Why Parcel Growth Is Pushing Our Software Bills Up—and How to Forecast the Cost

When software vendors charge by shipments, messages, order lines, compute, or credits, a busier month can mean a larger bill even when your user count has not changed. The practical fix is to forecast each service against the business activity its contract actually meters, then compare the forecast with usage and cost each month.

Why parcel volume can change software costs

Traditional software budgets often start with a fairly stable count of seats, licenses, or servers. Usage-based services add another driver: the work the software processes. In a transport and warehouse business, parcel volume may affect several services, but it is not necessarily the meter on every invoice.

  • A transport management system may charge for shipments planned.
  • A notification platform may charge for messages sent.
  • A warehouse slotting tool may charge by order line.
  • An analytics product may bill for compute consumed.
  • Assistant features may use vendor-defined credits.

These units are not interchangeable. A parcel count can help explain business activity, but the forecast should use the specific unit in the relevant contract. For credits, document how technical activity converts into billed credits; the vendor defines that conversion.

What one transport-and-warehouse example shows

In a first-person DEV Community post, IT professional Serguey Shinder describes several variable software lines in a transport and warehouse setting. He says their combined cost in his busiest month, December, was 41 percent higher than in an average month. That is his account of his own invoices, not an independently verified figure or an industry-wide benchmark. The post displays “Posted on Oct 1” without a year, so the date cannot be pinned to a year from the page.

#1 Best Overall
Accuteck 8250 High Accuracy Digital Shipping Scale and Postal Scale, 0.1oz Precision, 50Lb
  • Accurate to 0.1oz: High precision for postage, packaging, or food preparation.
  • Solid design with high weight limit: 50Lbs
  • Smart Tare & Hold Functions: Effortlessly subtract container weight or lock readings for larger boxes.
  • Clear LCD Display: Large, backlit screen makes weights easy to read, even in dim rooms.
  • Multi-measuring units: Kg, lb/oz, oz

Shinder’s point is that IT cannot forecast these bills using a user count alone when the meters follow operational activity. As he puts it, “So we are starting to plan these lines the way our transport team plans fuel.” He also predicts that “Within a decade” a large share of IT spending will become a variable cost of trading; that is his forecast, not an independently sourced projection.

How to forecast a usage-based software line

For a straightforward metered charge, estimate cost as the rate multiplied by expected usage. If the contract uses tiers, blocks, credits, or another pricing structure, apply those rules rather than assuming one flat rate. Build the forecast around the contractual billing unit, not a convenient proxy.

Amazon Basics Digital Shipping Postal Scale with Tare Function, Heavy Duty Weighing Platform, 660 lb Capacity, 1 Ounce Readability, Portable, Black
  • Digital shipping postal scale for weighing items; heavy duty yet lightweight, portable design
  • Includes a postal scale and an AC adapter; black ABS with an aluminum anti-skid platform
  • 660 pound (300kg) capacity reads to 0.11 pound/50g/2 ounce in 0.1 ounce increments; minimum load weight is 6 ounces (150g)
  • Measuring units in kg, ounces, and pounds
  • Additional separated large back-lit LCD display allows for reading the weighing data from a distance of up to 2m
  1. Identify the meter. Record whether the service bills per shipment, message, order line, compute unit, credit, or another defined unit.
  2. Find the rate rules. Capture unit prices, tiers or blocks, credit conversion, commitments, and overage treatment from the quote and contract.
  3. Ask operations and commercial teams for the activity forecast. Their plans may contain the parcel, shipment, message, or order-line volumes that IT needs.
  4. Calculate the expected charge. Apply expected usage to the applicable rate or tier rules; model different business-volume scenarios if the outcome is uncertain.
  5. Reconcile after the period closes. Compare forecast usage and cost with provider billing data and operational or product telemetry.

Keep the operating volume served beside the metered usage and cost in the monthly view. The FinOps Foundation recommends examining SaaS cost per meaningful consumption unit and investigating anomalies by relating billing exports to usage telemetry and contract terms. Its FinOps Framework 2025 describes the practice as “an operational framework and cultural practice which maximizes the business value of cloud and technology, enables timely data-driven decision making, and creates financial accountability through collaboration between engineering, finance, and business teams.”

How to tell volume growth from a cost problem

Track both the total bill and effective cost per relevant unit over time. A larger total may simply reflect more shipments, messages, or order lines. A rising effective rate can instead point to a changed price or tier, altered consumption, or an inefficient workflow. The comparison is meaningful only when the numerator and denominator match the service: for example, message cost against messages sent, not parcels handled.

When a charge looks anomalous, reconcile three records: the provider’s billing export, product or operational telemetry, and the contract’s meter and rate rules. This helps separate a genuine increase in activity from a counting mismatch, an unexpected tier change, or an unusual pattern of consumption.

Compare meters and contract terms before renewing

A quote’s unit price is not enough to compare two services. The FinOps Foundation’s FOCUS specification distinguishes the consumed unit from the “pricing unit,” the provider-specified measurement unit used to determine unit prices. The two can differ in granularity, so confirm what the quote prices and what the invoice counts.

Amazon Basics Digital Postal Shipping Scale with Tare Function, AC Adapter, 65 lb Capacity, 0.1 oz Readability, LCD Display, Black
  • Digital tabletop postal scale for quickly and precisely weighing items
  • Includes a shipping postal scale and AC adapter; made of durable black ABS, aluminum, and iron
  • 65 pound (30kg) capacity reads to 0.1 ounce (1g) in 0.1 ounce increments; minimum load weight is 0.2 ounces (5g)
  • Extra large LCD display for easy viewing; measuring units in ounces, pounds, g, and kg
  • Tare function for resetting the scale to zero after setting a container on the platform; great for net weights
  • Business fit: Does the meter track something that represents the value delivered or work performed?
  • Counting and visibility: How does the vendor count usage, and can you obtain timely usage exports to compare with parcel, message, or order-line records?
  • Price mechanics: What are the unit price, tier thresholds, block sizes, and any credit conversion rules?
  • Exposure: What commitments, bands, ceilings, and overage rules apply as consumption grows?
  • Change terms: How and when can rates or thresholds change?

For new consumption-based contracts, Shinder recommends negotiating a ceiling or band. That is a procurement option to discuss, not a standard protection or a guarantee that a vendor will agree.

Who needs to own the forecast

Usage-based software costs sit across organizational boundaries. Operations and commercial teams often hold the volume plan; technical owners understand how products generate usage; finance needs the budget and variance view; procurement manages the contract terms. The FinOps Foundation’s framework emphasizes collaboration between engineering, finance, and business teams, a useful model for this kind of forecast.
