A Galaxy S23 can support eSIM and still fail to download or activate a particular plan. Support depends on the phone’s exact variant and country of origin, the carrier and plan, and the activation method. Check those conditions first; then connect to Wi-Fi or mobile data, use the carrier’s instructions, and ask the carrier to verify provisioning if setup still fails.
First check whether your S23 and plan are eligible
Samsung lists the Galaxy S23 series as supporting hybrid eSIM dual SIM, but that does not guarantee every S23 variant or mobile plan can use eSIM. Samsung cautions that availability varies by country and carrier, and some guidance also depends on the phone’s country of origin. Check Samsung’s country- and carrier-specific eSIM guidance and US support information, then confirm with your carrier that your exact model and plan are eligible.

- Identify the phone’s exact model and country of origin.
- Check whether it is unlocked if the activation or transfer method requires that.
- Ask whether your specific carrier and plan support eSIM on that device in your country.
A carrier appearing on a list for one method—such as a transfer—does not establish support for every activation method. If compatibility is unclear, ask the carrier before treating a failed download as a phone fault.

Use the right setup method for the plan
On the S23, open Settings > Connections > SIM manager > Add eSIM. What happens next depends on how your carrier provisions the plan:

| Setup route | Who starts provisioning | What to check |
|---|---|---|
| Carrier discovery or push | The carrier makes an eligible plan available to the phone. | Confirm the carrier supports this route for your device and line; a plan may not appear if it has not been provisioned. |
| Carrier-issued QR code or activation code | You scan or enter activation details supplied by the carrier. | Use the details issued for your plan and follow the carrier’s instructions. Do not assume a code can be reused or that a third-party code will activate your line. |
| Carrier app | You use the carrier’s app to obtain or purchase the plan. | Follow the carrier’s app flow. For AT&T, its Galaxy S23 support page says to use the carrier app to purchase a plan if no QR code was provided: AT&T Galaxy S23 support. |
Samsung describes carrier-dependent setup options in its US instructions and Canada guidance. A new activation and a transfer are not interchangeable: a carrier’s support for transferring an existing eSIM does not necessarily mean it supports every new-activation route.
Give the download a working connection
Before adding a plan, connect the phone to Wi-Fi or mobile data. Samsung’s Galaxy eSIM instructions specify a network connection before adding a plan. If the phone cannot get online, resolve that connection problem first, then retry the carrier’s supported activation method.

If the carrier assigned a plan, verify the EID and provisioning
Some carriers ask for the phone’s EID to associate an eSIM plan with the device. Samsung UK says the EID is available on the phone box or under Settings > About phone > Status. Give the EID to the carrier through its official support channel and ask it to confirm that the plan was provisioned for the correct device and line.
If you are transferring an eSIM, check transfer eligibility
Instant transfer is available only with supported carriers. Samsung’s US eSIM guidance says that if a carrier is not listed for the transfer, contact the carrier for help moving the eSIM. For its iOS-to-Galaxy process, Samsung says both devices need current software and Wi-Fi and Bluetooth. Samsung Canada also says the new device must be unlocked for its Galaxy/Android instant-transfer process.

If the transfer option is absent or fails, ask the carrier which transfer method it supports for your devices and line. Do not assume that a transfer feature listed for another country or carrier applies to your account.
After adding the eSIM, restart and check SIM Manager
- Restart the phone after the profile is added; Samsung instructs users to restart to apply an added profile.
- Open Settings > Connections > SIM manager and confirm the eSIM is enabled.
- In SIM Manager, select the intended SIM for calls, texts, and mobile data.
When to contact the carrier
Contact the carrier if the plan does not appear, you were not given working activation details, the transfer route is unavailable, or setup still fails after checking eligibility and connectivity. Ask it to confirm:

- It offers a 6.6-inch Dynamic AMOLED 2X display with adaptive 48-120 Hz refresh rate plus up to ~ 1750 nits peak brightness and “Vision Booster,” meaning the screen stays bright and viewable even in strong sunlight — great if you use your phone outdoors a lot.
- That your account and line are eligible for eSIM.
- That the plan is provisioned for the correct S23 and EID, if requested.
- Which activation method is supported for your country, device, and plan.
- Whether the activation details need to be reissued.
Samsung and carrier instructions document different supported setup paths, but they do not establish one universal fix for a particular error message or account status. The carrier is the party that can check and correct line-specific provisioning.
