Why Semiconductor Manufacturing Is Hard to Scale Even When RAM Demand Is High

High demand does not instantly create more RAM because memory output is limited by a chain of physical and operational steps: a fab must be built, specialized tools installed, processes qualified, yields stabilized, and supplies of power, water, gases, materials and skilled labor maintained. Only then do wafer starts become reliable, saleable memory chips. Investment announcements therefore signal future capacity, not RAM that customers can buy today.

In this discussion, “RAM” mainly means DRAM, the volatile memory used in computers, phones and servers. NAND is non-volatile storage; it uses related manufacturing infrastructure but has different products, process transitions and capacity economics.

Why a demand spike cannot be fixed by simply running a fab harder

Semiconductor factories are not general-purpose workshops. They are tightly controlled production systems whose output depends on thousands of interlocking steps. A company can have orders for more memory and still be unable to ship it if any link in the chain is constrained.

  • Physical space: New cleanrooms, utilities and support buildings must be designed and constructed.
  • Equipment: Lithography, deposition, etch, cleaning, metrology, testing and other tools must be delivered, installed and accepted.
  • Process qualification: Engineers must transfer a process to the site and prove that it repeatedly produces the intended design.
  • Yield: A high percentage of each wafer must become usable die rather than scrap.
  • Inputs and operations: Wafers, chemicals, gases, photoresists, reticle materials, maintenance services, electricity, water and trained workers must arrive continuously.
  • Commercial timing: The company must choose how much capacity to build and which memory products to run before it knows exactly how demand and prices will look when the capacity is ready.

A bottleneck at one stage caps effective output even when the other stages have spare room. That is why a shortage can persist after a manufacturer announces billions of dollars in new spending.

The five-stage path from a fab announcement to usable RAM

1. Construct the facility and its cleanroom

A fab is a purpose-built industrial complex, not just a large room containing machines. Construction includes the cleanroom, vibration control, air filtration, chemical distribution, exhaust treatment, power systems, water purification, waste handling and logistics areas. The building must also be integrated with local roads, substations, gas networks and water infrastructure.

Project schedules show why this stage alone prevents an immediate response. Micron began construction of its Boise DRAM fab in October 2023 and projected first wafer output for mid-calendar 2027. Its first New York fab, which broke ground in January 2026, was expected to provide supply in 2030 and beyond. Those are company projections for specific projects, not a universal industry timetable; permitting, construction progress and market conditions can change them.

In January 2026, Micron described an approximately US$24 billion investment over ten years for an advanced NAND fab in an existing Singapore manufacturing complex, ultimately designed for about 700,000 square feet of cleanroom space. The company said it would manage the ramp to match demand. The announcement describes planned investment and design capacity, not chips already being produced.

2. Install and qualify specialized equipment

Once the shell is ready, hundreds of process tools and support systems must be delivered, connected and tested. A cleanroom without functioning tools has no wafer output. Equipment may have long lead times, require site-specific installation and need calibration before it can process production wafers.

Micron reports that some advanced equipment, including photolithography systems, can depend on a single supplier and that supplier capacity has delayed deliveries. A late tool can hold back an entire process module or prevent a new product from entering volume production. The constraint is not limited to the headline lithography machine: pumps, valves, sensors, chemical-delivery systems, inspection tools and spare parts also have to be available and maintainable.

ASML’s 2025 annual report, published in 2026, describes the equipment-maker side of the problem. Scaling a newly developed product to full production requires more infrastructure, component supply, trained personnel and suppliers capable of scaling with it. Reaching profitable margins after industrialization can take years. Thus, having a tool design that works in a laboratory or pilot line is different from having enough qualified tools to produce memory at high volume.

3. Transfer and qualify the manufacturing process

Memory makers must teach each site how to run a particular DRAM, high-bandwidth memory (HBM) or NAND process. Engineers establish recipes for deposition, lithography, etch, implant, cleaning, inspection and packaging, then verify that the process meets electrical and reliability specifications.

Process changes add work. Moving to smaller DRAM line widths, increasing the number of 3D NAND layers or introducing advanced memory products can require new masks, additional process steps and different equipment settings. During a transition, a nominal wafer slot may not deliver the same number of finished bits as the mature process it replaces.

4. Raise yield and stabilize quality

Yield is the share of potential die that pass electrical, performance and reliability tests. It is one of the most important scaling variables because a wafer start is not the same as a shippable memory chip.

Micron identifies tiny particles and other airborne contamination, photomask defects, equipment errors and design marginalities as causes of unusable circuits or scrapped wafers. Engineers reduce defect density, widen process margins and tune thousands of parameters. Increasing starts while yield is poor can increase cost and scrap without producing a proportional increase in saleable DRAM.

Yield learning is iterative. Data from inspection and electrical tests is used to locate defects, adjust recipes and improve equipment matching. A new fab or process therefore ramps in stages: qualification lots, pilot production, reliability checks and progressively higher volumes. The point at which a factory can make chips is earlier than the point at which it can make them consistently, economically and at customer-required quality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Maintain inputs, utilities and people

Continuous production depends on more than silicon wafers. Micron lists chemicals, process gases, photoresists, substrates, reticle glass blanks, equipment maintenance and other third-party services among the required inputs. Any shortage or quality problem can slow a line.

Utilities are equally fundamental. Reliable electricity, ultrapure water and industrial gases must be available at the required flow, pressure and purity. Micron warns that competition from other semiconductor plants, artificial-intelligence data centers and nearby development can tighten utility availability and raise costs. Construction labor, specialist subcontractors, equipment technicians and process engineers are also essential; shortages can delay both the building and the ramp.

