Windows AI agent permissions explained: what access controls do and don’t protect

Windows AI-agent permissions are boundaries, not a safety guarantee. In Microsoft’s documented Copilot Actions preview, an agent runs under a separate standard Windows account in a contained workspace. It can reach a limited set of known folders and resources available to all accounts; access beyond that scope requires authorization. Those controls reduce what the agent can touch, while monitoring, takeover and occasional approval prompts add human oversight.

They do not ensure that the model follows instructions correctly. Malicious text in a document or on a web page can attempt cross-prompt injection, and a separate local account does not determine what the agent may do through Microsoft 365 or another cloud API. To understand the real boundary, evaluate Windows identity, local resource permissions, application execution controls and cloud authorization separately.

What “agent permissions” actually cover

An AI agent may perform several kinds of work at once: read files, operate a graphical interface, launch programs, call cloud services and change data. No single permission switch governs all of those activities. Think of the control stack as separate layers.

Windows identity

The account attached to a process determines which files, registry locations, devices and other operating-system resources it can access. In the Copilot Actions design documented by Microsoft, the agent uses a separate standard account rather than the signed-in person’s normal account. A standard account cannot automatically perform administrator-only operations.

Workspace and runtime containment

An agent workspace is a separate environment in which the agent operates. Microsoft describes its preview workspace as having its own desktop and limited visibility into the human user’s desktop activity. This reduces accidental interference, but containment is not the same as proving that every model decision is safe.

Resource permissions

Windows access-control lists (ACLs), folder permissions and application-specific rules decide whether that account can read or modify a particular resource. A folder being on the same PC does not make it available to every account. Conversely, a folder that is readable by all local accounts can remain reachable even when the agent is isolated from the user’s profile.

Cloud and API authorization

Microsoft 365, line-of-business systems and third-party services apply their own tokens and permission scopes. A local agent account does not automatically restrict those cloud grants. An agent could have narrow Windows access but broad application permissions, or broad local access while having no permission to a particular cloud service.

Execution and elevation controls

Application-control policies determine which programs and drivers may run. Administrator-protection features can require a user to approve an elevation request. These controls help prevent unauthorized software execution or privilege escalation; they do not say which business records an agent is allowed to read.

How the documented Windows 11 Copilot Actions preview works

Microsoft’s Windows 11 security book – Agentic security describes Copilot Actions as an experimental preview. It is disabled by default in the described experience, and Microsoft says more granular controls are needed before broader availability. Settings, supported editions and behavior may change, so do not treat this preview as a promise about every Windows 11 installation.

A separate standard account is created for agent work

When a user enables the agent workspace, Windows provisions an agent account. Copilot Actions runs under that standard identity instead of the person’s everyday account. This creates a useful boundary: the agent does not inherit every file permission, saved credential and personal setting associated with the human account.

Known folders are limited, not empty

During the experimental preview, Microsoft says the agent can access a limited set of the user’s local known folders, such as Documents, Downloads, Desktop and Pictures, plus resources accessible to all accounts on the system. “Limited” therefore does not mean “no personal data.” Files placed in those locations may be in scope, subject to the permissions applied to the agent account.

Other locations need authorization

Access outside the listed folders is not automatically granted. The documented design requires user authorization for out-of-scope resources, with Windows ACLs helping enforce the boundary. An authorization request should be treated as a decision about a specific data set and operation, not as a harmless technical prompt: granting a whole project directory is materially different from granting one read-only file.

Monitoring and takeover are available

Microsoft says users can monitor agent activity and take control of the workspace. The agent might also request additional approval for sensitive actions. “Might” matters: the documentation does not promise a confirmation dialog for every consequential step. Continue watching the workspace when the task can send messages, delete data, install software or disclose confidential information.

What these controls protect well

They limit inherited user privileges

Running under a separate standard account prevents automatic inheritance of the user’s private profile permissions and administrator rights. If a user can access a restricted payroll folder but the agent account cannot, the agent normally cannot read that folder without an explicit grant.

