The Edge feature that can carry out browser tasks is called Browse with Copilot. To try it, open Microsoft Edge, open the Copilot text box, choose Browse with Copilot, and enter a specific request. Microsoft is rolling this consumer experience out to Microsoft 365 Premium subscribers in the United States, with other markets to follow, so the option may not appear on every account or PC yet. See Microsoft’s current instructions in Browse with Copilot in Microsoft Edge.

Browse with Copilot is not the same thing as asking questions in ordinary Copilot Chat, and it is not enabled by the separate Copilot Cowork actions policy. The distinction matters: Browse with Copilot is the action-taking browser experience, while Chat is primarily conversational and Cowork is controlled by a different setting. The guide below covers consumer setup, managed Windows 11 devices, prompt writing, availability checks, troubleshooting, and the security limits you should understand before letting an agent operate a signed-in browser.

What “Copilot Actions” means in Edge

Microsoft’s consumer documentation uses the name Browse with Copilot for the agent that can interact with pages and tabs in your current Edge window. You describe an outcome, and the agent can navigate, search, select controls, and complete supported browser steps while you watch. Microsoft says, “You can see each step in real time and take control at any time.” That live view is an important part of the feature: it is not a background automation that should be left unattended.

Ordinary Copilot Chat can summarize a page, answer questions, or help draft text, but seeing a Copilot button in the sidebar does not prove that action-taking is enabled. Browse with Copilot has its own entry in the Copilot text box and its own eligibility conditions. On a work or school computer, administrators can also control it with the AllowBrowsingWithCopilot Edge policy. The separate CopilotCoworkToolActionsEnabled policy controls Cowork actions and should not be substituted for Browse with Copilot.

Eligibility and prerequisites

There is no accessory or special Windows 11 hardware requirement stated for this feature. The practical prerequisites are account, rollout, browser, and—on managed PCs—policy conditions.

  • Consumer account: Microsoft currently describes Browse with Copilot as rolling out to consumers who subscribe to Microsoft 365 Premium in the United States. Additional markets are expected, but Microsoft does not publish a single complete country list in the support instructions. Availability can therefore differ by market, account, and rollout stage.
  • Current Edge: Use an up-to-date desktop installation of Microsoft Edge and sign in with the account that has the eligible subscription. The consumer support page does not promise a particular Edge build for personal use.
  • Managed Windows device: An organization can control the feature through AllowBrowsingWithCopilot. Microsoft’s policy documentation targets Windows Edge version 148 and later and adds domain-list and subscription requirements.
  • Appropriate task: Treat the feature as experimental. Do not plan to use it for high-impact financial, medical, government, or confidential work even when the option is visible.

Microsoft 365 Premium is an eligibility reference, not a price quote. The support page does not establish a universal free tier, a one-time purchase, or availability for every Microsoft account. If you are outside the stated US rollout or do not have the required subscription, the missing option may be an availability issue rather than a faulty installation.

Turn on Browse with Copilot as a consumer

The setup is short because the switch is presented in the Copilot composer rather than in a hidden Windows setting.

  1. Open Microsoft Edge. Start the desktop browser and sign in with the Microsoft account you intend to use. If your subscription is associated with a different account, sign out and use that eligible account instead.
  2. Open the Copilot text box. Use the Copilot entry in Edge’s browser interface to bring up the text composer. Do not assume that opening a conventional sidebar chat automatically activates action mode.
  3. Select Browse with Copilot. In the Copilot text box, choose the Browse with Copilot option. If it is absent, follow the availability and troubleshooting checks later in this article rather than changing an unrelated Cowork policy.
  4. Describe one outcome. Submit a clear request. For the page already open, Microsoft suggests beginning with “In my browser…” or “On my current page…”. For a new destination or task, action-led verbs such as “Open…”, “Find…”, “Book…”, or “Add…” make the intended operation easier to interpret.
  5. Watch the run. Review each navigation and selection as it happens. Pause or take control if the agent chooses the wrong result, reaches an unexpected site, or asks for information you do not want to provide.
  6. Verify the result yourself. Check the final page, selected options, quantities, dates, and account state. A completed-looking sequence is not proof that the requested outcome is correct.

A request should identify the target, the constraints, and the stopping point. For example, “On my current page, find the documentation section about retention, open the result from Microsoft, and stop before submitting anything” is safer than “Handle this page.” The second request leaves too much room for interpretation.

Prompt patterns that reduce mistakes

Action mode works best when you separate navigation from approval-sensitive actions. Use a prompt that says what to inspect, what to change, and where to stop.

