Why the Marine Corps Uses the F-35B’s Short Takeoff and Vertical Landing Capability

The Marine Corps uses the F-35B’s short-takeoff and vertical-landing (STOVL) capability primarily because it expands where Marine aviation can operate. The aircraft can launch and recover from amphibious assault ships and use short, austere expeditionary airstrips, allowing tactical aviation to move with Marine forces instead of depending entirely on a large conventional air base.

That flexibility is an access and basing advantage, not a free performance upgrade. Marine aviation documents identify a necessary reduction in internal fuel capacity and smaller internal weapon bays compared with the F-35C. The Corps accepts those tradeoffs because expeditionary access is central to its operating model.

What short takeoff and vertical landing means

STOVL describes two related operating options. A short-takeoff aircraft can become airborne from a runway much shorter than the one normally required by a conventional fighter. A vertical-landing aircraft can descend and land without rolling along a conventional runway for the final part of recovery.

In Marine service, those options are valuable because the aircraft may need to operate from a ship, a temporary expeditionary strip, a damaged airfield or another location where a full-length runway is unavailable, threatened or too far from the force it must support. STOVL does not mean that every short, rough or damaged strip is automatically usable. Aircraft operations still depend on the strip’s condition, available support, weather, fuel, weapons handling and the mission being attempted.

The key distinction is between access and performance. STOVL gives commanders more choices about where to base and recover aircraft. It does not, by itself, create stealth, sensors, weapons or battlefield survivability. Those are separate characteristics of the broader F-35 design and its mission systems.

Why expeditionary access matters to the Marine Corps

Marine aviation is organized to support a Marine Air-Ground Task Force (MAGTF) as it moves from sea to shore and operates in locations where a permanent air base may not exist. A runway-dependent fighter can be highly capable yet still be unusable if the nearest suitable airfield is distant, damaged, politically unavailable or vulnerable to attack.

The F-35B lets the Corps place tactical aviation closer to forces without waiting for a large airfield to be built or secured. That can shorten the distance to supported units, preserve more basing choices and make it harder for an adversary to disable Marine aviation by targeting a small number of major runways.

In prepared remarks to the Surface Navy Association on January 13, 2011, then-Commandant Gen. James F. Amos described STOVL as vital to expeditionary operations, maneuver warfare and close air support in austere locations. He said the Corps could build an expeditionary 3,000-foot runway in days. The point was not that a 3,000-foot strip is ideal for every sortie, but that a force able to use such a strip can generate aviation from places that conventional fighters may not be able to use.

Shipboard operations without a conventional aircraft carrier

Amphibious assault ships are central to the Marine Corps’ sea-based expeditionary model. Their primary purpose is to move and support Marine forces, but an aircraft with STOVL capability can use the ship as a launch and recovery location for fixed-wing tactical aviation.

A 2018 Marine Corps account described F-35Bs joining USS Wasp for a 31st Marine Expeditionary Unit deployment. The account stated that STOVL enabled the aircraft to launch and recover from the amphibious assault ship. That gives the Marine commander a form of sea-based tactical aviation without requiring a conventional runway ashore.

A separate example in August 2021 demonstrated how STOVL aircraft can shift between ships. Marine F-35Bs from VMFA-211 launched from HMS Queen Elizabeth and landed on USS America to refuel, load ordnance and strike follow-on objectives. This was a specific historical cross-deck mission, not evidence that every deployment routinely moves aircraft between any two ships. It does show the operational value of being able to recover on a compatible ship after launching from another.

Shipboard basing also changes the geography of an operation. An amphibious group can move, while a fixed land base cannot. The F-35B therefore allows Marine aviation to remain connected to a maneuvering naval force and to operate from locations selected for the campaign rather than from the nearest permanent airfield.

Short and austere land bases

The same flexibility applies ashore. The 2022 Marine Aviation Plan describes an F-35B basing concept that includes expeditionary airstrips less than 2,000 feet long. A 2025 II Marine Expeditionary Force article on an F-35B squadron transition also referred to strips under 2,000 feet.

These references establish a design and planning objective, not a blanket guarantee. A strip’s length is only one factor. Surface strength, obstacles, approach paths, heat, wind, fuel, maintenance equipment, weapons storage and defensive security all affect whether a particular location can support a specific operation.

The practical benefit is dispersion. Instead of concentrating all aircraft at a large air base, Marine planners can consider several smaller operating sites. If one site is damaged or threatened, aircraft may be able to relocate to another prepared location. Dispersal can also put aircraft closer to ground units while complicating an adversary’s targeting problem.

The historical runway comparison—and what it does not prove

In his 2011 prepared remarks, Gen. Amos stated that there were “10 times as many 3,000-foot runways capable of handling the STOVL JSF variant as there are 8,000-foot runways required for conventional fighter aircraft.” This is a historical figure from those remarks, not a current worldwide runway inventory or an independently verified present-day ratio.

The comparison illustrates the access argument: a force that can operate from shorter strips has more potential locations than one limited to longer conventional runways. It should not be read as saying that every one of those runways is available to the Marine Corps, suitable for sustained combat operations or usable by an F-35B in every weather and load condition.

F-35B versus F-35C: the central tradeoff

The Marine Aviation Plan makes the most important variant comparison explicit. It says the F-35B’s flexibility brings “a necessary reduction to internal fuel capacity and smaller internal weapon bays, as compared to the F-35C.” The Corps accepts those limitations in exchange for STOVL basing options.

