Why the U.S. Navy Replaced Steam Catapults With EMALS

The U.S. Navy replaced the Ford-class carrier’s C-13 steam catapults with the Electromagnetic Aircraft Launch System (EMALS) to keep the same launch mission while changing how launch energy is stored, controlled and delivered. EMALS uses stored kinetic energy, solid-state electrical power conversion and an electromagnetic moving field instead of steam-driven machinery. The Navy says that architecture can provide more precise end-speed control, smoother acceleration, a wider aircraft-weight range and lower shipboard steam-service requirements. Those are design objectives and stated benefits; they should not be confused with a current, independently verified reliability or sortie-rate comparison.

EMALS is therefore part of a larger Ford-class redesign, not simply a different catapult bolted onto an otherwise unchanged carrier. The class also uses all-electric utilities, Advanced Arresting Gear and revised flight-deck systems. The official system description is available from NAVAIR, while the Navy’s broader class explanation appears in its Naval Aviation 2025 overview.

What changed when EMALS replaced a steam catapult?

A steam catapult uses high-pressure steam from the carrier’s propulsion and utility plant to drive a piston and shuttle along a track. The shuttle engages an aircraft’s launch bar, accelerates the aircraft down the deck and then releases it at the required speed. Steam is a proven way to move a large mass quickly, but it requires boilers, piping, valves, drains, accumulators and specialized maintenance throughout the ship.

EMALS performs the same basic job with a different energy path. NAVAIR describes it as using stored kinetic energy and solid-state electrical power conversion to create a moving electromagnetic field that propels the launch carriage. Power electronics meter the energy into the launch motor, while computerized controls monitor the launch and regulate the commanded end speed. In NAVAIR’s words, “The mission and function of EMALS remains the same as the traditional steam catapult; however, it employs entirely different technologies.”

The change is not from “manual” to “automatic” launching. Both systems require carefully calculated aircraft settings, a launch bar and a deck crew. The difference is where the energy comes from and how finely the system can shape the acceleration profile.

How an EMALS launch works

  1. Energy is accumulated before the launch. The carrier’s electrical plant supplies the catapult system, which stores kinetic energy so a large pulse can be delivered without asking the ship’s generators to provide the entire launch load instantaneously.
  2. The aircraft is configured in the launch control system. Aircraft type, weight, wind-over-deck conditions and the required end speed determine the launch command. The objective is to give each aircraft enough energy for safe flight without applying unnecessary force.
  3. Solid-state converters shape the electrical output. Power-conversion equipment changes the stored energy into a precisely timed electrical waveform. This replaces the steam catapult’s mechanical regulation of valves and pressure with electronic control of the motor’s magnetic field.
  4. A moving magnetic field drives the launch carriage. The carriage travels along the deck track and pulls the aircraft’s launch bar forward. Acceleration can be controlled throughout the stroke rather than treated as a largely fixed steam-powered event.
  5. Control and monitoring verify the stroke. Sensors and software track position, speed and system conditions. The carriage reaches the programmed release speed, the aircraft separates from the shuttle and the system resets for the next launch.

This sequence explains why EMALS can be tuned for different aircraft without changing the catapult’s fundamental role. It also explains why the system depends on electrical generation, power electronics, software and monitoring as much as on deck machinery.

Why the Navy wanted a different launch system

More accurate end-speed control

NAVAIR lists precise end-speed control as a primary EMALS advantage. A carrier catapult must launch aircraft fast enough to fly away with the available wind-over-deck, but excessive speed or abrupt acceleration adds loads to the aircraft and its launch equipment. Electronic control is intended to match the launch profile more closely to the aircraft’s actual weight and conditions.

Smoother acceleration and less structural stress

The Navy says EMALS provides smoother acceleration than a steam catapult. Smoother does not mean slower: the system still has to deliver the energy needed for a carrier launch. It means the force can be shaped over the stroke, potentially reducing sharp loads on the aircraft, launch bar and ship structure. NAVAIR presents reduced stress as an expected design benefit, not as a published current fleet measurement.

A wider range of aircraft

Steam catapults were designed around the aircraft mix of earlier carrier eras. EMALS is intended to cover a broader weight range, from lightweight unmanned aircraft to heavy strike fighters. That flexibility matters as a carrier operates dissimilar aircraft with very different launch-energy requirements. It also gives designers more margin for future aircraft whose weights or performance differ from today’s fleet.

Higher launch-energy capacity

NAVAIR identifies increased launch-energy capacity as another reason for the change. Stored kinetic energy allows the system to prepare between launches and then release a large, controlled burst. The advantage is architectural: the ship can manage launch power through storage and conversion rather than routing steam through a large network every time an aircraft leaves the deck.

Less dependence on steam services

Ford-class carriers were designed around all-electric utilities. Replacing the C-13 steam catapult therefore removes a major reason to maintain steam-generation and distribution equipment for flight-deck operations. The Navy’s Naval Aviation 2025 overview places EMALS alongside all-electric ship services, Advanced Arresting Gear and flight-deck changes intended to improve aircraft operations and reduce maintenance.

