Android treats Downloads and Android/data differently. On Android 11 (API level 30) and newer, an app targeting Android 11 or later cannot use the Storage Access Framework (SAF) to request the entire Download folder as a directory tree. The same platform blocks SAF selection of files or directory trees inside Android/data and Android/obb, while also protecting each app’s external app-data directory from other apps. That is why a file manager may display a folder but refuse to open it, hide it, or disable the selection button.
The short answer: two folders, two different access rules
A file manager’s normal storage permission does not equal unrestricted filesystem access. Android’s scoped-storage model decides which locations an app can read or modify, and the Storage Access Framework (SAF) adds a user-mediated picker for selected documents and folders.

| Location | What it contains | Android 11+ restriction | Supported approach |
|---|---|---|---|
Download |
Shared user files such as documents, archives and downloaded media | Apps targeting Android 11 or later cannot ask SAF for a directory-tree grant covering the entire Download folder. | Use an app’s Open, Import or Create document flow to select an individual file when available. |
Android/data |
External-storage directories belonging to installed apps | SAF cannot select individual files or directory trees there. Apps also do not receive ordinary read/write access to another app’s external app-data directory. | Use the owning app’s export, backup or share function, or another documented transfer path. |
Android/obb |
Expansion data used by some apps and games | Android 11+ applies the same SAF prohibition on file and tree selection. | Use the app’s supported installation, restore or migration process. |
Why Downloads may appear but still not open
Download is a shared user folder, not a private directory for one application. The important distinction is between selecting one document and granting access to an entire directory tree.

On Android 11 and later, when an app targets Android 11 or newer, SAF is not allowed to present Download as a directory tree that the user can grant wholesale. A picker can therefore show Download in a navigation view while making the folder unavailable for the “Use this folder” or equivalent action. Some device file pickers omit it entirely; others show it but disable the confirmation button.

Individual document selection remains possible
SAF still supports a user choosing a particular document. If an app offers Open, Import or Create document, navigate to Download and choose the file itself rather than trying to authorize the whole folder. The exact choices depend on the document provider, file type and the app’s implementation.
Why wording such as “Files and media” is misleading
Android settings may display a broad-sounding storage or media permission, but that permission covers only the categories defined by the platform and the app’s target version. It does not turn a third-party file manager into a process with unrestricted path-based access. Scoped storage continues to govern locations outside those categories.
Why Android/data is empty, missing or greyed out
Android/data is not simply another shared folder. Its subdirectories are app-specific external-storage areas. The platform protects them so one installed app cannot freely inspect or alter another app’s private data.

SAF blocks the path on Android 11 and newer
For apps targeting Android 11 or later, SAF cannot be used to select either an individual file or a directory tree below Android/data. The picker may hide the directory, show it as empty, or display it but disable selection. These are enforcement behaviors, not evidence that the files have necessarily been deleted.
Normal storage permission does not cross the app boundary
An app can generally work with its own external files and with user-consented documents, but Android’s storage model denies ordinary read and write access to another app’s external app-data directory. Granting a file manager a conventional storage or media permission therefore does not guarantee visibility into every subfolder under Android/data.

The same warning applies to Android/obb
Android 11+ also prevents SAF selection of files and directory trees beneath Android/obb. A replacement file manager or a different picker cannot be assumed to bypass that platform rule.
First identify what you are trying to do
The right solution depends on the location, Android version, app target behavior and whether you need one document or an entire directory.

Step-by-step troubleshooting
1. Check the Android version and the exact symptom
- Open Settings and find About phone (the label can vary by manufacturer).
- Record the Android version. The documented restrictions described here begin with Android 11, API level 30.
- Note whether the folder is absent, visible but empty, visible with a disabled button, or accessible only for individual files. Those outcomes point to picker policy rather than the same underlying failure.
2. For a Download file, choose the document rather than the folder
- In the app that needs the file, choose its Open, Import, Attach or Create document command.
- When the system picker opens, navigate to
Download. - Tap the required file. Do not choose a command such as Use this folder when your task is only to open one document.
- Complete the confirmation. The app receives access to the selected document according to the grant it requested.
If the file type is not offered, the requesting app may filter it out. That is an app-level limitation, not proof that Download is inaccessible.
3. Use the owning app to export Android/data content
- Open the app that created or owns the data.
- Look for Export, Backup, Share, Save a copy, account synchronization or a migration tool.
- Choose a destination in shared storage, such as a user-selected folder or Download, when the app offers one.
- Use the resulting copy with the other app or device.
This route respects the platform boundary: the owner reads its own app-specific files and deliberately creates a user-facing copy.
4. Recheck the requested permission without assuming it is universal
In Settings → Apps → [file manager] → Permissions, inspect what is actually granted. A permission described as photos, videos, music, files or media is limited to the categories and API behavior Android defines. It does not automatically authorize another app’s private external directory.

