The shooting was reported on 2 October. Pakistan accused Indian Border Security Force (BSF) personnel of killing civilians, but accounts differ over who the men were and what happened; those claims have not been independently established.
Why did Pakistan summon the Indian diplomat?
Pakistan’s Ministry of Foreign Affairs said it called in India’s Chargé d’Affaires on 3 October and lodged a strong protest over the deaths. Pakistan requested an immediate, transparent and credible investigation, appropriate disciplinary and legal action against anyone found responsible, and formal communication of the findings and action to Pakistan. It also called for respect for human rights, international law, bilateral arrangements and established border procedures, as well as restraint and measures to prevent a recurrence. Pakistan’s Foreign Ministry statement described the diplomatic action and demands.

What is known about the shooting—and what is disputed?
Pakistan placed the incident in the Bedian Sector on the international border and dated it to 2 October. Its account says two civilians were killed by BSF personnel and rejects describing the deceased as infiltrators. The Foreign Office spokesperson was quoted by the Associated Press of Pakistan (APP) as saying: “Pakistan categorically rejects any attempt to mischaracterize the deceased as infiltrators.” That is Pakistan’s position, not an independent determination. APP’s report also quotes Pakistan’s call for an investigation.
The accounts of the circumstances conflict. The Associated Press (AP), citing Pakistan Television’s report based on Pakistani security sources, said three unarmed civilians from Kasur district had walked a few steps beyond a border pillar when BSF personnel opened fire; two were killed and a third wounded. AP also reported that Indian media carried a different account, describing the men as suspected of trying to enter India. Neither account should be treated as independently verified on the basis of those reports. AP’s account of the competing versions reported no immediate comment from New Delhi at the time it was filed; that does not establish whether India responded later.

What does the wider border context add?
AP described the Punjab international border as having remained largely peaceful, unlike disputed Kashmir, where exchanges of fire have been frequent in recent years. That context does not establish the cause of this incident or predict what will follow. AP also reported that India and Pakistan have fought three wars since independence in 1947, two over Kashmir. As separate historical background, AP noted that the April 2025 killing of 26 tourists in Indian-controlled Kashmir was followed by weeks of escalating clashes. Those events are not evidence about the Bedian shooting. AP’s report