Why “capacity” numbers can overstate near-term supply

Industry statistics often describe installed or planned wafer capacity, while customers buy tested, packaged memory bits. Several conversions occur between those figures.

Measure What it tells you What it does not tell you
Fab or cleanroom area Physical space available or planned for tools How many qualified wafers are running
Equipment spending Value of tools expected to be purchased Immediate output, yield or shipment volume
Wafer starts per month Planned or installed processing slots Good die, packaged parts or customer deliveries
Die yield Share of wafer die that pass tests Whether packaging, testing or demand allows shipment
Packaged memory bits Tested products ready for sale How quickly customers can receive them if logistics or allocation is constrained

SEMI’s June 29, 2026 300 mm Fab Outlook projected worldwide memory-sector equipment investment of $52 billion in 2026 and $57 billion in 2027, annual increases of 29% and 11%, respectively. It projected 300 mm memory capacity of 4.1 million wafers per month in 2026 and 4.2 million in 2027. These are forecasts and capacity measures, not yield-adjusted DRAM bits available immediately to buyers.

Within the 2026 equipment projection, SEMI estimated $37 billion for DRAM, supported by HBM and DDR5 demand, and $14 billion for 3D NAND. Technology migration and process complexity—including advanced-node DRAM, HBM and higher-layer NAND transitions—moderate effective capacity growth. In practical terms, a factory can add nominal wafer capability while temporarily losing output to qualification lots, lower yield or a product conversion.

Why manufacturers cannot safely build unlimited memory capacity

Memory demand is cyclical. Prices can rise sharply when servers, PCs or phones require more DRAM, but a new fab takes years to reach volume. By the time additional output arrives, customers may have changed configurations, economic conditions may have weakened or another generation may have replaced the product being built.

Manufacturing costs are substantially fixed: buildings, depreciation, cleanroom systems, maintenance contracts and much of the workforce remain expensive even when fewer wafers run. Micron notes that lower utilization raises per-gigabit costs. Building too little capacity prolongs shortages; building too much leaves expensive equipment underused and can damage margins.

Product mix makes the decision harder. A company may need to balance conventional DRAM, DDR5, HBM and other products, each with different process, packaging, testing and customer-qualification requirements. Converting a line from one product to another can interrupt supply even when the same building remains open. Producers therefore stage investments, reserve flexibility and adjust ramp rates rather than treating every announced square foot as instantly interchangeable capacity.

ASML reported that DRAM and NAND demand increasingly outstripped supply toward the end of 2025, following a period in which investment additions were moderate after the 2023 memory downturn. That observation describes market conditions in its 2025 annual report; it does not establish how long a shortage must last.

How to read a new fab or expansion announcement

When a company announces spending, ask what milestone the number represents.

  1. Identify the memory type: Is the project for DRAM, HBM-related production or 3D NAND? These products are not interchangeable.
  2. Separate construction from output: A groundbreaking, building completion and first wafer are different dates.
  3. Check whether the figure is planned or achieved: “Over ten years,” “projected,” and “expected” describe commitments or forecasts, not current shipments.
  4. Look for the ramp condition: Has equipment been installed and qualified, or is the site still being built?
  5. Ask about effective capacity: Consider process migration, yield learning, packaging and testing, not just wafer starts or cleanroom area.
  6. Check infrastructure: Power, gas, water, labor and supplier capacity can delay a project after financing is approved.
  7. Consider timing and mix: Determine when customer-qualified products are expected and whether the line serves the specific memory generation in shortage.

What can increase supply faster than a greenfield fab?

A new fab is the most visible response, but it is not the only one. Expanding an existing site can reuse some utilities, buildings, trained staff and supply relationships, potentially shortening the path to output. Modernizing tools or reallocating wafers among products can also change effective supply. However, these options are not automatically faster or equivalent: they still require equipment availability, process qualification, yield improvement and customer approval.

Packaging and testing can become the next constraint, especially for advanced products such as HBM. More front-end wafers do not guarantee more finished modules if assembly, interconnect, test capacity or specialized materials are limited. Likewise, shifting production between sites can preserve total company capacity while temporarily reducing output during qualification.

Common misconceptions, corrected

  • “Demand is high, so factories should run at maximum speed.” Running faster can hurt yield, quality and equipment life. Semiconductor processes have controlled operating windows.
  • “A billion-dollar announcement means supply is coming now.” Spending may cover a multi-year project; output begins only after construction, tools, qualification and ramp.
  • “More wafer starts equal more RAM modules.” Yield loss, testing, packaging and product mix intervene between starts and shipments.
  • “All memory capacity is interchangeable.” DRAM generations, HBM and 3D NAND use different processes and downstream requirements.
  • “One supplier delay affects only that supplier.” A missing lithography, inspection or support tool can hold back an entire process flow.

Bottom line: demand is the signal, not the switch

Strong RAM demand gives manufacturers the incentive to invest, but it cannot remove the physical sequence required to make reliable chips. A fab must be built and equipped, a process must be transferred and qualified, yield must improve, and a regional ecosystem must provide utilities, materials and skilled workers. Financial discipline then determines how aggressively capacity is added in a market where demand and prices can change before a project finishes. That is why shortages can coexist with record investment, and why announced capacity should be treated as a future supply pipeline rather than an immediate cure.
