Why M&E Contractors Lose Money on Projects—and How to Prevent It

M&E contractors usually lose money through a chain, not one dramatic mistake: an optimistic estimate creates a thin cost baseline; incomplete design, hidden site conditions, scope changes, inefficient labor, rework and trade interfaces then consume the margin. Contract terms and weak change records determine how much of that cost can be recovered.

Preventing the loss requires controls before award and daily visibility after award. Build an auditable estimate, expose assumptions, validate the existing installation, assign risk deliberately, record every change contemporaneously and forecast the cost to complete by work package.

Why do M&E contractors lose money on projects?

Mechanical and electrical work is unusually sensitive to information quality. A price depends on drawings, equipment selections, quantities, access, shutdowns, temporary works, commissioning, builder interfaces and the productivity that can actually be achieved in the available space. If any of those inputs is assumed rather than verified, the estimate may be wrong before the contract is signed.

Once work starts, the error compounds. A missing panel, an inaccessible riser or a late equipment selection can add material and labor, interrupt planned sequencing and extend supervision and site overhead. Under a fixed-price contract, the contractor generally carries that cost unless the contract provides an adjustment and the required notice and evidence are supplied.

The recurring loss chain is:

  1. Incomplete or optimistic estimate: quantities, labor hours, access constraints, temporary works, escalation or coordination effort are omitted or understated.
  2. Thin baseline: the bid has little allowance for uncertainty and the estimate cannot be reconciled cleanly to production budgets.
  3. Design and site discovery: field conditions, legacy systems or unresolved interfaces differ from the tender information.
  4. Scope and sequence change: instructions, substitutions and resequencing add direct and indirect cost.
  5. Productivity and rework loss: crews spend paid hours correcting work, waiting, moving materials or working around other trades.
  6. Commercial leakage: notices are late, impacts are not measured and entitlement is disputed.
  7. Late detection: management sees the loss only when committed costs or cash shortfalls appear.

Each link is controllable to some degree. None is eliminated by a single contingency line or a software purchase.

What does the available evidence show?

The figures below illustrate mechanisms and warning signs. They are not universal M&E benchmarks and should not be transferred between countries or project populations without qualification.

Finding Population and date What it indicates Important limit
Final costs were $37.5 million, about 14%, above initial estimates; $35.6 million of the increase occurred after award. U.S. Government Accountability Office, GAO-25-107258, published September 9, 2025; 252 NNSA management-and-operating contractor fixed-price construction subcontracts completed in fiscal year 2023. Cost growth is often created during delivery, not only at bid time. This is a defined U.S. government subcontract sample, not an industry-wide M&E rate.
108 of 252 subcontracts (43%) finished at least 20% above the initial estimate; 19 finished at more than twice the estimate. Same GAO sample. Averages conceal severe outliers and tail risk. Some low-value work below contractor thresholds for independent estimates was excluded.
None of seven reviewed contractors’ estimating policies met or substantially met all 12 steps in GAO’s Cost Estimating and Assessment Guide. GAO review of those contractors’ policies. A documented estimating process is a practical control point. The finding does not prove that adopting the guide alone prevents losses.
Only 8% of surveyed companies measured rework; Infrastructure Australia cited an estimate that rework can reduce yearly profit by up to 28%. Infrastructure Australia’s 2024 Australian construction reporting. Unmeasured rework can remain invisible while consuming margin. The 28% figure is an estimate cited by the report, not a measured effect in that survey and not M&E-only.
Respondents reported cost overruns (45%), quality inconsistencies (40%) and coordination difficulties (34%) when managing subcontracting or labour-hire relationships. Infrastructure Australia’s 2025 Industry Confidence Survey. Capacity gained through subcontracting can bring interface and quality risk. These are Australian construction responses, not UK or global M&E results.
Design maturity, risk transfer and capacity bottlenecks are prompting more cautious tendering. Gardiner & Theobald UK M&E market summary, December 4, 2025. Contractors are pricing uncertainty in a market context. The accessible summary reports themes, not a detailed sample or percentages.

How an estimate becomes a loss-making baseline

Omitted work is more common than arithmetic error

An estimate can add every visible fitting correctly and still lose money if it omits the work around the fitting. Typical omissions include access equipment, protection and temporary works, isolations and shutdowns, permits, testing, commissioning, builders’ work, night or restricted-hours working, lifting, coordination meetings, small tools, supervision and the labor needed to install around existing services.

Mechanical estimates also depend on plant-room access, lifting routes, supports, insulation, flushing, balancing and controls integration. Electrical estimates depend on containment routes, cable pulling conditions, terminations, testing, protection settings, temporary power, shutdown windows and compatibility with existing switchgear. Both trades can be affected by late equipment data, ceiling closures, fire-stopping, penetrations and commissioning dependencies.

Fixed price magnifies a weak assumption

In fixed-price work, the agreed price does not automatically rise when the contractor’s internal productivity assumption proves optimistic. Recovery normally depends on a defined change, a contract adjustment clause or another entitlement, together with timely notice and evidence. If the scope is silent and the contractor cannot show a compensable event, the original estimate remains the commercial baseline.