They reduce workspace interference

A contained desktop lowers the chance that an agent will accidentally click through the user’s active session or alter an unrelated application window. It also gives the user a defined place to observe and interrupt work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

They make resource grants reviewable

Known-folder limits and authorization for additional locations create checkpoints. Administrators can use ACLs and service-level permissions to make a grant read-only, constrain it to a directory or remove it later. Those controls are most effective when permissions are narrow and tied to a documented task.

They add a second line of defense against unauthorized software

Application Control for Business can restrict which applications and drivers run, while administrator protection can require approval before elevation. If an agent attempts to launch an unapproved executable or obtain administrator rights, those policies may block it or put the decision in front of a user or administrator.

What permissions do not protect

Prompt injection and hostile content

Permissions constrain the operations available to an agent; they do not guarantee that the model interprets instructions safely. Microsoft warns that cross-prompt injection (XPIA) can occur when malicious content embedded in a user interface or document overrides agent instructions. The documented consequence can include unintended actions such as data exfiltration or malware installation. A file that the agent is legitimately allowed to read can therefore contain instructions designed to manipulate the agent.

For example, an agent authorized to summarize downloaded invoices may encounter text telling it to upload all documents to an external site. The account boundary may prevent access to unrelated folders, but it cannot by itself make the model distinguish trusted invoice content from an adversarial instruction.

Incorrect or unexpected model decisions

An agent can misunderstand an ambiguous request, choose the wrong file, make an irreversible edit or repeat an action. Least privilege reduces the blast radius; it does not supply correctness. Use reversible operations, separate drafts from sends and require a human check for high-impact outcomes.

Every approval prompt

The preview documentation says sensitive actions might request additional approval. Do not design a process that assumes each email, deletion, purchase or upload will pause for confirmation. Put policy controls and workflow gates in the service itself where a missed prompt would have serious consequences.

Cloud permissions granted elsewhere

A Windows ACL cannot revoke a Microsoft Graph token, a CRM role or a third-party API key. If an agent’s backend identity has application-wide access, the agent may act on records that the interactive user could not see. Review local and cloud grants as two separate authorization paths.

Delegated versus app-only access for enterprise agents

Microsoft’s guidance on AI-agent access patterns distinguishes two common models. The safer default for user-owned data is delegated access, while app-only access is reserved for genuinely autonomous work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision point Delegated access App-only access
User context Acts on behalf of a signed-in user. Runs without a signed-in user, under an application identity.
Typical scope Usually limited by the user’s existing permissions. Can span resources granted to the application, potentially across many users.
Consent and administration May involve interactive user consent and administrator policy. Normally requires administrator-granted application permissions and service configuration.
Best fit Interactive work with a person’s mail, files or records. Scheduled or background processing that must continue when no person is present.
Risk control Downstream services can enforce the user’s current rights. Requires narrow scopes, resource-specific restrictions and regular review.
Revocation Remove consent, disable the user or change the user’s access. Revoke the application grant, credential or assigned resource scope.

Do not use a backend identity merely to bypass a user’s denied access. For autonomous tasks, grant only the smallest useful resource set and distinguish read, create, modify, delete and send operations.

