Why Strong Public-Private Partnerships Are Needed to Fight AI-Based Threats

Fighting AI-based threats requires government and industry to combine what each can see and do: public agencies can coordinate and share threat intelligence, while developers and operators understand the AI systems and infrastructure they build and run. Working together can improve threat awareness, vulnerability response and resilience—but current policy initiatives establish mechanisms and goals, not proof that partnerships alone prevent attacks.

What counts as an AI-based threat?

The phrase covers two related but distinct security problems. One is an attack against an AI system or its supporting environment; the other is malicious use of AI in cyber activity. Protecting an AI system means safeguarding its development lifecycle—including training data, models, capabilities and related systems—from digital attack, theft or damage. The NSA’s Artificial Intelligence Security Center describes its aim as protecting AI systems from “learning, doing, and revealing the wrong thing.” NSA Artificial Intelligence Security Center

These goals should not be confused with using AI-enabled tools to defend networks. Defensive tools may help agencies or companies identify and respond to threats, but their use does not by itself secure the underlying AI models, data or infrastructure. The White House’s June 2026 executive order addresses both AI-related cybersecurity risks and improved access to cyber tools; it does not provide a single, comprehensive taxonomy of AI threats. Why do government and industry need to work together?

The core reason is complementarity. Government agencies have coordination responsibilities and may hold threat information that is not visible to any single company. AI developers and operators, in turn, have direct technical knowledge of their models, software, data practices and infrastructure. The Information Technology Industry Council argues that combining these distinct information sources can give a more complete picture of AI-related security threats and help organizations manage risk. That is an industry policy argument, not a measured estimate of how much partnerships reduce attacks. Information Technology Industry Council, AI Security Principles

Neither side can reliably fill every gap alone. A government agency may identify a broader pattern but need a developer’s technical expertise to validate a vulnerability. A company may spot an issue in its own systems but need coordinated communication to assess whether it affects other operators or critical services. The NSA likewise describes collaboration with industry, academia, intelligence organizations and other government partners as part of its AI security mission. What can a public-private partnership do?

Share incident and vulnerability information

CISA announced its JCDC AI Cybersecurity Collaboration Playbook on January 14, 2025. The playbook describes voluntary processes for sharing information about AI-related cybersecurity incidents and vulnerabilities among government, industry, international partners and other stakeholders. CISA’s announcement also outlines protections for information sharing and actions the agency may take after receiving information. The aim is to make it easier for organizations to share useful details and coordinate, rather than handle every issue in isolation. CISA, JCDC AI Cybersecurity Collaboration Playbook announcement

Coordinate vulnerability discovery and fixes

A June 2, 2026 White House executive order directed the Treasury Department, NSA and CISA to form an AI cybersecurity clearinghouse within 30 days, in voluntary collaboration with AI companies and critical-infrastructure operators. The assigned work includes coordinating and deconflicting software vulnerability scans, discovering and validating vulnerabilities, and coordinating prioritized remediation and patch distribution. The order is evidence of a directive; it does not establish that the clearinghouse is now operational. White House executive order

Develop practical tools for a particular sector

Financial services illustrate how collaboration can be tailored to a sector’s risks. On February 18, 2026, the U.S. Treasury described work by its Artificial Intelligence Executive Oversight Group, which involves the Financial and Banking Information Infrastructure Committee and the Financial Services Sector Coordinating Council. Financial institutions and federal and state regulators worked on practical resources for AI governance, data practices, transparency, fraud and digital identity. Treasury said six resources were planned for release during February 2026; that announcement describes planned resources, not their subsequent availability or measured impact. Coordinate resilience across critical sectors

Canada’s Canadian Cyber Defence Collective Strategic Forum (CCDC-SF), convened by Public Safety Canada and the Canadian Centre for Cyber Security, brings together government and private-sector leaders from information and communications technology, energy, food and transportation. A September 29, 2026 announcement says the forum addresses evolving cyber threats, including those associated with AI, by combining government intelligence with industry expertise. It was scheduled to meet at least twice each year, with outcomes summarized in annual reports. Government of Canada, CCDC-SF announcement

What makes collaboration useful—and where are the limits?

Sharing information is only useful when participants can act on it. Effective cooperation needs clear expectations about what can be shared, how sensitive details are protected, who is responsible for follow-up and how findings reach the organizations able to fix a problem. The cited initiatives use different approaches: CISA describes protections for information sharing, while the White House order calls for voluntary collaboration on its clearinghouse directive. Those mechanisms should not be assumed to offer identical safeguards or obligations.

The available announcements document institutional arrangements, planned work and stated aims—not a shared measure of effectiveness. They do not establish how many vulnerabilities were fixed, how much risk was reduced or whether any one partnership prevented an attack. The strongest defensible case is that coordinated work can join complementary expertise and improve the conditions for detection, response and resilience; its actual impact depends on implementation and follow-through.