Goal More controllable wording Why it helps
Find information on the open page “On my current page, find the section about account retention and show me the relevant paragraph. Do not click a purchase or confirmation button.” It anchors the agent to the existing page and defines a safe stopping point.
Open a known destination “Open the Microsoft support page for Browse with Copilot and stop when it loads.” The named destination limits unnecessary searching.
Compare options without committing “Find the available dates, list them, and stop before booking or entering payment details.” The agent can gather information without being asked to finalize a transaction.
Make a reversible page change “Find the filter for Windows 11, apply it, and stop so I can review the results.” The request specifies one change and leaves review to you.
Use a signed-in service “Open my account dashboard and show the security settings. Do not change anything.” It avoids silently authorizing edits in an authenticated session.

Keep sensitive values out of prompts. If a site asks for a card number, government identifier, medical record number, or password, stop the run instead of pasting the value into the conversation. A precise prompt improves control, but it cannot make an unsafe task safe.

Browse with Copilot, Copilot Chat, and Cowork are different

These names appear close together in Microsoft’s management material, yet they describe different capabilities and controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Experience What it does How it is enabled or controlled
Browse with Copilot Action-taking browser experience that can interact with open tabs and pages while you observe. Consumer availability is tied to rollout and subscription/account context. Managed Windows Edge uses AllowBrowsingWithCopilot.
Copilot Chat Conversational assistance such as questions, explanations, and page-related help; its visibility and context behavior are managed separately. Use Edge settings and the controls described in Manage Microsoft Copilot Chat. Work/school and personal accounts can be governed differently.
Copilot Cowork actions A separate action capability for Cowork. Controlled by CopilotCoworkToolActionsEnabled, documented for Windows Edge version 152 and later. This is not the switch for Browse with Copilot.

Enterprise administrators should also review Microsoft’s broader Manage Microsoft Copilot Settings guidance when account type, data protection, or organization-wide Copilot behavior is involved. Those settings can explain why Chat behaves differently, but they do not replace the Browse with Copilot policy.

Enable it on a managed Windows 11 Edge installation

On an organization-managed computer, the relevant control is AllowBrowsingWithCopilot. Microsoft documents this policy for Windows Edge version 148 and later. The administrator must account for the policy state, permitted domains, and subscription status; changing only one of those may still leave the feature unavailable.

Policy states

AllowBrowsingWithCopilot state What users experience
Not configured The feature is off by default, but users can turn it on when other eligibility requirements are met.
Enabled The feature is on and users cannot turn it off.
Disabled The feature is unavailable and users cannot turn it on.

The policy documentation says browsing is restricted to domains in the organization’s browsing allow list, while block-listed domains are excluded. If no allow-list domains are configured, the feature is effectively disabled. Administrators therefore need to define the intended permitted domains rather than enabling the policy and assuming every website will work.

Managed-device checklist

  1. Confirm the Edge build. Verify that the Windows installation is Edge version 148 or later, the minimum version named for AllowBrowsingWithCopilot in Microsoft’s policy documentation.
  2. Confirm the subscription context. Microsoft states that the feature is available only to active Microsoft 365 Copilot subscribers for this managed policy. A user’s ability to open ordinary Chat does not by itself satisfy that requirement.
  3. Set the policy state. Deploy AllowBrowsingWithCopilot through your organization’s Edge policy-management method. Choose enabled when the organization wants to force availability, leave it unconfigured when users should be able to opt in, or disable it to block the feature.
  4. Define the browsing allow list. Add the domains on which the agent is permitted to operate. Check that block-list entries do not overlap with the intended destinations and remember that an empty allow list effectively prevents use.
  5. Refresh policy and restart Edge. Apply the organization’s normal policy refresh process, then restart the browser so the new state is read. The exact management console path depends on how your organization deploys Edge policies.
  6. Test with a low-risk page. Use a non-sensitive internal or public page from the allow list and verify that the Copilot text box exposes Browse with Copilot.

When the administrator enables the policy, users cannot turn the feature off. That is an administrative decision with privacy and workflow consequences, so organizations should pair the setting with an approved domain list and user guidance about monitoring each run.

Why CopilotCoworkToolActionsEnabled is not the answer

Microsoft documents CopilotCoworkToolActionsEnabled as a separate Edge policy for Windows Edge version 152 and later. Enabling it permits Cowork to take actions on a user’s behalf and prevents users from changing the setting. Disabling it prevents those actions and also locks the setting. If it is unconfigured, users can toggle the Cowork action setting in Edge Settings.

Rank #3

Those behaviors do not enable Browse with Copilot. If your goal is the consumer action-taking browser experience described in the setup steps, use the Copilot text box and the Browse with Copilot entry, or use AllowBrowsingWithCopilot on a managed device. Installing a newer Edge build solely to satisfy the Cowork policy will not make a missing Browse with Copilot option appear.