A least-privilege design process

  1. Write the task in operational terms. List the exact data sources, actions and frequency. “Process invoices” is too broad; “read new PDF invoices in one folder, extract fields and create a draft record” is testable.
  2. Choose the identity deliberately. Use delegated access when a person is present and the task concerns that person’s data. Use app-only access only when the job must run independently, and document why no user context is available.
  3. Separate read from write. Start with read-only access. Let an agent prepare a draft email or proposed database change without granting send, delete or publish permission. Add each write capability only after the draft workflow is verified.
  4. Constrain local folders. Keep sensitive material outside the known folders used by the preview where practical. For any additional Windows location, grant the agent account only the specific directory and access mode required.
  5. Constrain cloud resources. Prefer resource-specific assignments over tenant-wide application scopes. Record which APIs, sites, mailboxes or libraries are included and who approved them.
  6. Protect credentials and tokens. Do not place long-lived secrets in documents the agent can read. Use the identity and secret-management facilities approved by your organization, and rotate or revoke credentials when the task changes.
  7. Define human checkpoints. Require review before external communication, destructive changes, financial transactions, permission changes or disclosure of regulated data. Do not rely solely on an optional agent prompt.
  8. Log and rehearse revocation. Record authorizations, tool calls and resulting changes. Test how quickly you can disable the agent account, revoke API consent and remove folder access.
  9. Test hostile inputs. Include documents and web pages containing fake instructions, links and requests for secret disclosure. Confirm that the agent treats them as untrusted content and that policy controls block unsafe tool calls.

What Microsoft Entra Agent ID changes

Microsoft Entra Agent ID adds organizational identity and authorization governance for agents. Microsoft’s authorization documentation, last updated June 12, 2026, says selected high-privilege Entra roles and Microsoft Graph permissions are blocked for agent identities. Examples listed by Microsoft include Global Administrator, User Administrator, User.ReadWrite.All and RoleManagement.ReadWrite.All.

Blocking those particularly powerful grants lowers the risk of an agent becoming a tenant-wide administrator, but it is not a complete permission model. Lower-scope grants may still be available, and Microsoft can change the allowed and blocked lists. Verify the live authorization documentation and your tenant’s configuration before deployment. An agent with a permitted, narrower role can still expose sensitive data if its resource scope is too broad.

Where application control and administrator protection fit

Application Control for Business governs which applications and drivers Windows will permit to run. It is useful for preventing an agent from launching unapproved software, including tools that could copy data or establish persistence. Administrator protection addresses elevation: a user may be asked to approve an operation that needs higher Windows rights.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither control answers the question “May this agent read the customer database?” That decision belongs in Windows file permissions, the database’s authorization model and the cloud API’s scopes. Treat execution policy, elevation policy and data authorization as complementary controls, not substitutes for one another.

Practical permission patterns

Organizing files in a personal workspace

Give the agent read and rename access only to a dedicated folder. Keep tax records and credentials in separate locations. Because the preview includes folders such as Documents and Downloads, inspect what is stored there before enabling a task.

Drafting email for a signed-in employee

Use delegated mail access and allow draft creation. Withhold send permission so the employee reviews recipients, attachments and wording. If the task later needs automatic sending, make that a separate approval and risk decision rather than silently expanding the original grant.

Nightly processing with no user present

Use an app-only identity with access to one mailbox, site or data partition. Grant only the operations needed for the job, such as reading new items and writing a processing status. Do not add tenant-wide read or directory-management permissions for convenience.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Researching web pages or documents

Assume retrieved content is hostile input. Keep browsing and file access read-only, prevent automatic uploads and external messages, and require review before the agent follows instructions found in content.

Questions to answer before enabling an agent

  • Which Windows account or service identity executes each action?
  • Which local folders, devices and applications can that identity reach?
  • Is the workspace experimental or generally available, and which controls are still evolving?
  • Which cloud tokens and API scopes are issued independently of Windows?
  • Is access delegated to a user or app-only, and who can revoke it?
  • Can the agent write, delete, send, install or elevate, or only read and draft?
  • What happens when a document contains instructions that conflict with the task?
  • Which actions are logged, and how can a user take over or stop the run?
  • What is the tested recovery procedure if the agent makes an incorrect change?

Keeping the boundary current

The Windows agent-security page used for this explanation was marked last updated November 18, 2025 and describes an experimental preview. The Entra Agent ID authorization page was marked last updated June 12, 2026. Microsoft 365 consent, delegated permissions and access packages, as well as Windows application-control behavior, are documented separately. Recheck those live pages whenever Microsoft changes the preview, adds a permission type or updates blocked roles.
