Its exact current abundance and population trend across the full range are unknown. Conservation therefore combines local research and threat reduction with regional coordination; plans and monitoring are underway, but they are not evidence that recovery is assured.
What does “Endangered” mean for this whale population?
The IUCN SSC Cetacean Specialist Group profile, updated in January 2024, identifies the Arabian Sea humpback whale as an Endangered subpopulation. That is a population-level assessment, not a statement that every humpback whale population worldwide is Endangered. Humpback whales in other regions have their own status assessments.

The designation reflects a distinct population with a history of severe depletion and continuing human-caused pressures. It does not provide a current census or, by itself, show whether numbers are rising or falling today. The 2008 IUCN Red List assessment recorded the trend as unknown.

How is the Arabian Sea population different?
Unlike the seasonal long-distance migration typical of other known humpback populations, this population appears to remain in the Arabian Sea year-round rather than migrating between high-latitude feeding grounds and lower-latitude breeding areas. Genetic evidence indicates that it is differentiated from other Indian Ocean humpback populations. Research in Oman—including photo-identification, satellite tracking and acoustic work—has documented site fidelity and evidence of both feeding and reproductive behavior. These findings are summarized in the IUCN specialist-group profile.

“Resident” does not mean stationary or confined to one country’s waters. Tracking and photo-identification indicate that at least some whales move between Oman and India. Their mobility makes coordination across national boundaries important.
How many Arabian Sea humpback whales are left?
No verified current estimate for the entire suspected range is established in the sources cited here. Much of the dedicated research has taken place in Oman, while information from India and Pakistan includes monitoring, opportunistic sightings, interviews, acoustic records and protected-area work—not a complete range-wide census.

- The IUCN specialist-group profile reports that photo-identification studies indicated fewer than 100 individuals in Oman’s coastal waters during 2000–2004.
- The 2008 IUCN Red List assessment gives an estimate of 82 whales from limited Oman photo-identification data, with a 95% confidence interval of 60–111. It cautions that small sample sizes and potential bias limit the estimate.
Both figures concern historical observations in Oman, not a modern count of every whale across the suspected population’s range. The 2008 assessment described the population trend as unknown.
Why did the population become endangered?
Historical whaling caused major depletion
Historical illegal Soviet whaling removed at least 242 humpback whales from waters off Oman, Pakistan and India in the 1960s, according to the IUCN specialist-group profile. This depletion is central to understanding the population’s vulnerability: ongoing losses and disturbances affect a population with a documented history of substantial removal.
Fishing gear can entangle and injure whales
Drifting and fixed gillnets, along with other fishing gear, can trap whales. Credible estimates of how many Arabian Sea humpbacks become entangled each year are not available. However, the IUCN profile reports that 30–40% of individually photo-identified whales off Oman had wounds or scars consistent with entanglement. It also reports that rescue teams and fishermen disentangled at least 11 whales in Omani coastal waters over 20 years, citing a 2022 report. These observations indicate a serious risk, but they are not an annual regional entanglement or mortality rate.

Shipping and coastal development can bring collision and noise risks
Busy shipping lanes, port construction and expansion in important habitat, and developing fast-ferry links create potential risks. Vessel strikes can injure or kill whales; ship traffic and construction can also add noise and disturbance. The sources identify these as threats, but do not establish a range-wide number of deaths or a quantified population effect.

An Oman ship-strike assessment discussed in the 2023 Oman workshop report used preliminary modeling to suggest that moving shipping traffic farther offshore could reduce lethal-strike risk by as much as 80%. The result was presented for government and industry review; it is a modeled possibility, not a verified reduction achieved in practice.
Energy activity and tourism are management concerns
Oil and gas exploration and production can involve seismic-survey and construction or drilling noise, more vessel traffic, and risks of oil leaks or spills. These are recognized threat pathways, not quantified local impacts on this population in the sources cited here.

