Canadian YouTuber Anthony Sistilli says he built an automated license-plate recognition (ALPR) system to identify police vehicles and log their plates, locations, and timestamps. In footage described by Cybernews, officers visit his home and ask what he intends to do with the data. The report describes questions—not an arrest, raid, confirmed investigation, or formal legal threat.
What happened when police visited Anthony Sistilli?
Cybernews reports that Sistilli shared footage in which officers ask about the purpose of his project and what he plans to do with the information it collects. The officers’ questions, as described in the report, include what his “main goal is.” Sistilli responds: “I think that’s the exact same concern that any civilian has. Right?”

He also says: “I found it extremely ironic that when I decided to point the camera the other way and watch the watchers, they had the same privacy concerns as we do.” Cybernews attributes both remarks to Sistilli, with the first drawn from the reported footage.

What does a Flock-style camera record?
The system is described as similar in function to automated license-plate recognition technology, not as a product made or operated by Flock. Cybernews says Sistilli’s build identifies police vehicles and logs license plates alongside locations and timestamps. The report does not disclose the camera, computer, software, or other technical components he used.
ALPR differs from an ordinary security camera in its ability to read plates and organize sightings into searchable records. In the general ALPR model described by Cybernews, a record can connect a vehicle sighting to a place and time, and authorized users can search those records. The article does not establish who could access Sistilli’s data, how long he retained it, or whether he shared it.

Why can license-plate records raise privacy concerns?
A single sighting can help locate a stolen vehicle or provide an investigative lead. A sequence of sightings can also reveal where a vehicle regularly goes and when. That can expose patterns in the lives of people who are not suspected of wrongdoing, especially if records are retained, searchable, or shared beyond the original purpose for collecting them.
The privacy concern is not limited to whether a camera captures a plate in public. It also depends on what is recorded alongside it, who can search or receive the resulting data, how long the data remains available, and what oversight governs its use. The available reporting does not answer those questions for Sistilli’s particular system.

What does the report say about misuse and the safety argument?
Cybernews describes alleged cases in which officers misused license-plate-reader data to track people with whom they had personal relationships. Its account mentions a Kentucky officer and a North Carolina officer, but the article does not provide enough underlying case detail to treat the reported “more than 2,000” searches in the Kentucky example as a fully contextualized statistic.
Flock CEO Garrett Langley is quoted by Cybernews arguing that privacy and safety should not be treated as mutually exclusive: “When people talk about just one of these, privacy or safety, they’re prioritizing the wrong thing,” and “What we have to prioritize as a country is compromise.” That position frames a policy debate; it does not resolve how any particular system should be governed or how this encounter should be interpreted.

Does the visit establish that Sistilli broke the law?
No. The report describes officers asking questions, but it provides no case-specific legal ruling or evidence that Sistilli was charged with an offense. It broadly notes that people can have legal protections for recording police in public in Canada and the United States, while the rules and circumstances vary by jurisdiction. That general framing is not a legal determination about this camera, its data collection, or the visit.
