Why Treasury Yields Rise or Fall When Investors React to Geopolitical Risk

Geopolitical shocks do not push Treasury yields in one automatic direction. When investors seek liquidity and perceived safety, Treasury prices can rise and yields fall. When a shock raises expected inflation, future Federal Reserve rates, government borrowing concerns or the compensation investors demand for risk, Treasury prices can fall and yields rise. The outcome depends on the event, the Treasury maturity, market conditions and competing economic news.

Start with the price–yield relationship

A Treasury bond promises fixed cash payments: periodic interest and repayment of principal at maturity. Once the bond is trading in the market, its price changes while those promised payments generally do not. If buyers bid the price higher, the same cash flows represent a smaller return on the amount invested, so the yield falls. If the price declines, the buyer receives the same cash flows for less money, so the yield rises.

This inverse relationship explains how a geopolitical headline appears in a yield quote, but it does not explain why investors bought or sold. The reason must be found in the expectations and risks that changed.

What a “10-year Treasury yield” actually represents

The U.S. Department of the Treasury’s constant-maturity Treasury (CMT) rates are points read from an estimated yield curve. Treasury describes the par curve as relating a security’s par yield to its time to maturity and using closing market bid prices for recently auctioned securities. A 10-year CMT therefore can be quoted even when no individual outstanding security has exactly 10 years remaining.

The inputs are indicative bid quotations obtained by the Federal Reserve Bank of New York at about 3:30 p.m. on business days, rather than a record of every completed transaction. Treasury publishes the methodology and daily rates at its interest-rate statistics page. CMT figures are bond-equivalent yields for securities paying interest semiannually, expressed on a simple annualized basis; they are not effective annual yields or savings-account APYs. Treasury’s interest-rates FAQ also warns that future CMT rates cannot be forecast reliably.

Why a geopolitical shock can push yields lower

Safe-haven demand

A conflict, political rupture or other geopolitical event can make investors reduce exposure to assets whose values depend heavily on economic growth or corporate profits. U.S. Treasury securities are highly liquid and are widely used as collateral and as a reserve asset. If demand for them increases, prices rise and yields fall.

This is a portfolio decision, not a promise that Treasuries will always gain value during a crisis. Investors may be seeking the ability to sell quickly, reduce credit risk or hold cash-like instruments while uncertainty is resolved. The buying can be strongest in benchmark issues, which can move their published yields even when trading in less-liquid securities is limited.

What cross-country evidence shows

The International Monetary Fund’s April 2025 Global Financial Stability Report examined monthly data for 20 advanced economies and 18 emerging-market economies. It found that long-term sovereign yields tend to decline in traditional safe-haven countries after major geopolitical-risk events. The estimated pattern was especially pronounced for major foreign events. Yields in other advanced economies can rise even while yields in traditional safe havens do not, so the result is not a universal “risk-off means every government bond yield falls” rule. The chapter is available in Chapter 2 of the IMF report.

Why the same shock can push yields higher

Inflation expectations

Geopolitical disruption can threaten energy supplies, shipping routes, food production or key industrial inputs. If investors expect those disruptions to make goods and services more expensive, they may demand a higher nominal yield to preserve purchasing power. Existing fixed-rate bonds then need lower prices to offer that higher return.

Inflation is a possible channel, not an automatic result of every conflict. A short-lived event with little effect on supply may produce a strong safety bid and little change in inflation compensation. A prolonged disruption to commodities or trade can create the opposite mix.

Expected monetary policy

Markets price the expected path of short-term interest rates into Treasury yields. If a shock is thought likely to keep inflation high, investors may expect the Federal Reserve to maintain restrictive policy for longer or raise rates. Shorter-maturity yields can respond quickly because they are closely tied to expected policy over the next few meetings. Longer maturities also incorporate the expected path over many years and the compensation investors require for uncertainty.

Federal Reserve research finds that international sovereign yields respond to U.S. monetary-policy surprises, demonstrating that policy expectations can transmit across borders and maturities. The study, revised in October 2019, is available at the Federal Reserve. A daily Treasury move that coincides with a policy repricing should not be assigned solely to a geopolitical headline.

Fiscal and debt-supply concerns

A geopolitical crisis can lead investors to anticipate higher defense spending, emergency support, weaker tax receipts or a larger supply of government debt. If buyers require additional compensation to absorb that supply or to hold duration during uncertain fiscal conditions, prices can fall and yields rise. This mechanism can affect long maturities more than bills because long-term bonds are exposed to many years of future borrowing and inflation outcomes.

A higher risk premium

Even if the expected average path of short-term rates is unchanged, investors may demand a larger term premium for holding a long-duration security through an uncertain period. That repricing raises yields. A higher term premium is an interpretation that must be supported by broader market evidence; it cannot be read directly from one nominal yield quote.

Demand at Treasury auctions

New-issue demand can amplify or offset a geopolitical move. In its April 2025 report, the Treasury Borrowing Advisory Committee said weak demand at the April 8 three-year auction contributed to a further rise in longer-term Treasury yields. Later solid auction results, including robust foreign allotment, helped ease concerns. The committee also described a period when U.S. equities, Treasuries and the dollar all declined together, causing some investors to question Treasuries’ “safe haven” status. This episode illustrates that liquidity and market positioning can temporarily overpower the usual safety narrative. Read the committee’s account at the Treasury Borrowing Advisory Committee report.

Which effect wins depends on the event and the market

Investors can react to the same headline in stages. An initial flight to liquidity may lift Treasury prices. Hours or days later, revised energy, inflation, policy or fiscal expectations may produce selling. Alternatively, markets may decide that the event is contained and reverse the first move. A yield change therefore describes the net result of several trades, not a single mechanical response.

