Why Some Windows 11 Apps and Dialogs Ignore Dark Mode

Windows 11 dark mode is a preference, not a command that recolors every window. Windows can set the shell and provide default light or dark preferences to applications, but each app must support those preferences and render its own controls, content, title bar, and dialogs. Microsoft states plainly that “not all applications support dark mode.”

An app can also choose a different appearance from Windows. In Windows 11, the Windows mode and app mode are separate settings, and many older Win32 programs were designed with a light interface unless their developers explicitly added dark-mode support. That is why one window may be dark while a dialog, title bar, or entire application remains white.

What Windows 11 dark mode actually controls

Dark mode has several scopes rather than one universal switch. The Windows shell includes components such as Settings and other built-in surfaces. Applications have their own user-interface code. Individual dialogs may be supplied by the app, by a framework, or by Windows. Those layers do not automatically share the same rendering behavior.

Surface Where its appearance is controlled Who must support the change
Windows shell and built-in settings Settings > Personalization > Colors Windows
Application content The app’s theme preference and its rendering code App developer
Standard Win32 title bar Windows preference plus an explicit developer opt-in App developer
App-specific dialog The code or framework that creates that dialog App developer or framework
Contrast and color accessibility effects Accessibility settings Windows and each app’s compatibility

Changing the Windows preference therefore does not guarantee that every surface will change. A program may read the preference and apply a complete dark palette, read it but leave some legacy controls light, or ignore it entirely.

Windows mode and app mode can intentionally be different

Windows 11 lets you choose the default appearance for Windows and for apps independently. This is useful if you want dark menus and system surfaces while keeping productivity applications light, or the reverse.

  1. Open Settings.
  2. Select Personalization, then Colors.
  3. Under Choose your mode, select Custom.
  4. Set Choose your default Windows mode to Light or Dark.
  5. Set Choose your default app mode separately to Light or Dark.

If Windows mode is Dark but app mode is Light, a light application is following the configured preference rather than malfunctioning. Some programs expose their own setting and can override the default app mode, so check both locations before treating the result as a compatibility problem.

Why an app’s own theme setting takes precedence

Applications often need appearance controls for branding, readability, or compatibility. Their settings may be named Appearance, Theme, Color theme, or Use system setting. The location and available choices vary by product and version.

Microsoft’s support guidance for Microsoft 365 illustrates the pattern. In most Microsoft 365 desktop apps, open File > Options > General, find Office Theme, and choose Black for a dark interface or Use system setting to follow Windows. A Windows-level change will not necessarily replace an explicit Office Theme selection.

After changing an app theme, close and reopen the app if menus or dialogs do not refresh immediately. Some products apply the setting only to newly created windows. If the app has no appearance control, that absence is evidence that the developer may not have implemented a user-selectable dark theme; it is not evidence that a hidden Windows switch exists.

Why older Win32 apps often stay light

Many traditional desktop applications use the Win32 programming model. Their controls, menus, dialogs, and window frames may have been written before dark interfaces became common. Microsoft’s Win32 theme guidance explains the compatibility rule: “Windows doesn’t know if an application can support Dark mode, so it assumes that it can’t for backwards compatibility reasons.”

This conservative behavior prevents Windows from blindly recoloring an interface whose text, icons, images, or custom controls could become unreadable. A developer must decide that the program supports dark mode, provide suitable colors and assets, and handle changes when the user switches themes.

Framework choice also matters. Microsoft documents multiple implementation approaches, including applications that provide separate light and dark UI resources and frameworks such as WinUI 3 that can detect the system theme and update supported controls. Even with a theme-aware framework, the application must ensure that every custom surface follows the palette.

Why a dark title bar does not make the whole window dark

A window frame and the content inside it are separate. Microsoft’s developer documentation describes the DwmSetWindowAttribute API and the DWMWA_USE_IMMERSIVE_DARK_MODE attribute for requesting a dark standard title bar. That API changes the frame supplied by the Desktop Window Manager; it does not repaint the application’s buttons, text fields, web content, images, or dialogs.

The reverse can happen too: an application may draw a dark client area while retaining a light title bar because it has not opted into the frame attribute. A mixed result—dark content with a white title bar, or a dark main window with a light preferences dialog—is therefore technically possible and does not identify a single Windows defect.