Potential manning, maintenance and sortie benefits

The Navy’s stated rationale includes reduced manning and maintenance, improved efficiency and reliability, and the possibility of supporting higher sortie rates. Fewer steam lines, valves and related support systems could change the maintenance workload, while automated monitoring could reduce some routine operator tasks. Those are intended operational benefits. They do not, by themselves, establish that a deployed carrier has achieved a particular crew reduction, maintenance saving or sortie rate.

Steam catapult versus EMALS

Area C-13 steam catapult EMALS
Energy source High-pressure steam supplied through the carrier’s steam plant Stored kinetic energy delivered through solid-state electrical power conversion
Propulsion method Steam-driven piston and shuttle Electromagnetic moving field driving a launch carriage
Control approach Mechanical and hydraulic regulation of steam and pressure Computer-controlled electronic power and launch monitoring
Aircraft range Designed around the carrier’s established aircraft and weight envelope NAVAIR says it is intended to cover a wider range, from lightweight unmanned aircraft to heavy strike fighters
Acceleration objective Catapult stroke governed by steam-system behavior and settings Smoother, more precisely controlled acceleration is a stated design goal
Ship integration Requires steam-generation and distribution services Fits the Ford-class move to all-electric utilities
Manning and maintenance Steam machinery and associated services require dedicated support NAVAIR identifies reduced manning and maintenance as intended benefits; a current numerical saving is not stated
Reliability evidence No current like-for-like comparison is provided in the cited sources GAO documented reliability shortfalls during early Ford-class testing in 2013; no current comparative failure rate is established here

Why EMALS belongs specifically on the Ford class

The Ford class was conceived as a systems redesign. Its electrical architecture was intended to support major ship functions that earlier carriers handled with steam or hydraulic services. Installing an electromagnetic catapult on a carrier built around steam utilities would sacrifice much of that integration advantage, because the ship would still need to generate, distribute and maintain steam for the launch system.

By pairing EMALS with all-electric utilities, the Navy could design power generation, distribution, control rooms and flight-deck equipment as one architecture. The same redesign includes Advanced Arresting Gear for recovering aircraft. Launch and recovery equipment, aircraft handling spaces and deck operations were adjusted together rather than treated as isolated upgrades. This is why the Navy describes EMALS as a Ford-class feature and not merely an optional replacement for a single piece of machinery.

The reliability tradeoff and what the evidence actually shows

EMALS introduced a complex, software-intensive electrical system on the lead Ford-class ship. In its 2013 report GAO-13-396, the Government Accountability Office documented reliability shortfalls affecting key systems during early testing. GAO explained that the Navy expected greater EMALS availability to contribute to planned sortie generation and reduced manning, but the report also found that early reliability problems would limit initial fleet capabilities.

That finding is important for interpreting the replacement decision. It shows that the Navy’s business case included availability, sortie generation and manpower goals; it does not prove that those goals were met, nor does it provide a current EMALS-versus-steam failure-rate comparison. The report is historical evidence from 2013, not a measurement of present-day carrier performance.

There are practical tradeoffs even when the system works as designed:

  • Electrical infrastructure: The carrier must generate, distribute and condition enough electrical power for launch operations and energy storage.
  • Power-electronics complexity: Solid-state converters and control software add electronic components that require specialized diagnostics, spares and training.
  • Integration burden: Catapult controls, aircraft launch bars, deck machinery, ship power and safety systems must operate as one coordinated system.
  • New maintenance skills: Sailors who previously focused on steam machinery need expertise in high-power electrical equipment, sensors and software-driven monitoring.
  • Development risk: A new system can expose reliability problems during testing before maintainers and operators build experience.

These tradeoffs help explain why EMALS was selected as part of a new carrier class rather than presented as a simple equipment exchange on every existing ship.

What “replaced” means—and what it does not

The Navy did not replace the catapult mission. Aircraft still must be attached to a launch shuttle, accelerated along the flight deck and released at a safe flying speed. What changed is the energy chain: steam machinery became stored kinetic energy, electrical conversion and electromagnetic propulsion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Nor does the word “replaced” mean that every steam catapult was removed from every carrier at once. The documented change applies to the Ford-class design, which replaces the C-13 steam catapult within that class. Other carrier classes and ships already in service have their own equipment, upgrade schedules and operating histories.

How to judge claims about EMALS today

When a source says EMALS is “more reliable,” “cheaper to maintain” or capable of “more sorties,” check whether it is describing a design objective, a Navy expectation or a measured operational result. NAVAIR’s product page is authoritative for the system’s purpose and intended advantages. The 2025 Navy overview is useful for understanding how EMALS fits into Ford-class ship design. GAO-13-396 supplies an early, dated warning about reliability shortfalls.

The cited material does not establish a current, like-for-like numerical comparison of EMALS and steam-catapult failure rates, maintenance hours, crew size or sortie generation. A responsible explanation therefore separates the rationale for adopting EMALS from proof of eventual fleet performance. The strongest supported conclusion is that the Navy sought a more controllable, electrically integrated launch system that could serve a wider aircraft mix while reducing dependence on steam services.
