No official story material cited here establishes Goku as an Angel or says he will become one. His connection to Angels is training: he learns from Whis and, in the Dragon Ball Super manga’s Moro arc, from Merus. Perfecting Ultra Instinct does not itself make him an Angel. A future story could change his status, but that remains speculation.
What the story confirms about Goku and Angels
The official Dragon Ball recap of the Moro arc identifies Merus as an Angel and says he trains Goku to help him perfect Ultra Instinct. After Merus sacrifices himself, Goku is inspired to master the technique. The recap does not describe Goku changing species, receiving Angel status, or taking Merus’s place. No. The official recap presents Ultra Instinct as a technique Goku learns to use and perfects; it does not identify it as an Angel transformation or appointment. Goku’s mastery of a divine technique and his training with Angel mentors are evidence of his growth, not evidence that his identity or role has changed.

What Angel rules mean in the Moro arc
The Merus recap says Angels are not permitted to fight in real battles. Merus breaks Angel Law to help fight Moro, and the recap says he ceases to exist after using his true powers too much. Those consequences make Angel status more than a label for someone who is exceptionally strong: it comes with rules and a distinct role. Nothing in this account says Goku assumes that role.
Did Whis offer Goku an Angel position?
No. Whis’s proposal was about becoming the next God of Destruction if Beerus died—not becoming an Angel. The official Whis profile says Goku declines. God of Destruction and Angel are distinct positions, so that conversation cannot be treated as an Angel offer or an accepted appointment. DRAGON BALL OFFICIAL SITE: Whis character showcase

Can Goku become an Angel in a future story?
It is possible for a future Dragon Ball story to give Goku a new role, but the official material cited here makes no such announcement and offers no prediction. The most accurate answer is that Goku is not established as an Angel in these accounts; whether later releases change that is unknown.