5. Treat “all files” as a distinct, limited capability
Android exposes the MANAGE_EXTERNAL_STORAGE capability for apps whose core function genuinely requires broad file management. It is separate from ordinary read permissions. Distribution through Google Play is subject to a sensitive-permission declaration and review; file managers, backup and restore tools, antivirus utilities and some document-management apps can be potentially eligible, but eligibility is not automatic.
That capability is not a guaranteed user-facing override for Android/data. The policy encourages apps to prefer SAF or MediaStore when those APIs are sufficient and rejects requesting broad access merely to let a user select an individual file. Even where an app legitimately has broad access, device and platform policy can still affect what its interface exposes.
Why Android imposes these limits
Scoped storage is designed to protect both app data and user data. Android’s documented goals include preventing one app from silently reading another app’s files and reducing the chance that an app can modify or delete user documents without explicit consent. The model gives an app access to its own files, applicable media categories and content the user deliberately selects through supported APIs.
On Android 11, the storage layer uses policy enforcement in the system’s file-access path, including the FUSE-based implementation. A file manager therefore cannot rely on a folder being visible in a directory listing; every operation is checked against the app’s permissions, target behavior and the protected location.
Common proposed fixes—and what they can and cannot do
| Proposed action | When it may help | What it cannot establish |
|---|---|---|
| Grant ordinary storage or media permission | Access to categories the permission actually covers. | It does not grant another app’s Android/data directory. |
| Try a different file manager | A different interface may make individual-document operations easier. | It cannot be assumed to defeat Android 11+ SAF restrictions. |
| Request all-files access | Only for an app whose core use qualifies and whose distribution channel approves it. | It is not a universal Android/data bypass or a substitute for an owner app’s export function. |
| Clear picker data or reinstall the file manager | Can resolve a corrupted app state or an unusual provider glitch. | It will not remove a platform-level prohibition. |
| Downgrade or change device software | Only a device-specific decision with substantial security and compatibility consequences. | It is not a general recommendation and may not change an app’s target behavior. |
How to interpret the most common symptoms
“Download is visible, but Use this folder is disabled”
This is consistent with Android 11+ blocking a Download directory-tree grant for an app targeting Android 11 or newer. Use the file-level Open or Import workflow instead.

“Android/data is missing in Files”
The picker may intentionally omit protected paths. Check whether the owning app can export the material; do not infer deletion from the folder’s absence.
“Android/data appears empty”
A restricted provider can present an empty view even when an app has data there. Ordinary storage permission does not prove that the file manager can read another app’s directory.
“The file manager worked on an older phone”
Android release, device build, picker implementation and the file manager’s target behavior can all differ. A result from an older Android version does not establish that the same operation is supported on Android 11 or newer.
“An app promises a universal bypass”
Be cautious. The documented platform rules do not establish a general user-facing bypass for Android/data, and device-specific workarounds may rely on unsupported behavior or disappear after an update.
A practical decision checklist
- Is the item in shared
Download, or in app-specificAndroid/data? - Is the phone running Android 11/API 30 or later?
- Does the app target Android 11 or a newer API?
- Do you need one document, or a directory-wide browse and copy operation?
- Does the app that owns the data offer export, backup, share or migration?
- Are you confusing ordinary storage/media permission with the separately controlled all-files capability?
- Could the file picker or device software be presenting a different interface without changing the underlying policy?
Answering those questions usually identifies whether you need a document-level picker action, an owner-app export, or simply an explanation for why a directory grant is unavailable.

What you should expect going forward
Android’s supported pattern is explicit user consent for individual documents and carefully scoped access for shared media, not unrestricted browsing of every path on external storage. Download remains usable for individual document workflows, while Android/data and Android/obb remain protected app-specific areas on Android 11 and later. If a task depends on copying private app data, the most reliable path is the owning app’s own backup or export feature rather than repeated permission changes in a third-party file manager.
Frequently Asked Questions
Does Android 11 block every file manager from Download?
No. The restriction concerns requesting the entire Download directory as a SAF tree for apps targeting Android 11 or later. Selecting an individual document can still be supported.
Can I fix Android/data access by installing another file manager?
There is no documented universal bypass. Different apps may present different interfaces, but Android 11+ still restricts SAF selection and access to another app’s external app-data directory.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIs MANAGE_EXTERNAL_STORAGE the same as normal storage permission?
No. It is a separate, sensitive capability intended for qualifying broad-file-management use cases and subject to distribution-policy review. It does not promise unrestricted Android/data access.