Use an estimate that can become a control budget

Before submitting a bid, structure the estimate so it can be handed to project delivery without translation. At minimum, retain:

  • Measured quantities linked to drawing or specification references.
  • Labor hours by work package, with the productivity assumption and access condition stated.
  • Material, equipment and subcontractor quotations, including validity dates, exclusions and escalation exposure.
  • Allowances for temporary works, supervision, testing, commissioning, logistics and protection.
  • A register of interfaces, design gaps, assumptions and exclusions.
  • Explicit risk and contingency amounts, with the event each allowance is intended to cover.

Have estimating, operations, procurement and commercial staff challenge the estimate independently. GAO’s finding about seven reviewed policies is a reason to use a repeatable review gate, not evidence that one checklist guarantees profit.

How design gaps and site conditions create direct cost growth

What the GAO electrical example shows

GAO describes an older-building electrical-feed job in which legacy drawings did not reveal the actual transformer and panel requirements. Inability to de-energize the facility limited investigation before work. Field conditions then required a different transformer, panel changes and a water-line reroute. The lesson is not that every old building produces the same overrun; it is that an unverified as-built assumption can become a design change, a material change and a sequencing problem at once.

Mechanical equivalents

The same mechanism appears when a plant room has less clearance than shown, a pipe route is blocked by an unrecorded service, a connected load differs from the schedule, or an existing system cannot be isolated for tie-in. A replacement unit may require new supports, controls, valves, cabling or lifting arrangements. Each addition can affect other trades and the planned commissioning sequence.

Pre-award validation checklist

  1. Walk the accessible areas and photograph routes, plant rooms, risers, panels, valves and obstructions.
  2. Compare drawings, schedules, specifications and equipment selections; list every conflict rather than silently choosing an interpretation.
  3. Confirm shutdown, isolation and testing windows with the owner and record who controls them.
  4. Verify access, lifting, storage, working hours, permits and protection requirements.
  5. Check interfaces with structure, fire protection, controls, IT, utilities and other M&E packages.
  6. Mark information that cannot be verified before price. Price a defined allowance or qualify the assumption in the tender.

When inspection is constrained, a contingency should identify the uncertainty it covers and the process for validating it after access is available. A vague percentage applied to the whole job is harder to manage and defend than a named allowance.

Why scope change and cumulative disruption consume more than the change order value

A change order’s visible labor and material are only its first-order cost. It may also require remobilization, overtime, temporary protection, revised shop drawings, procurement cancellation charges, retesting, additional supervision, extended site overhead and lost productivity on unchanged work.

For example, moving a duct route after ceilings are framed can reduce the crew’s output on several floors, delay insulation and controls, and force another trade to resequence. The final impact is not captured by counting the extra duct alone.

ELECTRI International’s summary of a February 2001 University of Wisconsin–Madison research project describes two models: one to identify whether cumulative change affected a project and another to predict its probable magnitude. That historical electrical-contracting research supports treating changes cumulatively; it does not provide a current universal formula.

How labor inefficiency and rework erode M&E margin

Labor is often the largest controllable cost in an M&E package. Lost hours arise from waiting for areas, material or information; repeated handling; congested workfaces; poor prefabrication; incomplete preceding work; failed inspections; and correction of installation defects. Rework also consumes supervision, materials and testing capacity.

Infrastructure Australia’s 2024 reporting found only 8% of surveyed Australian construction companies measured rework. The report cited an estimate that rework can reduce yearly profit by up to 28%; that is an attributed estimate, not a measured result for the survey and not an M&E-specific percentage.

Measure the work package, not just the invoice

For each package, compare the estimate with actual performance at least weekly:

  • Budgeted and actual labor hours.
  • Installed quantity and quantity per labor hour.
  • Committed and actual material cost.
  • Open inspections, defects and rework hours.
  • Approved, pending and rejected change value.
  • Forecast cost to complete and forecast margin.

Use the same quantity definition in the estimate and the field report. “Meters of pipe installed” is not comparable if one team counts only pressure-tested work and another counts temporary runs. Assign a responsible person to explain each variance and record the corrective action.

Why subcontracting and trade interfaces add risk

Subcontracting can add specialist capacity, but it also creates handoff points. Infrastructure Australia’s 2025 survey found respondents citing cost overruns at 45%, quality inconsistencies at 40% and coordination difficulties at 34% among challenges managing subcontracting or labour-hire relationships. Those percentages describe Australian construction respondents and do not establish a failure rate for any particular M&E arrangement.

Make interfaces explicit

  • Define who supplies, installs, supports, tests, labels and commissions each item.
  • Issue an interface matrix covering builder’s work, penetrations, fire-stopping, controls, power, data, access and temporary services.
  • Use coordinated model or drawing reviews with decision owners and dated actions.
  • Set inspection and hold points before work is concealed.
  • Require subcontractor progress data in the same hours, quantities, change and forecast format used by the main contractor.