Troubleshoot a missing or unusable option

Browse with Copilot is not listed

  • Check whether your account is in Microsoft’s current consumer rollout and, in the stated US consumer scenario, whether it has an active Microsoft 365 Premium subscription.
  • Confirm that Edge is signed in with the eligible account. A personal account and a work or school account can receive different controls.
  • Update Edge, close all browser windows, reopen it, and check the Copilot text box again.
  • On a managed PC, ask the administrator whether AllowBrowsingWithCopilot is disabled, whether the allow list is empty, or whether the device is below Edge version 148.
  • Do not infer that ordinary Copilot Chat availability means Browse with Copilot is enabled; the experiences are controlled separately.

The option appears but the run stops at a site

  • On a managed device, verify that the destination is on the browsing allow list and not on the block list.
  • Check whether the site requires an interaction that the agent cannot safely or reliably complete, such as a challenge, one-time code, or a payment confirmation.
  • Take control, finish the safe portion manually, or rewrite the request with a narrower goal and an explicit stop point.

The agent misunderstands the request

  • Start with “In my browser…” or “On my current page…” when referring to the page already open.
  • Replace broad verbs such as “handle” or “fix” with one action at a time: open, find, filter, compare, or stop.
  • Name the exact result you want and state what must not happen, especially before any submission or purchase.
  • Watch the live sequence and interrupt it as soon as the interpretation diverges from your intent.

Work or school sign-in changes the behavior

Enterprise accounts can receive additional data-protection and policy controls. Microsoft’s management guidance explains that work/school sign-in and personal Microsoft accounts are not governed identically. Ask your administrator which account is licensed, which Edge policies apply, and whether the destination domains are permitted. Do not attempt to bypass an organization’s policy with a personal account on a managed device.

Security, privacy, and data boundaries

Microsoft labels Browse with Copilot experimental and warns that it may misunderstand instructions, make mistakes, or be influenced by hidden instructions embedded in webpages. Treat page content as untrusted input: a page can contain text designed to redirect an agent toward an unintended action. Stay present for the entire run and be ready to take control.

Tasks to avoid

  • Banking, brokerage, stock trading, or other transactions that move money or securities.
  • Entering payment-card details, account-recovery secrets, or one-time authentication codes.
  • Submitting government identifiers, medical identifiers, or highly confidential business information.
  • Any workflow where a wrong click could create a legal, financial, employment, or health consequence.

Use action mode for low-risk navigation and research-style tasks, then perform the final approval yourself. “Find and show me” is safer than “complete and submit” when the page involves an account, purchase, deletion, or irreversible change.

What the agent can and cannot access

Microsoft says the agent can interact with open tabs and cookies in the current browser window. If you are already signed in to a site, that session may also be signed in for Copilot. The feature cannot access autofill data, saved passwords, or wallet information while browsing. Being unable to read a saved password does not make an authenticated session risk-free: visible account pages and active cookies can still expose information or permit actions.

Page screenshots associated with Browse with Copilot are saved with conversation history for up to 30 days unless you delete the conversation. Microsoft says those screenshots are not used for training. Delete a conversation when you no longer need its captured page context, especially on a shared or managed computer.

A safer operating routine

  1. Prepare the window. Close tabs containing unrelated private information and open only the page or pages needed for the task.
  2. State boundaries first. Tell Copilot what it may inspect and where it must stop. Exclude payments, submissions, deletions, and credential entry unless you are intentionally taking over those steps.
  3. Run one task. Avoid combining search, account changes, and checkout in a single prompt.
  4. Observe every transition. Compare the visible URL, page title, selected options, and text with your request.
  5. Take control early. Use the browser yourself when a challenge, login prompt, personal-data field, or ambiguous result appears.
  6. Clean up history. Delete the conversation when captured screenshots or page context should no longer remain for the documented retention period.

This routine also makes troubleshooting easier: if a run fails, you can identify whether the cause was eligibility, policy, a blocked domain, an ambiguous prompt, or a page that the agent should not operate.

Frequently Asked Questions

Can I enable Browse with Copilot by turning on Copilot Chat?

No. Copilot Chat and Browse with Copilot are separate experiences. Open the Copilot text box and choose Browse with Copilot when your account and rollout make it available.

What Edge version does the managed Browse with Copilot policy require?

Microsoft documents AllowBrowsingWithCopilot for Windows Edge version 148 and later. The separate Cowork actions policy is documented for version 152 and later.

Why can an administrator enable the policy but users still see no usable sites?

The managed feature is restricted to domains in the browsing allow list, with block-listed domains excluded. Microsoft says an unconfigured allow list effectively disables browsing, and an active Microsoft 365 Copilot subscription is also required.

Are saved passwords exposed to Browse with Copilot?

Microsoft says the agent cannot access autofill data, saved passwords, or wallet information while browsing. It can still interact with open tabs and cookies, so an already signed-in site may remain accessible during the session.
