Windows 11 Sandbox Clipboard Sharing: Enable Copy and Paste, Then Fix It

Windows Sandbox normally allows clipboard sharing as soon as it starts with its default settings. To set the behavior explicitly, launch Sandbox with a .wsb configuration containing <ClipboardRedirection>Enable</ClipboardRedirection>. On the newer Windows 11 version 24H2 Sandbox app, you can also change clipboard redirection from the in-session menu.

What clipboard sharing does in Windows Sandbox

Clipboard sharing, also called clipboard redirection, lets you copy text or files on the Windows host and paste them into the isolated Windows Sandbox window, and copy data back out. Microsoft’s configuration guide says that clipboard redirection is enabled automatically when Sandbox launches with its default settings. In other words, you generally do not need to turn on a switch for an ordinary Sandbox session.

Microsoft describes the result this way: “With Clipboard redirection automatically enabled, you can easily copy files from the host and paste them into the Windows Sandbox window.” See Use and configure Windows Sandbox for the underlying configuration documentation.

If copy and paste fail, the cause is usually a custom configuration, a device policy, an older Sandbox app, or a Sandbox startup problem rather than a missing clipboard feature. The sections below separate those cases so you can use the least complicated fix.

Choose the control that matches your Sandbox setup

Method Where the setting lives Who can change it When to use it
Default launch Windows Sandbox’s built-in default Any user who can start Sandbox First choice for normal copy and paste; clipboard redirection is enabled by default
.wsb file <ClipboardRedirection> inside a Sandbox XML configuration The user creating and launching the file, unless policy overrides it When you need a repeatable session configuration or want to force an explicit value
Windows Sandbox policy Computer Configuration > Windows Components > Windows Sandbox An administrator managing the device Organization-controlled computers where local files must follow a central rule
24H2 app runtime menu The upper-right “…” menu in the newer Sandbox app The user during an active session, subject to management controls When the updated Windows 11 version 24H2 app exposes its runtime controls

A policy enforced on the computer can take precedence over a user-created configuration. If you are on a managed device, identify that constraint before spending time editing XML.

Enable clipboard redirection with a .wsb file

A Windows Sandbox configuration file is a plain-text XML file with the .wsb extension. You can create it in Notepad or another source-code editor, then double-click it to start Sandbox with the specified settings. The file must contain the clipboard element inside the top-level <Configuration> element.

1. Create the configuration

  1. Open Notepad or another plain-text editor.
  2. Enter this configuration exactly:
<Configuration>
  <ClipboardRedirection>Enable</ClipboardRedirection>
</Configuration>

2. Save it with the right extension

  1. Choose File > Save As.
  2. Give the file a name such as ClipboardEnabled.wsb. In Notepad, put the filename in quotation marks, for example "ClipboardEnabled.wsb", so Notepad does not append .txt.
  3. Save the file somewhere easy to find, such as the desktop. Confirm in File Explorer that its full name ends in .wsb, not .wsb.txt.

3. Launch the configured session

  1. Close any Sandbox session that is already running if you want the new setting to apply to a fresh instance.
  2. Double-click the .wsb file. Windows Sandbox should start using that configuration. Starting Sandbox from the Start menu instead launches the default configuration, not the settings in your file.
  3. Copy a small text sample on the host, click inside the Sandbox window, and paste it. For a file test, copy a non-sensitive sample file and paste it into a temporary Sandbox folder.

The ClipboardRedirection element accepts three documented values:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Enable permits copying and pasting between the host and Sandbox.
  • Disable blocks copy and paste in both directions.
  • Default uses the platform default, which Microsoft currently documents as permitting copy and paste.

Use Enable when you want the intent to be obvious in a shared or scripted configuration. Use Disable for sessions in which data must not cross the boundary. The XML syntax and accepted values are documented in Microsoft’s Windows Sandbox configuration reference.

Change clipboard sharing inside the Windows 11 24H2 Sandbox app

Microsoft’s newer Windows Sandbox app for Windows 11 version 24H2 adds runtime controls in the app interface. When that app generation is installed, open the upper-right … menu during a Sandbox session and look for the clipboard redirection control. This approach changes the session from the app rather than requiring a prebuilt .wsb file.

The runtime-menu instructions apply to the newer app, not every Sandbox installation that happens to run on Windows 11. Microsoft’s Windows Sandbox versions documentation lists these prerequisites for the 24H2 app update:

  • Windows 11 version 24H2 with KB10D or later, as identified in Microsoft’s version documentation.
  • Windows Sandbox already installed.
  • Internet access to Microsoft Store and Windows Update during the upgrade process.

