Purpose-built AI can help construction teams spot patterns in project data, flag visible hazards, or review risk-related documents. It does not make a site safe by itself: its value depends on the quality of its inputs, whether people can verify its outputs, and whether teams act through established safety and project-control processes.
How AI is used in construction risk management
“Purpose-built” describes AI configured for a defined task and connected to data relevant to that task. In construction, that can mean combining project records to forecast safety concerns, analyzing camera feeds for visible hazards, or checking documents against a risk checklist. These are different workflows, not interchangeable versions of one all-purpose risk model.

What the reported results do—and do not—show
Published figures can help explain why organizations are exploring these tools, but they answer different questions and come with different evidence limits.
- Posit reports that Suffolk’s Total Recordable Incident Rate fell 72% and its Lost Time Incident Rate fell 56%. These are results reported in Posit’s customer case study; the figures do not independently establish that the model alone caused the reductions or that another contractor should expect the same outcome.
- Zurich North America reported in 2025 that its three-year pilot and underwriting study covered nine New York City building projects with Arrowsight cameras and 12 without, focusing on high-risk phases. Zurich said equipped sites had more than 50% lower claim frequency and that it subsequently required the technology for its New York construction wrap-up projects. That is Zurich’s reported comparison, not a general estimate for other sites, insurers, or camera systems.
- Oracle’s March 5, 2026 announcement said its safety model was trained on more than 10,000 project-years of data. Oracle also cited the 2020 Dodge Data & Analytics Safety Smart Market report and customer internal documentation for claims of up to 50% or more reduction in incident rates and up to 75% lower workers’ compensation costs in the first year. Those figures are claims Oracle cites with that context, not controlled outcomes promised for every customer.
- A 2025 UK Government Office for Technology Transfer case study of the HSE/Safetytech Accelerator Smarter Regulatory Sandbox reported a 30% improvement in LLM accuracy from using regulator content in that project. It also noted challenges in obtaining quality source data. That result is specific to the sandbox, not a benchmark for other models.
Suffolk’s EVP of National Operations/Environmental Health & Safety, Matt Swaim, described the shift the company sought: “Historically, contractors manage jobsite safety based on lagging indicators and adjust their process in response. We knew we could do better. By leveraging data, artificial intelligence and predictive analytics, we decided to proactively identify where risk exists on our projects and how we can eliminate that risk.” The statement explains the customer’s motivation; it is not independent validation of a product’s impact.

What data construction safety AI needs
The required data depends on the job. Forecasting systems may need historical incidents and observations alongside staffing, trade-partner, schedule, and project information. Camera-based tools need usable imagery from relevant parts of a site. Document-review tools need the contracts, project documents, and checklists that define what the system should examine.
More data is not automatically better. Teams need to know where records came from, whether definitions are consistent across projects, whether important events are missing, and whether the information is current enough for the decision at hand. If an alert cannot be traced to relevant source evidence, the recipient may have little basis for checking it. The UK sandbox’s reported source-data challenges, despite its project-specific accuracy improvement from regulator content, illustrate why grounding an AI system in authoritative material does not remove data-quality work.

How to evaluate a construction risk AI tool
Compare a proposed tool against the risk decision your team actually needs to make, rather than treating a broad “AI” label as evidence of fit. Ask vendors and internal owners to demonstrate the following with your workflows and data:
- Risk domain: Does it forecast project-level safety concerns, detect visible conditions, review documents, or perform another clearly defined task?
- Data and provenance: Which records, feeds, or documents are required? How are missing, inconsistent, outdated, or locally specific data handled?
- Timing and specificity: How often are outputs produced, who receives them, and do they identify a project, location, condition, or document passage clearly enough to investigate?
- Traceability and verification: Can a user inspect the source evidence behind an alert? What steps are expected before escalating or acting on it?
- Ownership and action: Who reviews alerts, who can authorize mitigation, and how does the recommendation enter existing safety or project-control processes?
- Integration: Does the tool work with the systems and routines teams already use, or does it require manual transfers that could delay or distort information?
- Local validation: What evidence supports performance on comparable projects, and how will the organization test and refine the system using its own operations?
- Privacy and worker monitoring: For visual tools, what is recorded, who can access it, how is it used, and how are applicable privacy and workforce-governance obligations handled?
For evaluation, establish a baseline and define measures before rollout. Separate leading indicators—such as timely review of alerts or completion of mitigation actions—from lagging outcomes such as incident or claim rates. Track false alarms and missed events where they can be measured, and examine whether the tool changes decisions rather than merely adding another dashboard. A pilot should have named owners, a review period, and a process for correcting data or model problems; claims from a different company’s case study are not a substitute for that local assessment.

Where AI fits in the safety process
AI is most useful as decision support within a functioning management system. A forecast can direct a safety professional toward a project for closer review; a camera alert can prompt a supervisor to check a condition; a document flag can focus a reviewer on a clause or checklist item. In each case, a qualified person needs to verify the evidence, decide what response is appropriate, and record whether action was taken.
That division of work matters because a model can miss risks, surface irrelevant alerts, or reflect gaps in its inputs. Risk controls, training, inspections, worker reporting, and accountable human judgment remain essential. A system that produces predictions without a clear route to review and action may add noise rather than improve risk management.
