Why Thermal Storage Materials May Not Reduce Energy Bills as Expected

Thermal storage can move heating or cooling to a different time, but the material itself does not make energy free or automatically cheaper. A household bill falls only when the system charges at a lower effective cost (such as a genuinely cheaper tariff or surplus self-generation), operates efficiently, and costs less over its life than the value of the savings. Tariff changes, heat-pump temperatures, storage losses, oversized equipment, installation cost and limited space can erase that value. Evidence for domestic thermal storage paired with heat pumps is still particularly limited.

What thermal energy storage actually does

The U.S. Department of Energy defines thermal energy storage (TES) as: “TES refers to energy stored in a material as a heat source or a cold sink and reserved for use at a different time.” In a building, that normally means charging a tank, phase-change material (PCM), thermochemical material or the building fabric when energy is available, then releasing heat or cold later.

That is a time-shifting function. It does not remove the building’s heat demand, and it does not guarantee that the charging period is cheaper. If a heat pump uses one kilowatt-hour of electricity to add a certain amount of heat to storage, the household still has to pay for that electricity. Losses in the heat pump, pipes, controls and storage can mean that more electricity is needed than if the heat pump had supplied the room directly.

The scale of the opportunity explains the interest. DOE says more than 45% of electricity consumption in U.S. buildings is used for thermal uses such as air conditioning and water heating. A separate DOE 2021 project page reports that more than 30% of total U.S. residential electricity demand is used for building heating and cooling. Those figures describe end-use importance, not the savings a particular storage installation will deliver.

When shifting heat can lower a bill

A wide and dependable tariff spread

Storage can charge during a low-price period and discharge during a high-price period. The relevant comparison is not simply the advertised off-peak rate: it is the price difference after charging and discharging losses, heat-pump efficiency, standing charges and control limits. A small price spread may never repay the additional equipment.

ClimateXChange’s 2022 report found that a case-study saving did not persist after a dynamic time-of-use tariff increased. A tariff that looks attractive at installation can therefore produce a different result after a supplier changes its rates or a household leaves the tariff. Smart-tariff and responsive-appliance policies discussed in the UK government’s Heat and building strategy create opportunities, but they do not fix the underlying economics.

Surplus self-generation

On-site generation, such as solar electricity, can improve the calculation when storage uses energy that would otherwise be exported or curtailed. ClimateXChange identifies storing self-generated energy or off-peak electricity for later use as the main routes to bill savings. If there is no surplus generation and the tariff spread is narrow, buying extra hardware merely to move grid electricity may have little value.

Controls that respond to real conditions

The controller must know the tariff, weather, occupancy and state of charge, then charge enough without overheating the building or running the heat pump at an inefficient temperature. A theoretical schedule that cannot be followed because of comfort limits, demand charges or a changing tariff will not deliver its modeled result.

Why the storage material is not the whole system

Round-trip losses and heat-pump efficiency

Every system has a charging path, a storage medium, a discharge path and controls. Heat leaks from tanks and distribution lines; PCM systems have heat-transfer limitations; thermochemical systems add reactors and controls. The heat pump may also work harder when it is asked to charge storage rapidly. The correct comparison is the useful heat delivered to the rooms per unit of electricity over the whole cycle, not the material’s laboratory energy density.

DOE’s thermal-storage program lists reducing material and system cost, improving lifetime and durability, and simplifying installation, operation and maintenance as continuing priorities. Those priorities show why selecting a material alone cannot settle a household bill question.

Flow temperature can change the result

ClimateXChange reports a lower-efficiency concern for PCM heat batteries paired with heat pumps when the required flow temperature is above 55°C. That is a reported technical threshold, not a universal efficiency percentage. Homes with small radiators, poor insulation or high-temperature hot-water requirements may therefore need a system redesign before storage is considered.

Material performance remains an engineering issue

DOE’s 2021 salt-hydrate PCM project identifies a shortage of high-performance, low-cost PCMs in useful load-shifting temperature ranges. Its objectives include improving thermal conductivity, reducing undercooling, limiting moisture changes and phase separation, and maintaining stable melting behavior. These properties affect charging power, usable capacity, controls and service life.

A DOE thermochemical-storage project page dated February 14, 2024 describes thermochemical materials as potentially compact, with high energy density and negligible storage heat loss compared with PCM and sensible-heat storage. “Potentially” is important: the project description is not evidence that commercially available systems already lower a typical household bill.

Storage size, duration and space can defeat the economics

To shift a meaningful share of heating, storage must hold enough useful heat for the intended peak period. The required volume depends on the home’s heat loss, desired duration, usable temperature range and the material’s actual operating capacity. A compact material may still require heat exchangers, insulation, pumps, valves and service clearance.

ClimateXChange says fully shifting heat-pump operation to off-peak periods is not feasible or recommended in many cases because the storage volume required is large and bills may increase. Its simulations also found that space constrained some otherwise favorable scenarios. A storage unit that displaces a cupboard, requires structural work or forces a larger plant room adds costs that a simple energy-arbitrage calculation misses.

Duration matters as much as capacity. A system sized for a two-hour price peak cannot cover an overnight cold spell without additional charging. Conversely, sizing for rare extreme events leaves expensive capacity unused most of the year. The design should state the hours of coverage, usable temperature range and expected reserve for comfort rather than quoting only a material’s theoretical capacity.

Capital cost and lifetime determine payback

A bill reduction is not a financial saving until it exceeds the system’s installed cost, financing, maintenance, controls, replacement and any efficiency penalty. ClimateXChange’s modeled scenarios generally found that, without electrical generation, return on investment was longer than the expected technology life; in most cases, simulated savings would not cover installation costs. Some cases also showed actual bills increasing.

