City officials said the current arrangement no longer struck the right balance between public-safety value and public confidence. The move is a pause, not a permanent cancellation, and the city has announced no return date.
Why did Moline turn off the cameras?
On September 15, 2026, the Moline Police Department announced it would pause its fixed automated license plate reader (ALPR) program with Flock Safety. The program used nine cameras positioned across the city. Police expected the system to be fully deactivated in about 14 days; physically removing the equipment could take another 30 to 60 days. The department said deactivation would make the devices inoperative before they were removed. City of Moline announcement

Police Chief Darren Gault said ALPR had helped officers solve serious crimes, locate stolen vehicles and support investigations for crime victims. But the department concluded that the program’s public-safety value no longer outweighed the need for public confidence in the current arrangement. Gault said, “This is not a rejection of ALPR technology or its value to law enforcement.”

He pointed to a mismatch in pace: technology that can collect and share information is changing alongside legal rules and public expectations, but not necessarily at the same speed. The department said it would continue evaluating options and monitoring changes in ALPR technology, legislation, privacy protections and law-enforcement practices.

What role did public concern play?
Mayor Sangeetha Rayapati told KWQC that public outcry played a large role in the decision. She said the issue crossed political perspectives and that reports of abuses elsewhere had led residents to question the need for the technology. “It’s an issue that impacts people from all kinds of political perspectives,” she said.
Residents interviewed by KWQC expressed concerns about public spending, mass surveillance and how long collected data is retained. These were concerns raised in the local debate; they are not, by themselves, findings that Moline’s cameras were misused or that the city violated its rules.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
Rayapati said the city had no set timeline for when—or whether—the program might return. Officials would use prior methods while considering how policing technology and public sentiment should align. The city described the decision as a pause, not a permanent end. KWQC report

- A November 2025 case in which a murder suspect was located for another jurisdiction.
- Stolen-vehicle investigations and an April 2026 reckless discharge of a firearm.
The department presents these as examples, not a complete list. Its description supports saying that police report ALPR aided those investigations; it does not show that a camera independently solved a case, led to a conviction, or was the reason a case was cleared. The city does not provide a controlled comparison showing how many cases would otherwise have gone unsolved. Moline Police ALPR page
What does “helped solve” establish—and what does it not?
A license plate reader can generate a lead, such as a vehicle match that investigators may pursue. That can be useful without establishing that the camera caused the case to be solved. The distinction matters when evaluating both Moline’s examples and broader claims about the technology.

CBS News reported on September 30, 2026, that Flock’s national claim of about one million “crimes solved” in 2025 was difficult to substantiate from the available evidence. Flock spokesperson Paris Lewbel told CBS the more precise description was that the technology “supported approximately 1 million investigations and incidents.” The company’s categories included investigative leads, cross-jurisdictional assistance, searches during active investigations and other deployments; CBS said Flock did not provide underlying data to support the “solved a million crimes” wording.
CBS also reported that Flock characterized its estimates as directional rather than audited totals. The company’s 2025 Impact Census involved about 700 law-enforcement agencies. Its estimate that Flock assisted in 20% of cleared cases in customer jurisdictions was based on percentage estimates supplied by 307 agencies. Those figures are not a Moline-specific impact study or proof of a causal effect. Criminologist Andrew Wheeler told CBS that assistance does not establish that a case would have remained unsolved without the cameras.

That national reporting offers context, not an audit of Moline’s cases. Moline police list local investigations they say were aided; Flock’s national estimate counts a broader set of investigations and incidents using a different method. CBS News report

The public information cited by the city establishes the announced pause, the nine-camera count, the department’s rationale and its examples of cases aided. It does not establish the final date when deactivation or physical removal was completed, or provide an independently audited, case-by-case measure of the cameras’ impact.
The available city materials also do not provide complete records of data retention and sharing or independent verification of the department’s compliance with its stated access restrictions. Those are distinct questions from whether police found ALPR useful in particular investigations.
