But 2028 is a NASA schedule target—not a declared deadline for every Starship vehicle or service to be “fully operational,” and the agency has also contracted Blue Origin to develop a lunar lander.
What NASA’s 2028 target means for Starship
NASA’s February 2026 Artemis update shifted the planned sequence: Artemis III is now a 2027 test in low Earth orbit, while Artemis IV is the mission currently targeted to land astronauts on the Moon in 2028. The dates are targets, not guarantees. NASA’s updated Artemis architecture describes the revised plan.

Starship’s relevant role is specific. SpaceX is developing Starship as a Human Landing System (HLS) to take astronauts from lunar orbit to the surface and return them to lunar orbit. It is one component of Artemis, not the entire program: NASA’s architecture also includes other spacecraft, systems and a second commercial lander effort. NASA’s Artemis program page describes the lander’s role and the broader mission.

What the 2027 test is supposed to prove
Artemis III is intended to test systems before a lunar landing attempt. NASA says the mission is planned to exercise rendezvous and docking with one or both commercial landers, check integrated life-support, communications and propulsion systems, and test spacesuits. Those activities can expose integration problems and reduce risk; completing them would not by itself prove that Starship HLS is ready for a crewed lunar landing.
The distinction matters because a successful rendezvous or individual system test is not the same as demonstrating the complete chain of operations needed to land astronauts, support them on the surface and return them safely. Readiness depends on the integrated mission capability, as well as completion of development and NASA’s flight-certification work.

Why the schedule has little room for slippage
NASA’s Office of Inspector General (OIG) documented schedule pressure and technical risk in its March 2026 review of the Human Landing System contracts. Its analysis described an earlier Artemis schedule, before NASA’s February architecture change. Under that prior plan, the uncrewed Starship demonstration was expected to slip to the end of 2026, leaving roughly six months before a then-planned June 2027 crewed landing. The OIG warned that technical issues or further flight-test mishaps could affect that mission date. That six-month interval is historical schedule context, not the gap in NASA’s current plan.

NASA sought acceleration proposals from SpaceX and Blue Origin. At the time of the OIG report, the proposals’ technical feasibility, financial implications and schedule effects had not been determined. NASA’s later change to the Artemis sequence altered the mission plan, but it does not erase the development work or establish that the revised target will be met. The OIG report provides the earlier schedule context.

The hardest technical hurdle is moving fuel in space
The Government Accountability Office (GAO) identifies cryogenic propellant transfer as a top risk for the HLS program. The process involves transferring very cold propellant between spacecraft in space. GAO says demonstrations were delayed by challenges in Starship vehicle testing, and notes that NASA’s HLS cost and schedule estimates were under review following the revised Artemis campaign. These findings point to unresolved technical and planning risks; they do not establish that the system will fail or succeed by a particular date. GAO’s 2026 assessment of major projects details its findings.
Propellant transfer is especially consequential because it is part of the mission architecture needed to support the lander. A vehicle can make progress through flight tests while still needing to demonstrate this operation and show that the mission’s systems work together reliably. Counting launches or vehicle tests alone would not answer whether the lunar landing capability is ready.

Launch limits do not prove operational flight cadence
Regulatory permissions describe what may be allowed under particular conditions; they do not show how often a vehicle has actually flown or whether it can sustain a repeatable operating tempo. The FAA’s May 2025 statements said it authorized Starship Flight 9 after a return-to-flight determination and that a Texas license modification allowed up to 25 Starship/Super Heavy launches per year. That is a license ceiling, not a record of 25 launches or a demonstrated cadence. See the FAA’s general statements.

At Kennedy Space Center’s Launch Complex 39A, the FAA project page describes proposed operations of up to 44 Starship-Super Heavy launches and up to 44 booster and vehicle landings per year. Those figures are proposals considered in environmental review, not an operating license or evidence of actual flight performance. The FAA explicitly cautions that finishing environmental review does not guarantee a vehicle operator license; safety, risk and financial-responsibility requirements also apply. The FAA’s LC-39A project page sets out that distinction.

What “fully operational by 2028” gets right—and what it overstates
The phrase captures real schedule pressure: Starship HLS must be sufficiently developed, tested and certified to support NASA’s targeted Artemis IV landing in 2028. It overstates the official position if read as a universal deadline for all Starship variants or uses. NASA’s published plan establishes a targeted mission date and a role for commercial landers; it does not declare that every Starship service must be fully operational by 2028.
Nor is Starship the only lander NASA is pursuing. The revised Artemis plan says the 2027 test may involve one or both commercial systems, and NASA has contracted Blue Origin’s lander as well. That gives the program another commercial lander effort, but the available schedule and risk findings do not establish that it guarantees the 2028 landing.
NASA Administrator Jared Isaacman said the architecture change was intended to “standardize its approach, increase flight rate safely, and execute on the President’s national space policy.” Associate Administrator Amit Kshatriya said, “There is too much learning left on the table and too much development and production risk in front of us.” Both statements explain NASA’s rationale for its program changes and attention to risk; neither is a declaration that Starship is operational. NASA’s announcement contains the remarks and revised mission plan.
