Why Screen Time Limits Aren’t Working on an iPhone—and How to Fix Them

If an iPhone keeps opening an app after its Screen Time allowance, the limit is usually working as configured rather than failing. Screen Time can show a warning without blocking, Downtime needs Block at Downtime enabled to prevent launches, and apps in Always Allowed are deliberate exceptions. A disabled App & Website Activity setting, mismatched Apple Accounts, cross-device sharing, or incomplete Family Sharing setup can also make the result look wrong.

Use the checks below in order. The labels and prerequisites can vary by iOS release; Apple’s current guides include iOS 27 prerequisite language, so compare the instructions with the iOS version installed on the iPhone before assuming a control is missing.

First, identify which Screen Time behavior you are seeing

Screen Time has several controls that sound similar but enforce different things. An App Limit is a daily allowance for a category or individual app. Downtime is a scheduled period when most apps should be unavailable. Always Allowed is an exception list. Share Across Devices determines whether the same settings and usage reports span an iPhone, iPad, and Mac signed in to one Apple Account.

Situation Normal result Setting that changes the result
An App Limit is reached Screen Time can display a warning, and the allowance can be ignored by default. The limit itself does not automatically guarantee a hard block.
Downtime is active, but blocking is off The iPhone reminds the user that Downtime has started; the user can continue. Turn on Block at Downtime.
Downtime is active and blocking is on Restricted apps cannot be opened and appear dimmed with an hourglass icon. Review the schedule and the Always Allowed list if an app remains available.
An app is in Always Allowed That app remains available despite schedules or time allowances. Remove it from Always Allowed if it should be restricted.
Share Across Devices is on Screen Time settings and reports are shared among eligible devices using the same Apple Account. Turn it off for independent per-device settings, or correct the account used on each device.

Apple documents the underlying behavior in Set schedules with Screen Time on iPhone and Get started with Screen Time on iPhone.

Apple iPhone 17 Pro, US Version, 1TB, eSIM, Deep Blue- Unlocked (Renewed Premium)
  • This phone is unlocked and compatible with any carrier of choice on GSM and CDMA networks (e.g. AT&T, T-Mobile, Sprint, Verizon, US Cellular, Cricket, Metro, Tracfone, Mint Mobile, etc.).
  • Please check with your carrier to verify compatibility.
  • When you receive the phone, insert a SIM card from a compatible carrier. Then, turn it on, connect to Wi-Fi, and follow the on screen prompts to activate service.
  • The device does not come with headphones or a SIM card. It does include a generic (Mfi certified) charger and charging cable.
  • Tested for battery health and guaranteed to have a minimum battery capacity of 80%.

1. Turn on App & Website Activity

App & Website Activity is the foundation for Screen Time reporting and controls. If it is off, the iPhone does not keep the activity report and also turns off Downtime, App Limits, and Always Allowed. A limit that appears to have stopped working may therefore be a control that is no longer active.

  1. Open Settings.
  2. Tap Screen Time.
  3. Tap App & Website Activity.
  4. If the control is off, tap Turn On App & Website Activity and follow the confirmation prompts.

Return to the Screen Time page after enabling it. Give the phone time to record new activity, then open the report to confirm that the expected app appears. Existing historical reporting may not return simply because the switch was re-enabled; the important test is whether new use is recorded and the controls can be edited.

If App & Website Activity is already on, leave it enabled while completing the remaining checks. Turning it off during troubleshooting disables the very features being tested. Apple describes this dependency in its current Screen Time guide: https://support.apple.com/en-is/guide/iphone/iphbfa595995/ios.

2. Verify the exact App Limit, allowance, and days

App Limits can target an entire category, such as social networking or games, or a single app. A category limit can include more apps than expected, while a single-app limit will not affect similarly named apps or a website used in Safari. Check the item that is actually being opened rather than relying on the category name.

  • Tested for battery health and guaranteed to have a minimum battery capacity of 80%.
  1. Go to Settings > Screen Time > App Limits.
  2. Tap the category or app in question.
  3. Check the daily allowance shown for each day.
  4. Review any day-specific customization. A shorter allowance may apply only on school or work days, while a longer allowance may apply on weekends.
  5. Save the intended allowance and confirm that the item remains listed under App Limits.

