Annual goals give work a longer-term direction; quarterly reviews help people check whether they are making progress, uncover obstacles, and decide what to do next while there is still time to act. The strongest case is not that quarterly reviews always beat annual goal-setting, but that a regular, useful check-in can keep a year-long plan connected to changing circumstances.
What should you review each quarter when goals are set for the year?
Use the quarter as a progress-and-adjustment checkpoint, not as a substitute for the annual goal. Review a small number of meaningful goals and ask whether the work, conditions, or resources have changed enough to affect the plan.
- Progress: What has moved forward against the goal, and what evidence shows it?
- Obstacles: What is slowing progress, and which barrier can the team or manager address?
- Fit: Do the goal and its milestones still match current priorities, responsibilities, and available resources?
- Next action: What specific step will happen next, who owns it, and when will the group check whether it helped?
This approach reflects the federal performance framework: agency leaders set priority goals over a longer horizon, review progress quarterly to identify barriers and adjust implementation strategies, and conduct annual strategic reviews of objectives. Quarterly reviews and annual-only reviews serve different purposes
An annual conversation can summarize a longer period and help assess broader objectives. A quarterly check-in gives people more opportunities to detect a problem, revise an approach, or agree on support before the year is over. That difference matters most when priorities, conditions, or work itself can shift during the year.

The comparison describes likely functions, not guaranteed outcomes. A poorly run quarterly meeting can add burden without improving performance, while annual goals can remain useful as the longer-term direction.
Why a regular review can help people respond sooner
It makes barriers visible before the year ends
When a goal is checked only at the end of a year, a missed milestone or a newly emerged obstacle may not be discussed until little time remains to respond. A quarterly checkpoint creates a recurring opportunity to diagnose what is getting in the way and change the implementation plan.

It connects goals to actual work and resources
A goal is more actionable when it aligns with the activities and resources needed to reach it. Reviewers can check whether day-to-day work still supports the goal, whether the right people are involved, and whether a change in priorities calls for a different approach.
It creates a place for decisions and ownership
A progress update alone does not resolve a problem. A useful review ends with a decision or next action, a named owner, and a way to follow up. In a 2015 report, the U.S. Government Accountability Office (GAO) found that identifying follow-up actions after meetings was positively correlated with agencies’ reported review impact. That association does not show that follow-up caused better results, or establish the same effect in every organization. GAO-15-579

What evidence says about quarterly reviews—and what it does not
Federal-agency practice provides a concrete example of quarterly review as part of a wider performance system. GAO reported that the Government Performance and Results Act Modernization Act requires federal agencies to review agency priority goals at least quarterly. In its July 7, 2015 report, most of the 23 agencies surveyed said their practices were consistent with requirements and guidance. Most also reported positive effects on progress toward goals, collaboration, accountability, and operational efficiency. These were agency reports in a federal context, not proof that quarterly reviews cause better performance across all workplaces. GAO-15-579
A 2018 Korn Ferry survey announcement reported that 96% of respondents considered real-time feedback and ongoing performance discussions with their bosses more effective than an annual review. It also reported that 46% said goals set in their reviews were no longer applicable a year later when they sat down to measure performance. These are dated survey responses, not universal employee opinion or causal evidence that a specific quarterly schedule works best. Korn Ferry’s 2018 survey announcement

Taken together, the evidence supports the value of timely discussion, barrier-solving, and follow-through. It does not establish that every employee, role, or goal should use the same cadence, or that a quarterly meeting by itself improves results.

GAO’s 2013 review of federal data-driven reviews identified nine leading practices. They offer a practical checklist for designing a review around decisions rather than paperwork: GAO-13-228.

- Leaders use the review to drive improvement.
- The right people attend so they can solve problems.
- Goals align with activities and resources.
- Managers diagnose problems and identify improvement strategies.
- Data are accurate, useful, and timely.
- Staff can analyze and communicate the data.
- Participants prepare rigorously.
- Reviews are scheduled regularly.
- Participants follow up on issues raised.
For an individual or team check-in, translate those practices into a light routine: look at a few relevant measures beforehand, discuss what changed, decide what to do about the biggest obstacle, and record only the actions needed for follow-through. The process should be proportionate to the goals; more documentation is not automatically better.
When quarterly reviews are a poor fit
Quarterly is a useful default for many active goals, but it is not a universal requirement outside the federal agency context described above. A goal with a longer natural cycle may need milestones that make sense for that work, while rapidly changing work may call for shorter feedback loops between formal reviews.
Most importantly, changing the calendar cannot fix a weak performance process. A scholarly review of performance management describes a shift toward structured systems involving goals, competency models, ratings, and implementation, while also noting that some systems became tedious and low-value. It discusses experimentation with goal setting, real-time feedback, coaching, and behavior change. The lesson is to make review conversations useful and actionable, not merely more frequent.