Because these whales move across national waters and face risks from several industries, conservation has to connect local research and practical mitigation with coordination among range states. The work described in the sources includes:

- Monitoring and research: photo-identification, satellite tracking, acoustic monitoring, sightings records and information from fishers help document whale presence, movement and threats. Oman has hosted most dedicated research; evidence elsewhere remains uneven.
- Responding to entanglement: rescue capacity and collaboration with fishermen have enabled disentanglements in Omani coastal waters. Such responses help individual whales but do not substitute for preventing entanglements.
- Working with sectors that create risk: mitigation discussions involve fisheries, ports, shipping, tourism and energy interests, with possible measures needing to fit the specific risk and location.
- Building regional coordination: the Arabian Sea Whale Network grew from a 2015 workshop and brings together researchers, conservation managers, NGOs and intergovernmental partners. CMS’s revised Concerted Action 12.4, adopted in 2020, is part of the formal regional framework. The CMS action and the IUCN profile describe this coordination context.
The 2023 Oman workshop report discusses development of a joint IWC–CMS regional Conservation Management Plan. Workshop proposals explain planning priorities; they should not be read as proof that every proposed measure is already in force.

A 2026 policy step calls for implementation reporting
CMS Decision 15.88, dated 2026-07-30, requests that parties report at the 16th Conference of the Parties on implementation of the Conservation Management Plan, including monitoring and the efficacy of measures. It also encourages range states that are not parties to adopt the plan. This establishes a reporting and coordination step; it does not show that the plan is fully implemented or that threats have already declined.
Habitat identification can inform spatial planning
In 2019, IUCN reported 55 candidate Important Marine Mammal Areas (IMMAs) in the western Indian Ocean and Arabian Seas. As IUCN explains, candidate IMMAs identify habitat layers that can inform spatial planning and other area-based management tools; they are not marine protected areas by themselves. The distinction matters: identifying important habitat can guide decisions, but does not automatically create legal protection. See IUCN’s 2019 account of the candidate IMMAs.
Other work includes marine protected areas established in Pakistan with the aim of protecting Arabian Sea humpback whales and other cetaceans, and research or monitoring programs in at least two Indian coastal states, as reported by the IUCN specialist-group profile. Protected-area designations, monitoring and candidate habitat maps are different tools; their presence alone does not demonstrate that risks have been reduced.
What will determine whether conservation is effective?
The sources describe a mix of observed impacts, ongoing work, planning proposals and modeled possibilities. Distinguishing among them helps avoid mistaking activity for proven results:
| Risk or tool | What is documented | What remains uncertain |
|---|---|---|
| Fishing-gear entanglement | Entanglement-consistent scars on 30–40% of photo-identified whales off Oman, and at least 11 disentanglements there over 20 years, as reported by IUCN citing a 2022 report. | Credible annual entanglement estimates for the Arabian Sea population are unavailable; the Oman observations are not a regional annual mortality rate. |
| Ship-strike mitigation | A preliminary Oman model discussed in the 2023 workshop report suggested that moving traffic offshore could reduce lethal-strike risk by as much as 80%. | The figure is a modeled estimate presented for review, not an evaluated or achieved reduction. |
| Regional Conservation Management Plan | CMS Decision 15.88 calls for reporting on implementation and measure efficacy at the 16th Conference of the Parties and encourages adoption by non-party range states. | The decision is a coordination and reporting step, not evidence that all measures are implemented or effective. |
| Important Marine Mammal Areas | IUCN identified 55 candidate IMMAs in the western Indian Ocean and Arabian Seas in 2019 as potential spatial-planning layers. | Candidate status does not confer protected-area status or legal safeguards by itself. |
For recovery to be assessed more confidently, monitoring needs to improve across the suspected range, while threat reduction needs to be evaluated rather than assumed. The available evidence supports active conservation planning and some local measures, but current range-wide abundance, trend and the effectiveness of many interventions remain uncertain.
