Why Weather Radar Can Miss or Misread Rain Near Mountains and Coastlines

Weather radar does not measure rain continuously at the ground. It sends a beam through the atmosphere and estimates precipitation from echoes at the heights and locations that beam samples. Mountains can block it, low-level rain can sit below it, unusual atmospheric conditions can bend it into misleading returns, and ocean waves can create echoes near some coastal radars. A blank or colored patch on a radar map therefore does not always mean what it appears to mean at the surface.

Why radar images can differ from what you see on the ground

A radar display is a view of returned energy, interpreted as precipitation, rather than a direct picture of every raindrop reaching the ground. The radar’s view is limited by its beam path, the height it samples, and the surfaces or atmospheric conditions that produce echoes. The National Weather Service notes that precipitation can fall below the lowest beam or be blocked by terrain or objects (NWS radar rainfall-estimation report; NOAA/NWS Radar Functional Requirements (2015)).

These effects are especially important in mountainous terrain and near coastlines. Local radar locations, scan strategies, and display products vary, so the exact coverage gap or false echo depends on the site.

How mountains can hide rain

Terrain blockage creates radar shadows

Radar energy needs a clear path to the target and back. A ridge or mountain can obstruct that path, reducing or eliminating echoes from precipitation beyond it. That leaves a shadow or area of reduced coverage in the affected direction. The Australian Bureau of Meteorology puts the limitation plainly: “Rain on the other side of the mountain won’t appear on the radar” (Bureau of Meteorology, Weather radars).

Putting a radar at a higher elevation can help its beam clear nearby terrain, but it creates a trade-off: the lowest scan may then be high above nearby valleys. The radar can miss rain that is falling lower down even when the radar itself has an unobstructed view.

The beam can pass over low-level rain

A radar beam does not hug the ground or follow the contours of a valley. Its height above the surface generally increases with distance under ordinary atmospheric conditions, in part because of Earth’s curvature. Farther from the radar, the lowest scan may pass above shallow or low-level precipitation. The NWS identifies beam overshooting as a frequent source of rainfall-estimation error that generally leads to underestimation (NWS radar rainfall-estimation report).

This is why a weak or absent echo does not establish that a valley or other location is dry. The rain may simply be below the part of the atmosphere the radar sampled.

How the atmosphere can create misleading echoes

Unusual refraction can produce false returns

Temperature inversions or sharp changes in moisture can bend a radar beam differently from its usual path. Under anomalous propagation, the beam may bend toward the surface and return energy from the ground, buildings, or other objects. Those returns can appear as echoes even though they are not rain, and they can contaminate precipitation measurements and rainfall estimates. NOAA explains this effect in its guidance on anomalous propagation and radar beams and refraction.

A stationary or terrain-shaped echo is a reason to check the interpretation, not proof by itself that the feature is false. NOAA recommends comparing uncertain echoes with adjacent radar sites; if nearby radars do not show the same feature, that can be a useful warning that the return is not precipitation (NOAA, Anomalous Propagation).

Why coastal radar may show echoes from the sea

Some low-elevation coastal radar sites receive returns from the ocean surface. Waves can reflect radar energy, producing “sea return” that resembles ground clutter; the NWS describes it as a limitation at some coastal sites (NWS, About our WSR 88-D Radar). The Australian Bureau of Meteorology also identifies sea clutter as a coastal radar limitation (Bureau of Meteorology, Weather radars).

Sea return is one possible explanation for an echo near the coast, not a reason to assume every coastal echo is false. Whether an echo represents rain requires context and, when available, comparison with other observations.

How to interpret a doubtful radar patch

  • Near mountains: Treat a blank area beyond a ridge as a possible coverage shadow. Missing radar color does not prove the ground is dry.
  • In valleys or far from a radar: Remember that the lowest scan may still be above the surface, allowing low-level rain to go unsampled.
  • For a fixed or terrain-shaped echo: Compare it with adjacent radar sites, as NOAA advises. A feature that does not appear in another radar’s view deserves scrutiny.
  • For coastal echoes: Consider sea return as one possible source, while checking whether other observations support rainfall.
  • For a broader check: Use satellite imagery, surface observations, and local reports where available. Each offers context beyond a single radar view.

These limitations come from radar sampling and propagation. A weather app’s display may depend on its data and processing, but the available evidence here does not establish how any particular app handles these effects.