Integration, transparency and shared accountability are more useful than simply adding another coordination meeting. A meeting without an owner, due date and close-out evidence does not remove an interface risk.

How contract terms determine whether cost is recoverable

No contract form is automatically profitable. Evaluate the commercial arrangement against six questions:

  1. Who carries design and quantity uncertainty?
  2. Which changes, employer instructions, concealed conditions or escalation events permit price or time adjustment?
  3. How quickly will actual cost and productivity become visible?
  4. Who owns trade interfaces, sequencing and access?
  5. What records prove rework and cumulative change impacts?
  6. When is cash received, and how do progress billing, certification and retention affect working capital?
Commercial approach Uncertainty position Controls to examine before signing
Fixed price against developed design Contractor carries more estimating and productivity risk unless adjustment clauses apply. Design completeness, quantity definition, notice deadlines, concealed-condition clauses, escalation treatment and payment certification.
Remeasurement or unit-rate work Quantity risk is shared or transferred according to the measurement rules; rate productivity still matters. Measurement method, rules for changed quantities, access assumptions and who verifies installed quantities.
Cost-reimbursable or open-book work More cost risk may remain with the client, but allowable-cost definitions and fee rules are critical. Audit rights, disallowed costs, approval thresholds, fee treatment, forecast frequency and payment timing.
Design-and-build arrangement Design coordination and performance responsibility may sit more heavily with the contractor. Employer’s requirements, design responsibility matrix, review status, performance criteria and relief for client changes.

The table describes decision questions, not a promise that one model will outperform another. A contractor can lose under any form if the scope, records and cash controls are weak.

A prevention system that works from bid to close-out

1. Freeze the bid basis

Issue an estimate basis document listing drawings and revisions, specifications, quantities, labor norms, quotations, access assumptions, working hours, temporary works, exclusions and contingency ownership. Obtain sign-off from estimating, operations and commercial leads.

2. Convert risks into actions

For every uncertainty, state the trigger, owner, due date, cost exposure and response. Examples include a site survey before mobilization, a shutdown confirmation, a sample opening, an equipment-submittal deadline or a client decision on an alternate route.

3. Reconcile the control budget

Map estimate codes to procurement, labor and subcontract packages. Set a baseline for hours, quantities, committed cost and forecast cost to complete. Do not allow a scope transfer between packages without a dated explanation.

4. Establish a change gate

Require a written instruction or notice, impact estimate and approval status before starting discretionary changed work where the contract permits. If emergency work must proceed, document the condition, direction and contemporaneous resource use immediately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Run short-interval production control

Review installed quantities, hours, constraints, inspections and rework weekly. Escalate a trend when productivity falls or forecast cost exceeds the control budget; waiting for month-end accounts sacrifices recovery time.

6. Protect interfaces

Maintain a live interface matrix and constraint log. Close actions with evidence such as an approved drawing, released area, completed penetration or witnessed test.

7. Forecast cash as well as margin

Track applications, certification dates, retention, deposits, long-lead commitments and subcontract payment obligations. A profitable forecast can still create a cash crisis if billing evidence arrives late or retention is large.

8. Close the learning loop

At completion, compare estimate, actual hours, quantities, rework, change recovery and procurement outcomes. Feed verified production data and recurring omissions into the next estimate instead of relying on memory.

Warning signs that a project is beginning to leak profit

  • Labor hours are ahead of installed quantities for two reporting periods.
  • Field teams are working from drawings with unresolved revisions or repeated requests for information.
  • Materials are being substituted before commercial approval.
  • Change instructions are being tracked in email but not in a cost and schedule register.
  • Rework is discussed as “snagging” without hours, cause or responsible package.
  • Subcontractor forecasts show percentages complete without quantities or remaining hours.
  • Procurement commitments exceed the package budget before the design is stable.
  • Access, shutdown or preceding-trade constraints are recorded only in meeting minutes.

Each sign should trigger an owner, a due date and a quantified forecast revision. A risk register that never changes the forecast is a filing system, not a control.

Practical digital tools and records

Construction estimating software and project cost-control tools can help connect quantities, labor assumptions, commitments, changes and cost-to-complete forecasts. The useful capability is traceability: a manager should be able to move from a variance to the work package, source quantity, field record, change status and forecast response.

Technology does not validate an incorrect quantity, resolve an ambiguous contract or make a late notice effective. Configure approval roles, revision control, offline field capture and an exportable audit trail before relying on a platform. A disciplined spreadsheet and document register can outperform an elaborate system that crews do not use consistently.

What M&E leaders should retain

The strongest prevention strategy is a connected chain of controls. Estimate from a defined scope; expose what cannot be verified; validate design and site conditions; assign uncertainty in the contract; measure hours, quantities, rework and interfaces; and document changes while the evidence is available. The GAO results show why post-award control matters, while the Australian findings show why rework and subcontracting risks deserve measurement rather than assumption. UK market commentary adds context about design maturity, risk transfer and capacity, but does not replace project-level data.
