How an overall delivery rate can hide a local signup failure
A combined delivery figure can be dominated by a service’s largest market. In SMS-Act’s illustrative example, an overall rate slipping from 93% to 91% could mask a new market where users cannot register. Those percentages are an example in the release, not results from a disclosed dataset.

For operations teams, the practical implication is to report delivery by destination country rather than relying only on a global average. Set a separate alert floor for each market so a sharp local decline is not diluted by stronger results elsewhere.
What might prevent a verification code from arriving?
SMS-Act names four possible failure classes. The release does not establish that any one of them caused a real Manila or Jakarta incident.

- Carrier filtering: A provider or aggregator may report that it accepted a message, while a destination carrier filters or drops it before it reaches the handset. SMS-Act offers this as a diagnostic explanation; it does not cite carrier logs verifying it.
- Sender-ID or template registration: A sender identity or message template may be missing a registration needed for the route being used. The release raises this possibility but does not document a specific registration rule or carrier decision.
- Line-type checks: A signup form may reject a legitimate number if its checks misclassify the line. Review rejection outcomes as well as delivery results to identify whether users are being blocked before an SMS is sent.
- Route changes: A provider may change the route without the product team noticing. Ask the provider to identify, in writing, which routes and sender IDs it uses in each country.
How to test SMS signup in a destination market
- Establish a country-level baseline. Track verification attempts and outcomes by destination country, and define an alert floor for each market.
- Exercise the actual signup flow. Before launch, test with a genuine carrier line in the destination market. Repeat after changing the SMS provider or message template. A local prepaid SIM is one physical option when staff can test in person; verify that it is eligible for the destination country and carrier.
- Record starts that do not complete. Log attempted verifications even when users abandon the flow and never open a support ticket. This helps distinguish a quiet signup failure from an absence of demand.
- Investigate the delivery path with the provider. Request country-specific route and sender-ID details, and compare provider status with the result on the test handset.
- Check number validation separately. Review whether line-type checks are rejecting legitimate numbers before a code is sent.
If no local team is available, SMS-Act says virtual phone numbers may be used for testing, while cautioning that VoIP numbers can reproduce line-type rejection rather than test delivery. Validate a test number’s type and suitability before relying on it.
What the release establishes—and what it does not
The directly relevant source is an SMS-Act release distributed through MarketersMEDIA on August 22, 2026. It describes a common expansion scenario and offers troubleshooting hypotheses and operational recommendations. It does not name an affected customer, document a Manila or Jakarta incident, publish carrier-level measurements, or provide a reproducible measurement method. Its title therefore should not be read as independent proof that either city experienced a verified outage.

The release also discusses Philippine and Indonesian registration regimes in general terms without primary regulatory citations. It is not a sufficient basis for stating a current legal requirement, enforcement date, or carrier rule. Keep SMS delivery separate from identity checks
A one-time passcode confirms access to a phone number; it does not replace identity verification. SMS-Act says document, selfie, or national-ID checks remain separate where required. Testing a product’s own signup delivery in a market it legitimately serves is also not permission to bypass the platform’s terms.