Comparison F-35B F-35C
Primary basing advantage described by Marine sources Can use amphibious assault ships and shorter expeditionary strips through STOVL operations. Marine sources cited here do not identify the same STOVL access; the comparison is used as the conventional alternative in the aviation plan.
Internal fuel capacity Reduced relative to the F-35C, according to the 2022 Marine Aviation Plan. Greater than the F-35B in the relative comparison stated by the plan; no numerical capacity is established here.
Internal weapon-bay size Smaller than the F-35C’s, according to the 2022 Marine Aviation Plan. Larger than the F-35B’s in that relative comparison; no numerical dimensions are established here.
What the difference represents Priority on expeditionary access and shipboard or short-strip flexibility. More internal fuel and weapon-bay volume, with the tradeoff described by Marine aviation sources.

Exact range, payload, combat-radius and sortie-rate differences are not established by the cited Marine documents, so those figures should not be inferred from the table. The defensible conclusion is narrower: STOVL broadens basing choices, while the F-35B gives up some internal fuel and weapon-bay capacity compared with the F-35C.

STOVL is only one part of the F-35B’s mission

The F-35B is not used merely as a transportable aircraft that happens to land vertically. Marine sources place it within MAGTF and Joint Force aviation missions. Those mission descriptions include offensive air support, air reconnaissance and anti-air warfare.

An official 2015 initial operational capability report for the then-operational squadron listed close air support, offensive and defensive counter-air, air interdiction, assault-support escort and armed reconnaissance. Those were descriptions tied to that time and configuration; aircraft software, weapons integration and unit capabilities can change, so they should not be treated as a permanent list of every current capability.

STOVL makes those missions possible from more locations. It does not replace the aircraft’s sensors, weapons, communications or tactics. A short strip is useful only if the aircraft can still be fueled, armed, maintained and connected to the wider force.

Why the Corps separates survivability from STOVL

Marine leaders have also described the F-35’s broader survivability contribution. Brig. Gen. John M. Jansen, then deputy commanding general of III Marine Expeditionary Force, said:

“If we don’t have an airplane like the F-35 that can survive on modern battlefields, we cannot deliver to the MAGTF commander — we cannot deliver to the 19 year-old Marine infantryman on the ground — that which is required to succeed in combat.”

That statement concerns the F-35 as a combat aircraft and its perceived ability to operate in contested environments. It should not be interpreted as saying that vertical landing creates stealth or survivability. STOVL solves a basing and recovery problem; survivability depends on the aircraft’s broader design, mission systems, tactics and support.

What the capability changes for Marine planning

More locations for initial deployment

Marine planners can consider amphibious ships, temporary strips and selected austere sites instead of limiting tactical aviation to major permanent bases. That can bring aircraft closer to a landing force or a ground unit that needs air support.

More opportunities to disperse aircraft

Multiple smaller sites can reduce dependence on one runway complex. Dispersion is not invulnerability: each site still needs protection, logistics and a safe operating surface. It does, however, give commanders alternatives if a major base is damaged or threatened.

A closer link between sea and land operations

An F-35B unit can move with an amphibious force and then transition to land-based expeditionary locations. The 2018 Wasp deployment and the 2021 Queen Elizabeth-to-America cross-deck mission are historical examples of this sea-based flexibility.

More demanding logistics at austere sites

Small strips and ships do not eliminate support requirements. Fuel, weapons, maintenance personnel, spare parts, communications and safety equipment must accompany the aircraft or be available at the destination. STOVL expands the map of possible operating locations, but it does not make those locations self-sustaining.

Common misunderstandings about vertical landing

“The F-35B does not need a runway.”

That is too broad. The aircraft’s vertical-landing option reduces dependence on a conventional runway for recovery, while short takeoff still requires an appropriate launch surface or ship deck. Operations also require a prepared and supported site.

“Any damaged airstrip can be used.”

No. Marine sources describe flexibility from austere and damaged locations, but strip length, surface condition, obstacles, weather, support equipment and mission load all matter. A particular damaged field must be assessed before use.

“STOVL gives the F-35B better combat performance than every other variant.”

STOVL gives the B variant a different operating profile. The Marine Aviation Plan explicitly identifies reduced internal fuel and smaller internal weapon bays compared with the F-35C, so the advantage is access rather than an across-the-board performance gain.

“The vertical landing is the reason the aircraft is survivable.”

Vertical landing and survivability are separate issues. Marine statements about survivability refer to the broader F-35 aircraft and its ability to operate in modern threat environments, not to the landing mode alone.

The bottom line for Marine aviation

The Marine Corps chooses the F-35B because expeditionary aviation requires options. STOVL allows fixed-wing tactical aircraft to operate from amphibious assault ships and from shorter, austere land strips, supporting a force that may have to move from sea to shore without access to a large conventional air base.

That choice carries a deliberate cost: the Marine Aviation Plan identifies less internal fuel and smaller internal weapon bays than the F-35C. The Corps accepts that compromise because the ability to base, disperse and recover aircraft in more places directly supports its expeditionary mission. The F-35B’s vertical landing is therefore best understood as a way to put the aircraft where Marines need it, not as a substitute for the aircraft’s broader combat systems or for the logistics required to operate it.
