When website images do not load on an iPhone, first determine whether Safari cannot load the page at all or whether the page text and controls appear while images are missing. A complete page failure points you toward the network, VPN, Safari data, or JavaScript. An image-only failure makes content blockers, site-specific settings, or the website’s image resources more relevant. No single symptom proves one cause, so work through the checks in that order.
Start by identifying what is actually failing
Open two or three unrelated sites, including one you know normally works. Note which of these descriptions matches what you see:
- Every site fails to load: Safari shows an error, a blank page, or never finishes loading.
- One site or one page fails: other websites work, but a particular domain does not.
- The page loads but images are absent: text, menus, forms, or buttons work while photographs, logos, or other media do not.
This scope comparison is a diagnostic framework based on Apple’s separate guidance for general Safari loading failures and content blockers; it does not establish the cause by itself. Record whether the result changes on cellular data, another Wi-Fi network, or after a setting change. That observation tells you which branch to try next, but it does not prove that the network, iPhone, or website is responsible.
If Safari cannot load pages at all
Test a different network
Turn off Wi-Fi temporarily and open a known site over cellular data. If cellular data is unavailable, join another Wi-Fi network. Apple recommends this comparison for Safari loading problems. If pages work on one connection but not another, the network path is different; the test does not identify whether the cause is the router, filtering, DNS, or the website’s response. Review VPN settings
If a VPN is enabled, disconnect it briefly and reload the page. Apple cautions: “If you have a VPN turned on, some apps or websites might block content from loading.” A changed result indicates that the VPN path or policy may matter; it is not proof that the VPN is defective. Re-enable it after the test if you need it for work or privacy.
Restart the iPhone
Restart the iPhone, then revisit the same page. This is a low-risk step Apple includes in its Safari troubleshooting sequence. Do not treat a temporary improvement as confirmation of a particular root cause; repeat the network and site checks if the problem returns.
Make sure JavaScript is enabled
In current Apple instructions, open Settings > Apps > Safari > Advanced > JavaScript and make sure JavaScript is on. Some modern pages use scripts to request or display images. Changing this setting will not repair a missing file on the website, and labels can vary slightly between iOS releases.
Clear Safari website data when loading remains broken
Apple’s documented path is Settings > Apps > Safari > Clear History and Website Data, then confirm. Clearing data removes stored website information, so you may be signed out or lose site preferences. It is a troubleshooting step, not a guaranteed image fix. If you need to preserve history or logins, try the network, VPN, restart, and JavaScript checks first.

Inspect Safari content blockers and extensions
Apple describes content blockers as third-party apps or extensions that can block cookies, images, resources, pop-ups, and other content. That makes a blocker a plausible setting to inspect when the page structure appears but images do not.

- Open Settings > Apps > Safari > Extensions.
- Identify any enabled content-blocking extension.
- Temporarily disable that blocker, return to Safari, and reload the affected page.
- Compare the result on the same network and URL, then re-enable the extension if it made no difference.
This is a diagnostic test based on the capability Apple documents, not a guarantee that a blocker caused your problem. The blocker’s developer is the appropriate contact for help with that product. Do not turn on “Block All Cookies” as a fix
Apple warns that blocking all cookies can prevent sign-in and make some pages or features fail. It is not a remedy for missing images. If the option is already enabled, understand that it may explain broken site functions; decide whether to change it based on your privacy needs and the site’s requirements rather than enabling it to solve an image problem.
Check whether only one image or resource is affected
Reload the page and look for a pattern. If every image is absent but the layout remains, blocking or a site-wide image-resource failure is more plausible than a single damaged file. If one photograph or one article thumbnail is missing while others appear, the individual resource may be unavailable or incorrectly referenced by the website. Try the same URL in another browser on the iPhone, or on another device, as a comparison. A different result narrows the next step but does not identify the exact server or configuration error.

When one website or page is the only problem
Test Private Relay for that site
For a problem limited to one website, Apple recommends checking whether iCloud Private Relay is on and temporarily turning it off as a test. Use the iCloud settings on your iPhone to change Private Relay, then reload the page. Restore the setting after the comparison if you rely on it. A changed result shows that the site behaved differently with the relay path; it does not prove the site or Private Relay is at fault.
Contact the website developer after the Apple checks
If the same page still fails after trying another network, reviewing VPN and Private Relay, restarting, checking JavaScript and blockers, and (when appropriate) clearing website data, Apple directs users to contact the website developer. Tell the developer:

“Disabling the blocker did nothing”
Re-enable it and continue with the network, VPN, JavaScript, restart, and site-specific checks. Apple’s statement that blockers can block images makes them worth testing, not a universal explanation.
“Clearing data signed me out”
That is an expected consequence of removing stored website information. Sign in again only after confirming you know the account credentials. If the image issue remains, clearing data was not a complete fix.
“The page is blank after changing a setting”
Undo the most recent change, reload, and test a known site. Avoid changing several settings at once; one-at-a-time comparisons preserve useful evidence and reduce the chance of creating a second problem.