Those are scenario results, not a forecast for every home. The report varied tariff, property size, electricity demand and heat demand, and it combined evidence review, interviews, case studies and a simulation tool. Use its conclusion as a warning to test assumptions, not as a universal claim that thermal storage always loses money.

A proper calculation should use annual hourly or half-hourly demand, the tariff in force, measured heat-pump performance, storage losses, degradation, maintenance and a realistic replacement date. Compare discounted cash flow or total cost of ownership with the same heat pump operating without storage. A simple payback based on one favorable month is inadequate.

Why modeled savings do not equal household results

ClimateXChange found limited monitoring and consumer-savings data across storage types, with more evidence for electric batteries than for heat batteries or thermal storage. Its review found no monitoring data or case studies for domestic thermal storage paired with a heat pump. Modeled or illustrative figures should therefore be labeled as such.

Oak Ridge National Laboratory’s 2023 final report provides a useful example of the distinction. Its whole-building simulations covered two residential buildings in Indianapolis and Atlanta, plus a component-based case study. In a modeled Chicago case, a proposed PCM system under time-of-use control reduced utility costs by 24.6% for cooling and 25.8% for heating compared with a conventional electric heat pump. These are simulation outputs for that proposed system and case, not field measurements or a promise for a typical home.

The same Oak Ridge report explains why a household-only calculation can undervalue TES. Peak-demand reduction and deferred generation or network capacity can benefit utilities more than the building owner. Those system benefits generally require aggregation across many buildings and a business model that shares the value through payments, tariffs or incentives. Without that mechanism, the customer may pay for equipment while the grid captures much of the benefit.

Compare a storage proposal with the no-storage baseline

Question What to measure Why it can change the verdict
Tariff and control Charge and discharge prices, tariff rules, control reliability and standing charges A changed or narrow price spread may erase arbitrage savings.
Self-generation Surplus on-site generation, export rate and curtailment Using otherwise low-value surplus can be worth more than buying extra grid electricity.
Whole-system efficiency Heat-pump coefficient of performance at actual flow temperature, storage and distribution losses Extra charging energy can exceed the price advantage.
Capacity and space Useful stored heat, hours of coverage, volume, access and service area Large or disruptive installations add cost and may be impractical.
Total cost and life Installed price, maintenance, durability, degradation and replacement date Savings must arrive before the system reaches the end of its service life.
Who captures value Household bill benefit, demand-response payment and utility or aggregator compensation Grid value does not automatically return to the equipment owner.

How to test a proposed system before buying

  1. Establish the baseline. Gather at least a year’s bills, interval electricity data if available, indoor-temperature requirements and heat-pump flow-temperature records. Separate space heating, hot water and other loads.
  2. Verify the tariff. Record every charge, time window, export credit, price cap and contract condition. Model plausible future tariffs rather than assuming today’s spread continues.
  3. Measure the heat demand. Use a room-by-room heat-loss calculation and the home’s insulation and radiator or emitter limits. Do not size storage from floor area alone.
  4. Check heat-pump compatibility. Ask for seasonal performance at the proposed charging and discharge temperatures. Treat required flow temperatures above 55°C as a specific efficiency warning for PCM heat-battery pairing, as reported by ClimateXChange.
  5. Specify usable capacity. Require the supplier to state delivered kilowatt-hours of useful heat, charge and discharge power, standby losses, coverage hours and reserve limits—not only the material’s theoretical capacity.
  6. Calculate total cost of ownership. Include installation, electrical upgrades, controls, maintenance, space alterations, financing, degradation and replacement. Compare the result with operating the heat pump without storage.
  7. Stress-test the model. Recalculate with a smaller tariff spread, lower self-generation, colder weather, higher flow temperature, downtime and a shorter service life. Reject a proposal that remains attractive only under one optimistic case.
  8. Clarify value sharing. If the business case includes demand-response or grid services, obtain the exact payment, aggregator fee, minimum commitment and exit terms. Do not count a utility benefit as household income unless it is contractually passed through.

Common reasons a bill rises after installation

  • The tariff changed: the former off-peak period became less cheap or disappeared.
  • The system charges too hot or too fast: the heat pump operates at a lower coefficient of performance, especially in a high-flow-temperature home.
  • Storage is oversized: capital, standing and standby losses exceed the infrequent peak periods it serves.
  • Controls prioritize charging over comfort: the home overheats, windows are opened, or the heat pump runs again to correct the schedule.
  • Self-generation was overestimated: seasonal solar surplus is unavailable when winter heating demand is highest.
  • Installation costs were excluded: plant-room alterations, electrical work, commissioning and future replacement were omitted from payback.
  • The modeled baseline was unrealistic: simulations assumed a conventional heat pump, weather pattern or occupancy unlike the actual home.

What a credible offer should disclose

Ask for the assumptions behind every claimed saving: location and climate data, tariff dates, occupancy, heat demand, flow temperatures, storage losses, usable capacity, degradation, maintenance and the comparison system. A credible proposal distinguishes simulation from monitored performance and states whether figures are annual, one-time, promotional or guaranteed.

Independent home-energy or tariff assessments can help verify those assumptions, but provider qualifications, geography, current programs and contract terms must be checked. No generic raw PCM purchase or thermal camera can substitute for a whole-system design and measured tariff analysis.

The practical answer

Thermal storage is most defensible where a large, durable tariff spread or surplus self-generation exists; the heat pump can charge efficiently at acceptable temperatures; the storage fits without expensive building work; and the owner receives any demand-response value. Without those conditions, storage may still provide resilience, comfort or grid benefits, but a material’s ability to hold heat is not evidence of a lower household bill.