Question to compare What can favor lower yields What can favor higher yields
Investor objective Demand for liquidity, high credit quality and a place to wait out uncertainty Demand for compensation for duration, inflation or market volatility
Economic effect Expected slowdown that reduces policy-rate expectations Energy, supply or trade disruption that raises expected inflation
Government finances Confidence that borrowing needs remain contained Expected emergency spending, larger issuance or fiscal risk
Market functioning Strong demand for benchmark issues and orderly trading Weak auction demand, forced selling or reduced dealer balance sheet
Geography Traditional safe-haven country receives international inflows Other advanced or emerging-market issuers face capital outflows or higher risk premiums

Why maturity and geography change the answer

Short maturities

Treasury bills and two-year-area notes are most sensitive to expectations for near-term Federal Reserve policy, liquidity and cash management. A geopolitical event that is expected to weaken demand and bring rate cuts can pull these yields down. An event expected to keep inflation and policy rates higher can push them up.

Long maturities

Ten- and 30-year yields incorporate expected short-term rates over many years, long-run inflation, economic growth, fiscal supply and the term premium. They can rise even when short-term yields fall if investors become more concerned about inflation, debt issuance or compensation for duration. The reverse is also possible when strong long-duration safe-haven buying dominates.

Domestic, foreign and emerging-market shocks

The IMF’s cross-country estimates show why geography matters. Major domestic geopolitical events were associated with lower long-term yields in advanced economies largely because of safe-haven countries, while emerging-market yields generally increased. Major foreign events could raise yields in other advanced economies even as traditional safe havens behaved differently. These are average patterns across the IMF sample, not forecasts for a particular U.S. headline.

A practical method for explaining a daily Treasury move

  1. Define the window. Record the exact announcement time and compare the yield before, immediately after and at the close. A move over one day is not the same as a move over the following month.
  2. Check the maturity curve. Compare bills, two-year, five-year, 10-year and 30-year rates. A front-end move points more directly to policy expectations; a long-end move may involve inflation, supply or term premium.
  3. Separate price from yield. Confirm that the Treasury price moved in the opposite direction. Remember that a CMT is an interpolated curve point, not necessarily one bond’s transaction yield.
  4. Look for inflation information. Where dependable nominal, real-yield and inflation-compensation data are available, check whether the move is concentrated in expected inflation or in real rates. Do not infer either component from a nominal yield alone.
  5. Check Federal Reserve expectations. Review policy-rate futures or other contemporaneous measures for a repricing of expected short-term rates. A policy surprise can explain a broad move across sovereign markets.
  6. Check issuance and auction results. Note the size, bid-to-cover information and investor participation in relevant Treasury auctions. A weak sale can reveal temporary demand problems even when the geopolitical story sounds supportive for bonds.
  7. Compare other assets and countries. Examine equities, credit, the dollar, commodities and sovereign yields in traditional safe-haven and emerging markets. Broad simultaneous selling of stocks, bonds and the dollar is evidence against treating “safe haven” as an unconditional label.
  8. Use cautious attribution. If several mechanisms moved together, write that yields “rose as investors weighed the geopolitical event alongside inflation, policy and supply concerns.” Say the event “caused” the move only when a credible source establishes that causal link.

How to read Treasury’s official data without overclaiming

Use the Treasury daily rates interface for dated observations, but identify whether you are viewing nominal or real-yield data and preserve the publication date. The official series are market-based indicators built from indicative bid quotations. They are useful for comparing maturities and dates, but they are not a complete trade-by-trade record.

Treasury explicitly cautions that future economic and monetary policies affecting the par yield curve cannot be accurately forecast and that attempts to forecast future CMT rates are risky. A chart can establish that a yield moved; it cannot by itself establish that a particular conflict, election or diplomatic statement was the cause.

Three illustrative reactions

Contained political shock

Suppose a foreign political crisis raises uncertainty but does not materially change energy prices, U.S. inflation expectations or expected Federal Reserve policy. International investors may buy liquid Treasury benchmarks. Prices rise, the 10-year yield falls and the front end may move little. That is a safe-haven-dominant response.

Supply disruption with inflation risk

Suppose a conflict threatens a major energy route. Investors may still want Treasuries for liquidity, but they may simultaneously raise inflation expectations and reduce expectations for near-term rate cuts. Two-year and 10-year yields could rise despite defensive positioning in other assets. The result would reflect inflation and policy repricing outweighing safety demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fiscal and market-functioning stress

Suppose a crisis leads markets to expect substantial new borrowing while a Treasury auction attracts weak demand. Long-term yields could rise as investors require more compensation for supply and duration. If later auctions are well received, part of that increase could reverse even though the geopolitical situation remains unresolved.

What changing yields mean for Treasury investors

For an investor holding an existing fixed-rate Treasury, rising market yields normally mean a lower market price, with the largest price sensitivity generally found in longer-duration securities. If the bond is held to maturity and the issuer makes the promised payments, the scheduled principal and interest do not change; selling before maturity exposes the investor to the current market price. Falling yields usually raise the market value of existing fixed-rate bonds but reduce the return available when coupons or matured principal are reinvested.

Individuals can purchase marketable Treasury securities through TreasuryDirect; the official buying guidance is at TreasuryDirect. That purchasing information does not predict how geopolitical events will move rates, so a buying decision still requires attention to maturity, liquidity, taxes and the possibility of price changes before maturity.

The bottom line for interpreting headlines

  • A Treasury yield falls when demand raises the bond’s price and rises when selling lowers its price.
  • Geopolitical risk can create safe-haven buying, but inflation, expected policy rates, fiscal supply, term premiums and auction demand can reverse that effect.
  • Short and long maturities, traditional safe-haven countries and emerging markets need not react alike.
  • Use Treasury’s methodology, maturity-by-maturity comparisons and broader market evidence before assigning causation to a headline.
