An Assam pay revision changes an existing pension only when the applicable government order expressly revises pensions, identifies the pensioners covered, and sets the calculation and effective date. The constitution of the 8th Assam Pay Commission in 2026 is not, by itself, a pension-increase order.
What decides whether your pension changes
A pay commission can affect pension in two different ways. It can revise the pay structure used for employees who retire after the revision takes effect, and the government can separately issue a pension or family-pension order for people who retired earlier. Neither a commission’s formation nor a recommendation alone establishes an amount payable to every pensioner.

Existing pensioners
If you already draw an Assam government pension, look for an implementing order that expressly includes “past pensioners” or another defined retired-employee group. The order should state:
- the pensioners or family pensioners covered;
- the effective date and any arrears period;
- the formula, fitment factor, minimum floor or maximum limit;
- whether family pension, gratuity and dearness-related components are revised; and
- how the revised amount is to be authorised and paid.
Assam has previously used a separate memorandum for this purpose. A 1 June 2010 office memorandum sanctioned pension and family-pension regulation or revision from 1 January 2006 for specified pensioners under the Assam Services (Pension) Rules, 1969. That historical order demonstrates the mechanism; it does not automatically apply to a later pay commission.

Employees who have not retired
For an employee still in service, a new pay structure may change the emoluments used when pension is calculated, but only according to the pension rules and the revision order’s effective-date provisions. A salary increase on a payslip does not by itself answer whether the increase counts for pension, which months are used, or whether a minimum qualifying-service condition is met.
What is established about the 8th Assam Pay Commission
The Government of Assam Pay Research Unit lists “CONSTITUTION OF THE 8TH ASSAM PAY COMMISSION, 2026”. This establishes that the commission has been constituted or listed. It does not establish a final report, a pension fitment factor, a commencement date, arrears, or an order implementing any pension change.
Until Assam publishes both an official recommendation and an implementing decision, no particular percentage or rupee increase can responsibly be stated for an existing pensioner. Check the commission’s final recommendations and the subsequent Finance or Pension and Public Grievances Department order rather than relying on announcements about the commission’s constitution.

How Assam pension rules determine the starting amount
The department’s retirement-benefits guidance describes pension as depending on total qualifying service and average emoluments drawn during the last ten months. It summarises a full-pension rate of 50% of average emoluments for the applicable service thresholds, with proportionate pension for shorter qualifying service. The same summary says that less than 10 years of service does not qualify for a monthly pension under the rules it describes.
That page is a departmental summary and refers to older Revision of Pay arrangements. An individual calculation must therefore be checked against the complete Assam Services (Pension) Rules, the employee’s pension-payment order and any later amendments. Retirement date, qualifying service, the recognised emoluments and the order in force on that date can all change the result.
Relevant figures in the 2017 pay-revision provisions
The Assam Services (Revision of Pay) Rules, 2017 contain these pension provisions. They are provisions in that cited 2017 text, not a guarantee that every figure remains unchanged after later amendments or a future commission.

These figures should not be projected into 2026 without checking the operative rules and amendments. In particular, a later order may alter a ceiling, age-related quantum or the way revised pay is brought into a pension calculation.

The 7th Assam Pay and Productivity Pay Commission report recommended revising a past pensioner’s basic pension by multiplying the existing basic pension by 2.48. It also recommended a floor tied to one-half of the specified minimum pay and grade pay corresponding to the pre-revised scale.
2.48 was a commission recommendation, not a universal entitlement. To determine what a person actually receives, the government’s implementing order must be read for its covered retirement dates, floor, effective date, treatment of family pension and any exclusions. A simple multiplication of a current pension by 2.48 is therefore not a reliable prediction unless an applicable order adopts that formula for the individual.

Recommendation versus enforceable entitlement

Why the effective date matters
An order can distinguish among employees who retire before the effective date, employees who retire on or after it, and pensioners whose pensions were already authorised. It can also provide a retrospective date for calculation while setting a later date for actual payment. Those choices determine whether arrears arise and which pay or pension figures are used.
When reading an Assam order, identify these items in sequence:

- Order type: Is it a recommendation, a pay rule, a pension memorandum or a clarification?
- Effective date: From what date is the revision calculated, and from what date is it paid?
- Cohort definition: Does it include past pensioners, family pensioners, employees retiring during a specified period, or only serving staff?
- Base amount: Is the calculation applied to basic pension, average emoluments, a pre-revised scale or another defined figure?
- Limits: Is there a minimum floor, maximum pension or service-related proportion?
- Consequential benefits: Does the order address gratuity, commutation, family pension and arrears?
How to obtain pension refixation
The Assam Personnel Department’s procedure for submission and payment of pension identifies the Head of Office, Accountant General and treasury in pension authorisation. For a revision or increase, the department instructs a pensioner to approach the Accountant General’s office for pension refixation.
- Obtain the exact Assam government order that you believe covers your pension. Record its number, date, effective date and stated categories.
- Gather your pension payment order, latest pension statement, retirement or family-pension details, qualifying-service record and identity or bank details requested by the authority.
- Compare the order’s coverage and formula with the figures in your pension order. Do not substitute a commission recommendation for the implementing order.
- Submit the refixation request and supporting documents through the channel specified by the Accountant General or your pension-authorising office.
- After authorisation, check the treasury or bank statement for the revised basic pension and any separately calculated arrears. If the amount differs from the order, request a written calculation or correction.
Keep copies of the application, acknowledgement, pension order and calculation sheet. A missing retirement date, service period or prior revision can cause the authority to use the wrong category.
Commutation after a revision
The Directorate of Pension’s commutation guidance, displayed as last reviewed on 4 July 2022, says a pensioner may commute up to one-third of basic pension and that the commuted portion is restored after 14 years. Confirm the current procedure before relying on those details.
A separate 2010 pension-revision memorandum states: “No fresh commutation will be admissible on the revised Pension.” That sentence applies to the 2010 revision arrangement described in that order. It must not be treated as a blanket rule for every future pay or pension revision; a later order may use different terms.
Common mistakes to avoid
- Assuming commission formation equals a benefit: the 8th commission listing does not announce a pension amount.
- Using 2.48 as an automatic multiplier: it belongs to the 7th commission’s recommendation and requires an applicable implementing order.
- Applying 2017 figures indefinitely: the 50% rate, 25-year threshold, Rs. 65,000 ceiling and 20% age-80 quantum come from the cited 2017 text and may be amended.
- Ignoring service and retirement dates: qualifying service and the last-ten-month emoluments can determine eligibility and amount.
- Assuming commutation rules carry over: the 2010 no-fresh-commutation clause was specific to that arrangement.
- Relying on an online estimate: no rupee estimate is supportable without the pensioner’s retirement date, pension order, qualifying service, pay history and the exact revision order.
What an individual pensioner should check now
Keep the existing pension payment order and service records ready, then monitor the official Assam Pay Research Unit and Pension and Public Grievances Department pages for a final 8th commission report and implementing notification. Once an order is issued, match its cohort definition, effective date and formula to your documents before seeking refixation from the Accountant General’s office. Until those terms are published, the only accurate answer is conditional: a salary revision can change pension, but the change depends on the specific Assam order that implements it.
