If your driver’s license will not appear in Apple Wallet, will not scan, remains pending, or is rejected, the cause is usually one of three things: your state or territory is not participating, your iPhone or Apple Account does not meet Apple’s requirements, or the issuing authority has not approved the request. Apple Wallet can collect the images and identity checks, but the government agency that issued the license makes the approval decision.
Work through eligibility first, then repeat the scan in suitable lighting and complete every selfie or movement prompt exactly as shown. If the request is pending or denied, follow the issuer’s instructions rather than treating it as an Apple hardware problem.

1. Check whether your license is eligible
Apple’s ID in Wallet feature is limited to participating U.S. states and territories. Apple’s live list currently includes Arizona, Arkansas, California, Colorado, Georgia, Hawaii, Illinois, Iowa, Maryland, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Puerto Rico, Virginia and West Virginia. Participation can change, so check Apple’s current ID in Wallet page before troubleshooting an individual scan.

If your issuing jurisdiction is not on that list, Driver’s License or ID Cards may not appear in Wallet, and changing camera settings or reinstalling iOS will not enable it. A license from an unsupported state or territory cannot be added through the normal Wallet flow.

Device and account requirements
Apple’s add-ID guidance requires an iPhone 8 or later, or an Apple Watch Series 4 or later, running the latest available iOS or watchOS for that device. You also need Face ID or Touch ID, Apple Account two-factor authentication, a license from a participating U.S. jurisdiction, and the device region set to United States.
Some jurisdictions impose higher device or operating-system minimums. Apple’s current requirements specifically identify Arkansas, California and Puerto Rico as exceptions; consult Apple’s support instructions for the exact minimum that applies to your state. Do not assume that an iPhone meeting the general iPhone 8 requirement qualifies in every jurisdiction.

2. Use the complete Wallet enrollment sequence
Once eligibility is confirmed, follow Apple’s sequence rather than starting from the camera app or an unrelated identity setting.

- Open the Wallet app on your iPhone.
- Tap the Add Card button.
- Select Driver’s License or ID Cards.
- Choose your state or territory.
- Choose whether to add the ID to the iPhone only or to the paired Apple Watch as well.
- Scan the front of the physical license when prompted.
- Scan the back of the license, including its barcode.
- Complete the on-screen identity confirmation, which can include a selfie and prompted head or facial movements.
- Watch for a notification from the issuing authority. If one arrives, open it and complete the instructions on the issuer’s website.
An ID can be associated with one iPhone and one paired Apple Watch per Apple Account at a time. If you are moving to a new iPhone, use Apple’s transfer flow instead of attempting to enroll the same credential as a completely new ID. Check that it is no longer active on a different iPhone-and-Watch pair for that Apple Account.
3. Make the license scan readable
Wallet’s camera must capture both sides of the physical credential clearly. Use a well-lit area with a neutral background. Keep the license flat, avoid glare, and make sure every printed edge and barcode is in focus before accepting the image.
- Use even lighting rather than a bright point of light that reflects off the card.
- Clean the camera lens and the license surface if fingerprints obscure text.
- Hold the phone parallel to the card so its corners are not cut off.
- Retake an image if any number, photograph or barcode looks blurred.
A successful image capture does not mean the ID has been approved. It only gives Wallet and the issuing authority the material needed for the next checks.

4. Pass the selfie and movement checks
For the identity-confirmation step, Apple recommends a plain background, even lighting and an indoor setting. Remove sunglasses, masks, hats and other accessories that obscure your face. Hold the iPhone steady and follow each instruction precisely. When Wallet asks for a facial or head movement, continue holding that position until the iPhone vibrates.

Accessibility options
Apple says Voice Control, Switch Control and AssistiveTouch can support setup for people who cannot use Face ID or Touch ID in the usual way. These accessibility features can allow confirmation with a passcode where appropriate. If your problem is physical interaction rather than eligibility, review the accessibility path shown during enrollment instead of abandoning the application.

5. Know who approves the request
For a state-issued driver’s license or ID, the issuing authority—not Apple—decides whether to approve or deny the request. Apple’s support guidance directs people who cannot add an ID to contact that authority. Each agency can apply its own identity checks and eligibility rules, so Apple does not publish one universal rejection or appeal process.
A pending status can therefore mean that the issuer is still reviewing the submission, not that Wallet has failed. If the issuer sends a notification requesting more information, open it and complete the agency’s website instructions. Do not submit multiple new enrollments while an existing request is being reviewed unless the agency tells you to do so.

7. Separate an Apple outage from an issuer decision
An error that explicitly reports a service problem is different from a denial. For a temporary Apple availability issue, wait and retry, then check Apple’s service-status page. If the service is operating but your license remains unavailable, the next support path is the issuing authority.
Apple’s general support article does not list every issuer’s rejection criterion or guarantee a particular resolution for each error message. A useful support request should include your state or territory, iPhone model, iOS version and the exact wording shown in Wallet. Those details let the issuer distinguish an unsupported credential from a failed identity match or an incomplete submission.
8. Understand what ID in Wallet does—and does not—replace
Apple says ID in Wallet is accepted only at selected airports, businesses and services. Acceptance is not universal, even inside a participating state. Carry the physical license because it may still be required, including in interactions with law enforcement or at locations that have not enabled digital-ID readers.
A U.S. passport-based Digital ID is a separate Wallet feature with its own eligibility and software requirements. It is not a general workaround for a rejected state driver’s-license request, and adding one does not change the issuing authority’s decision about the other.
9. What information is used during verification
Apple’s security documentation says enrollment can include images of the front and back of the license, a Live Photo or selfie, movement-analysis results and data read from the PDF417 barcode. The issuing authority receives the information it needs to decide whether to approve the request. Apple says ID information stored on the device is encrypted.
These security details explain why Wallet asks for more than a photograph of the card, but they do not change who makes the approval decision: the issuing authority remains responsible for accepting or rejecting the credential.
10. A practical escalation checklist
- Confirm that your state or territory is on Apple’s current participating list.
- Record your iPhone model, Apple Watch model if applicable, and iOS or watchOS version.
- Set the device region to United States and verify Apple Account two-factor authentication.
- Confirm Face ID or Touch ID is enabled, or use the accessibility route offered during setup.
- Retry the front and back scans with a clean lens, even lighting, a neutral background and sharp focus.
- Repeat the selfie or movement step without face coverings, hats or sunglasses, holding each pose until vibration.
- Read every Wallet notification and complete any issuer website request.
- If the request is denied or remains unresolved, contact the issuing authority with the exact Wallet message and your device details.
- If Wallet reports a temporary service issue, wait, check Apple’s service status and try again later.
The exact reason for an individual rejection cannot be determined from the Wallet screen alone. The decisive facts are your issuing jurisdiction, credential status, device and software details, and the message displayed during enrollment.