Apple’s instructions allow limits for categories or individual apps and allow the allowance to be customized by day. The same guide explains that limits can be ignored by default after they are reached. In practical terms, reaching the displayed time is not proof that iOS must close the app: the user may receive a Screen Time warning and still be able to continue. See Apple’s App Limits and schedules guide for the current labels.

Why a correct allowance can still look wrong

Screen Time measures use against its own categories and schedule. If a person switches from an app to a browser version, another app in the same activity, or a different device, the experience may not match the single-app limit expected on the iPhone. Check the report’s item name and the device on which the activity occurred before changing the allowance.

3. Make scheduled Downtime block apps instead of reminding

Downtime and App Limits are separate. Downtime defines a clock schedule; the Block at Downtime switch determines whether restricted apps are actually unavailable during that schedule. With blocking off, the phone’s reminder is expected behavior, not evidence of a broken limit.

  1. Open Settings > Screen Time > Downtime.
  2. Check that Scheduled is enabled and that the start and end times cover the period being tested.
  3. Turn on Block at Downtime.
  4. Review the days selected for the schedule. A schedule can apply on selected days rather than every day.
  5. Wait until the scheduled period begins, or test during the next active period.

When blocking is enabled, Apple states: “When Block at Downtime is turned on, restricted apps can’t be opened during downtime—they appear dimmed with an hourglass icon.” If the app is still normally bright and launches during an active, correctly scheduled period, continue with the Always Allowed and account checks rather than assuming the App Limit setting controls Downtime.

Downtime does not necessarily block every function on the iPhone. Apple’s design leaves specified apps and contacts available through Always Allowed, so an app that remains usable may be an intentional exception.

4. Remove unintended exceptions from Always Allowed

Always Allowed is a direct override. Apps and contacts listed there remain available regardless of schedules or time allowances. This is useful for essentials such as communication or safety, but it is the most common reason a restricted app appears to ignore Downtime.

  1. Open Settings > Screen Time > Always Allowed.
  2. Review the apps and contacts in the allowed section.
  3. If the app should be restricted, tap its remove control so it is no longer listed as always available.
  4. Keep only the apps and contacts that must remain reachable during Downtime.

Test after the next schedule change. Removing an app from Always Allowed does not change its App Limit allowance; it only removes the exception that made it available during restricted periods. If the app is not listed there and still opens, check whether the test is occurring inside the schedule and whether Block at Downtime is enabled.

5. Check Share Across Devices and the Apple Account

Share Across Devices changes the meaning of a Screen Time allowance when a person uses more than one Apple device. With it enabled, Screen Time settings and reports are shared across an iPhone, iPad, and Mac signed in to the same Apple Account. Activity on another device can therefore consume the shared allowance, and a schedule configured elsewhere can affect the iPhone. With it disabled, each device keeps separate Screen Time settings and reports.

  • Please check with your carrier to verify compatibility.
  • Tested for battery health and guaranteed to have a minimum battery capacity of 80%.
  1. On the iPhone, open Settings > Screen Time.
  2. Find Share Across Devices and note whether it is enabled.
  3. On every iPhone, iPad, or Mac that should participate, verify that the expected Apple Account is signed in.
  4. Decide whether the intended arrangement is shared or independent. Keep the switch on for one combined set of limits; turn it off when each device needs its own allowance.
  5. After changing the arrangement, allow the devices to synchronize before judging a report or limit.

A common mismatch is testing on an iPhone signed in to a different Apple Account from the iPad or Mac where the Screen Time rule was created. In that case, the devices are not part of the same shared configuration even if they belong to the same household. Apple explains the setting and account relationship in Get started with Screen Time on iPhone.

Choose the right arrangement

  • Use shared settings when a person should have one combined daily allowance across their Apple devices.
  • Use separate settings when an iPhone needs a different schedule from an iPad or Mac, or when another person uses one of the devices.
  • Check the account first when a setting appears on one device but not another. A separate account can make an otherwise correct configuration appear not to sync.

