker and Windows Hello Enhanced Sign-in Security with a biometric option.
- Processor-specific restrictions, such as Paint features documented only for Snapdragon-powered Copilot+ PCs.
- The Windows edition, current build, and ability to receive Windows and Microsoft Store updates.
- Language and regional availability for the features you need.
Before spending money, collect the exact PC model, Windows version and build, feature name, and any error message. Those details let support determine whether the limitation is eligibility, rollout, privacy, or a repairable software fault.
Quick Recap
Quick privacy and safety checklist
- Recall saving is off until you opt in.
- Use Windows Hello before opening Recall snapshots.
- Pause, disable, filter, or delete snapshots from Recall settings whenever needed.
- Leave sensitive-information filtering enabled unless you have a specific reason to change it.
- Remember that Click to Do’s local analysis is distinct from optional web or visual searches that transmit selected content.
- Review Windows diagnostic-data settings separately; local snapshot storage does not eliminate all possible diagnostics.