Why individual dialogs can ignore the setting

Dialogs are not all created the same way. A program may use a standard Windows dialog, a framework-provided dialog, a custom window, or an embedded component. Each surface has its own controls and theme handling. The main window can respond to a theme change while a separately implemented dialog continues using fixed light colors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look at what remains light:

  • The entire app: the app may not support dark mode or may have selected Light in its own settings.
  • Only the title bar: the app’s content supports dark colors, but its Win32 frame has not opted into dark appearance.
  • Only one dialog: that dialog may use legacy controls, a custom renderer, or a component without dark resources.
  • Images or documents inside a dark window: those assets are application content and are not automatically inverted by Windows.

Microsoft’s public support pages do not enumerate every Windows 11 dialog or third-party program, so a particular exception must be verified in the affected app and version. The general rule remains that the component author controls whether that surface is theme-aware.

A step-by-step way to diagnose a light window

  1. Confirm both Windows defaults. Go to Settings > Personalization > Colors. If Choose your mode is Custom, inspect both default Windows mode and default app mode. Set the app default to Dark temporarily to rule out an intentional Light selection.
  2. Check the application’s settings. Search its menus for Appearance, Theme, Colors, or a system-following option. Select its dark option or Use system setting, then restart the app if requested.
  3. Classify the light surface. Decide whether the problem is the whole client area, the title bar, or one dialog. This distinction tells you whether you are looking at an app-level preference, a frame opt-in, or a separately rendered component.
  4. Test a second app. If other apps become dark, Windows is applying the preference and the affected program is handling it differently. If many built-in surfaces also remain light, recheck the Colors settings and whether an accessibility theme is active.
  5. Check the app’s update notes and support pages. Look for a documented dark-theme option or a version that added support. If no option exists, report the missing support to the app publisher rather than changing unrelated system files.
  6. Revert a setting that causes poor contrast. If a forced or experimental theme makes text unreadable, return the app to its default theme and use its documented settings. A readable light dialog is safer than an incomplete dark palette.

What you can and cannot fix as a user

You can choose Windows’ default modes, select an app’s supported theme, install updates, and report missing support. Those actions work when the application already contains dark resources or a documented preference.

You cannot reliably force every third-party dialog to dark mode with an ordinary Windows setting. Microsoft’s compatibility model deliberately avoids recoloring programs that have not declared support. Registry edits or undocumented utilities may change a title-bar flag in some cases, but they cannot supply missing dark icons, control colors, dialog layouts, or custom rendering. They can also create contrast or compatibility problems, so they are not a universal remedy.

Accessibility alternatives are not the same as dark mode

If the goal is reduced glare or improved readability rather than a specific dark theme, Windows provides separate accessibility features. Contrast themes change the color relationships used by Windows and by applications that honor those system colors. Color filters alter how colors are displayed for particular visual needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These features should be treated as accessibility tools, not guaranteed dark-mode fixes. An unsupported dialog may still render differently, and custom content may not respond as expected. After enabling a contrast theme or filter, check the applications you use most often, including sign-in, settings, and document dialogs, for legibility and usable focus indicators.

How developers make a complete dark implementation

A robust implementation covers more than the window frame. The application needs dark and light color resources, readable text and disabled-state colors, suitable icons and images, correctly themed standard controls, and a response to system theme changes. It must also apply the same policy to secondary windows and dialogs.

For a Win32 title bar, Microsoft documents requesting dark appearance through DwmSetWindowAttribute with DWMWA_USE_IMMERSIVE_DARK_MODE. That is developer guidance, not an end-user command. The rest of the UI still has to be rendered by the application. Frameworks that detect the system theme can reduce the work for supported controls, but custom drawing and embedded content remain the developer’s responsibility.

Common mistaken assumptions

  • “Dark mode is broken because one app is white.” Not necessarily. Microsoft explicitly says that not all applications support dark mode.
  • “A dark title bar proves full support.” The title bar is a separate window-frame surface and can be opted in independently.
  • “Changing Windows mode overrides an app’s explicit choice.” An application-level Light or Dark setting can take precedence over the Windows default.
  • “Every dialog belongs to Windows.” Many dialogs are created and themed by the application or its framework.
  • “A registry tweak can darken anything.” A frame setting cannot add the missing dark rendering that only the app author can provide.

The practical answer

Start with Settings > Personalization > Colors, verify the separate Windows and app modes, and then inspect the affected application’s own appearance controls. Identify whether the light area is the app, title bar, or a single dialog. If no supported theme exists and updates do not add one, the behavior is an implementation limitation rather than a Windows 11 switch you have missed. Use contrast themes or color filters only when their accessibility effects meet your needs, and verify readability in the applications you depend on.