Microsoft estimates the app upgrade itself at about 30 seconds to 2 minutes. If the upper-right menu does not contain runtime clipboard controls, use the .wsb method or verify which Sandbox app generation is installed. Internet, Store, or Windows Update access can affect the upgrade path; the troubleshooting guidance is available in Troubleshoot Windows Sandbox.

When an organization controls the setting

On a work or school computer, an administrator can set clipboard sharing for the entire device. The relevant policy path is:

Computer Configuration > Windows Components > Windows Sandbox > Allow clipboard sharing with Windows Sandbox

This is a device-scoped setting. A local .wsb file cannot override a rule enforced through management. Ask your administrator to check the policy if the XML says Enable but copying remains blocked.

Microsoft’s WindowsSandbox Policy CSP documentation lists support for Windows 11 Pro, Enterprise, Education, IoT Enterprise, and IoT Enterprise LTSC beginning with version 21H2, along with specified Windows 10 releases. Availability of the policy therefore depends on both the edition and version installed on the device.

After an administrator changes the policy, Windows Sandbox must be restarted before the new value takes effect. Close the Sandbox window completely and start a new session; if the policy requires it, follow your organization’s restart procedure. The policy documentation, rather than a user-created file, is the authority for a managed computer.

Windows Sandbox clipboard not working: a diagnostic sequence

Start with the default session

Close the configured session and start Windows Sandbox normally from Windows. Because clipboard redirection is on by default, this test tells you whether the problem is in the custom file. If ordinary launch allows copy and paste, inspect the XML and continue using the corrected file.

Verify the XML and filename

  • Make sure <ClipboardRedirection>Enable</ClipboardRedirection> is nested between <Configuration> and </Configuration>.
  • Check for spelling, capitalization, unmatched angle brackets, or extra characters in the element name and value.
  • Confirm the file is saved as .wsb, not a text document with a hidden .txt suffix.
  • Launch the file itself. Opening Sandbox from another shortcut will not apply the file’s settings.

Microsoft identifies invalid .wsb configuration and missing files or paths among common causes of Sandbox errors. Recreate the short configuration above if you are unsure which line is wrong.

Check for policy enforcement

If the default session and a valid .wsb file both refuse clipboard operations, determine whether the computer is managed. An administrator’s “Allow clipboard sharing with Windows Sandbox” policy can intentionally prohibit the transfer. Contact IT rather than trying to work around it, and restart Sandbox after any approved policy change.

Confirm the app generation on Windows 11 24H2

If you are looking for the in-session … menu but cannot find a clipboard option, the updated app may not be installed. Check the 24H2 prerequisites, including Store and Windows Update access, then use the documented .wsb route while the app is being updated.

Separate clipboard faults from Sandbox startup faults

A Sandbox that will not open has a different problem from a session that opens but cannot paste. Microsoft’s troubleshooting material covers disabled Sandbox features, missing Hyper-V support, invalid configuration, and missing files or paths. Windows Sandbox uses the Hyper-V hypervisor; third-party hypervisors are not supported. Resolve feature installation and virtualization requirements first, then test clipboard redirection in a newly started session.

Copying safely across the Sandbox boundary

Clipboard sharing is convenient precisely because it moves data between the host and an isolated environment. Treat every transfer as an intentional boundary crossing. Do not paste passwords, private keys, customer records, browser session data, or other sensitive material into software you are testing unless that transfer is part of a controlled procedure.

Windows Sandbox networking is enabled by default. Microsoft warns that networking can expose an untrusted application to the internal network. Clipboard sharing does not by itself mean Sandbox isolation has failed, but combining network access with host-to-Sandbox data transfer increases the information you make available to the test environment. For a high-risk test, consider disabling networking in the same .wsb configuration and use <ClipboardRedirection>Disable</ClipboardRedirection> unless the test genuinely needs an exchange.

When you only need to test text, use harmless sample text. When you need to test a file, create a disposable copy and remove it from both environments after the session. Sandbox is temporary by design: closing the window discards its session contents, but it does not undo information you intentionally copied back to the host.

Which method should you use?

  • Use the default launch when you simply need normal copy and paste and the device is not enforcing a restriction.
  • Use a .wsb file when you want a repeatable setup, need to document the setting, or want clipboard disabled for a particular test.
  • Use the 24H2 runtime menu when the updated Sandbox app is installed and you need to change clipboard behavior during the current session.
  • Use device policy when you administer multiple machines or must enforce one clipboard rule for every user. Individual configuration files are not a substitute for central management.

For most personal PCs, the fastest path is to launch Sandbox normally and test a harmless text snippet. If that fails, validate the .wsb extension and XML, then investigate policy and Sandbox installation issues in that order.