6. Fix child-device and Family Sharing configuration

Managing a child’s iPhone adds account and role requirements that do not apply to a self-managed device. The child’s Apple Account must be part of the family group, and the family organizer or a parent/guardian generally manages the child’s Screen Time controls from the appropriate device. A setting changed on an adult’s personal Screen Time page will not necessarily change the child’s phone.

  1. Open the family organizer or parent/guardian’s device and check Settings > Family (or the current Family Sharing area shown by that iOS release).
  2. Confirm that the child appears in the family group under the intended Apple Account.
  3. Open the child’s Screen Time controls from the family member list and verify App Limits, Downtime, Block at Downtime, and Always Allowed there.
  4. On the child’s iPhone, verify that the signed-in Apple Account is the one enrolled in the family group.
  5. Check that the family devices meet the software-version requirements shown in Apple’s current child-controls guidance.

Apple notes that families unable to update every device can continue using the previous controls or adjust controls directly on the child’s device. That fallback does not mean every new control is available on every version, so do not assume that a label documented for a newer release will appear on an older iPhone.

Use Apple’s current instructions for the account and device relationship: Use Screen Time to manage your child’s iPhone or iPad and Use parental controls to manage your child’s iPhone or iPad. If the child is missing from the family list, the wrong Apple Account is shown, or controls differ between the parent and child devices after synchronization, the problem is account-specific and should be taken to Apple Support rather than solved by repeatedly changing the allowance.

7. Check the Screen Time passcode before changing settings

A Screen Time passcode can prevent changes to limits, Downtime, and other controls. If the passcode prompt is appearing, the setting may be correct but protected from the person testing it.

  1. Open Settings > Screen Time.
  2. Tap Change Screen Time Passcode.
  3. Choose Change Screen Time Passcode again and follow the prompts.
  4. If offered, use the Apple Account recovery route that was configured when the passcode was created.

Apple’s recovery method works only when Screen Time Passcode Recovery was set up. It is not a universal bypass, and a parent-managed child passcode may need to be reset by the parent or guardian from the family-management device. Do not erase the iPhone or remove the child from Family Sharing merely because a passcode is forgotten; those actions do not establish that the Screen Time rule itself was wrong.

Apple documents passcode creation and recovery at Create, manage, and keep track of a Screen Time passcode on iPhone.

8. Run a controlled test after making a change

Testing immediately and informally can produce a false result, especially when a schedule has not started or devices have not synchronized. Use one app, one device, and one clearly defined time window.

  1. Write down the app or category being tested and the intended allowance or Downtime window.
  2. Confirm App & Website Activity is on and the app is not in Always Allowed.
  3. For an App Limit test, use the allowance shown for the current day. For a Downtime test, wait until the selected schedule is active.
  4. If the expected result is blocking during Downtime, verify that Block at Downtime is on and look for the dimmed icon with an hourglass.
  5. If Share Across Devices is enabled, stop using the app on the other participating devices during the test so their activity does not complicate the result.
  6. Open the Screen Time report afterward and confirm that new activity was recorded for the expected item and device.

If the app opens but the report records no activity, first check whether App & Website Activity was disabled or whether the activity occurred on another device. If the report is correct but the app remains available during Downtime, inspect Block at Downtime and Always Allowed. If only the child’s device disagrees with the parent’s settings, return to Family Sharing and account compatibility checks.

When the documented controls still do not match the iPhone

Screen Time menu names and requirements change with iOS releases, and Apple’s current guides include prerequisite language for iOS 27. The exact release availability and every device’s support for a described feature cannot be inferred from the menu alone. Check Settings > General > About for the installed iOS version, then compare it with the version context in Apple’s guide before treating a missing option as a malfunction.

Contact Apple Support when all of the following are true: App & Website Activity is enabled; the intended app or category has the correct daily allowance; Downtime has the correct days and times; Block at Downtime is on when blocking is required; the app is not in Always Allowed; participating devices use the expected Apple Account; and, for a child, Family Sharing and software compatibility are correct. At that point the remaining cause may involve a device- or account-specific state that the general settings pages cannot diagnose. Apple’s child-controls article is available at https://support.apple.com/en-lamr/108806.
